98-031RESOLUTION 98R - 31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ADOPTING CERTAIN FEES TO COVER THE COST OF PROCESSING TAXICAB OPERATOR PERMITS WHEREAS, Government Code Section 53075.5 requires the City to adopt an ordinance or resolution in regard to taxicab transportation service within the City, including regulation of employment of taxicab drivers, establishment or registration of rates for taxicab transportation service, and a drug and alcohol testing program; and WHEREAS, the City of Anaheim has entered into an inter- agency agreement with the Orange County Transportation Authority ("OCTA") in which the City agreed to participate in the Orange County Taxi Administration Program ("OCTAPr) and the OCTA agreed to provide the staff and administrative services necessary to implement the program (the "OCTAP Agreement"); and WHEREAS, the goal of the OCTAP is to increase public safety, reduce administrative costs, and expand the provision of private transportation service in Orange County; and WHEREAS, OCTAP will provide all the services necessary for the City to comply with Government Code Section 53075.5 regarding regulation of taxicab transportation services within the City; and WHEREAS, the OCTAP Steering Committee has determined the cost of administering the program and has established certain fees covering those costs, which costs are set forth in Exhibit ~A" hereto and incorporated herein by reference; and WHEREAS, the City Council has reviewed and approves of the fees established by the OCTAP Steering Committee; and WHEREAS, the City has adopted Ordinance No. repealing Chapter 4.72 in its entirety and adopting a new Chapter 4.72 to Title 4 of the Anaheim Municipal Code regulating taxicab businesses in the City, which authorizes certain fees to cover the City's cost of processing taxicab operator permits to be established by resolution of the City Council; and WHEREAS, the City Council desires to establish a
