Crescent Avenue, Anaheim, California August 26, 2015 MINUTES COMMISSIONERS PRESENT: Chairman Manes and Commissioners Anderson, Jensen, Farrow and Adams ABSENT: Vice Chairman Navarro and Commissioner Levy STAFF PRESENT: Joe Perez — Community Services Superintendent, Wendy Solorio -- Community Services Supervisor, Larry Pasco — Parks Manager, Pamela Galera — Principal Project Planner, Eleanor Granflor — Sr. Secretary CALL TO ORDER — Chairman Manes called the meeting to order at 5:30 p.m. PLEDGE OF ALLEGIANCE — Chairman Manes led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS A. Written Communication — None. B. Unscheduled Oral Communication from the Public — None. APPROVAL OF THE MINUTES — Chairman Manes presented the July 22, 2015 Minutes to the Commissioners for changes or corrections. Commissioner Adams made a motion to accept the minutes, seconded by Commissioner Jensen. There being no further additions or corrections, Chairman Manes accepted the Minutes. REPORTS A. Recreation and Human Services Activity Report — June/July — Joe Perez introduced himself as Community Services Superintendent and will be representing Sjany Larson -Cash. Joe presented the report and highlighted that an additional day a week has been added to the Fun on Wheels Program, a new program Afterschool Drop In Program for youth will begin September 21St, an increase in the number of teen programs, movie nights held at the DACC, and the 01 of July Celebration co-sponsored by the City, the Anaheim Hills Community Council and the Anaheim Chamber of Commerce. Further discussion was held by the Commission regarding the sales and usage of fireworks in the City. Commissioner Adams questioned what the ResCare Workforce Services Resource Fair is. Wendy Solorio stated ResCare Workforce Services is an agency contracted by the County of Orange to provide CalWorks assistance. B. Park Ranger Patrol Statistics Report — July — Joe Perez presented the report and highlighted that Boysen, Pearson and Twila Reid parks are the most highly used parks in the City during the summer months, a slight increase in the amount of alcohol contacts since June and an increase in curfew contacts. Joe Perez reported an incident that occurred on August 2°d at Chaparral Park where 2 Park Rangers found an individual unresponsive and began CPR until the Fire Department arrived and later found out that the individual did survive. The two Park Rangers, Gerardo Jimenez and Ernesto Reyes, were both recognized in the City's Above and Beyond Program. Joe Perez provided the definition of a disturbance listed on the park ranger report which was questioned at the June Commission meeting. It is an occurrence of disturbing the peace that may include a fight, argument, or unruly transients or skateboarders. C. Parks Capital Project Progress Report — Pamela Galera presented the report and provided updates on the following projects: • Anaheim Coves Northern Extension — Project is currently is design phase. Staff is working with the three property owners, OCWD, SCE and OC Flood Control District and will also meet with homeowners to discuss any questions or concerns regarding the project. • Circle Park — Project will be awarded by City Council on September 1 st. • Coral Tree Park — Project is expected to be completed this fall. Developer is building the park and will maintain it, however it is a City owned public park. Parks and Recreation Commission Minutes Auqust 26, 2015 • Downtown Anaheim Community Center— Exercise equipment has been ordered and the shade apparatus will take 6- 10 weeks to manufacture. • Little Peoples Park — Construction will begin mid-September. The park will be completely fenced off and closed during the renovation. • Manzanita Park & Community Center — Construction will begin on September 8th • Olive Hills Doq Park — Construction contract will be awarded by City Council on September 1 st. • Pelanconi Park — Staff will execute Agreement with the Contractor. • Ponderosa Park — Community meeting held today to receive input on public art. 90% construction documents have been received for the skate park. • Stoddard Restroom — Construction has started to replace the restroom building. Chairman Manes requested a status on the La Palma Park Expansion. Larry Pasco stated that staff would like to expand the park north of the existing park boundaries and to also renovate the west side of the park, in between Glover Stadium and Harbor Boulevard. Staff is researching funding for park expansion and improvement and is also looking to sell the Anaheim Way site, revenue would be used to expand the park or to be used elsewhere in the city's park system. Larry Pasco stated that planning has not yet started for expansion of the park site. Joe Perez stated the City Council approved for GOALS to use 4 parcels of land to run a Charter School and afterschool programs. Martin Recreation Center is only used for afterschool activities. D. Senior Citizen Sub -Committee Report — Commissioner Jensen stated the overgrown brush and bushes by the back door were trimmed before she was able to report it to staff. Commissioner Jensen reported the front sidewalk on Center Street has a metal strip along the sidewalk that has cement chipped and can be a tripping hazard for senior citizens. Wendy Solorio requested to be shown the location by Commissioner Jensen so a work order can be submitted to the Public Works Department. Commissioner Jensen also reported she is receiving requests for the Center Street left turn signal to be installed. Joe Perez reminded Commissioner Jensen the response received from the Public Works Department states that there is not enough distance between Center Street and Lincoln Avenue to install a left turn signal. INFORMATIONAL ITEMS — Chairman Manes reported the Battle of the Bands will be held on August 29th, fall class registration has begun, the Halloween Parade/Fall Festival will held be on October 24th, the East Anaheim Community Garden will have a master gardener present information on September 10th, and the OC Fest of Ales will be on September 19tH Commissioner Farrow questioned if the Commissioners receive business cards or name badges. Larry Pasco stated the Commission is an advocate for the City and will look into the other Commissions to see who receives them. ADJOURNMENT — Chairman Manes adjourned the meeting at 6:27 p.m.
