Public Input: Vice Chair Julian explained that members of the public are invited to address the Anaheim Sister City Commission and will be called upon under Agenda Item No. VIII. Public Comment. L CALL TO ORDER The meeting of the Anaheim Sister City Commission (ASCO) was called to order at 4:07 p.m. by Vice Chair Debbie Julian on Monday, September 28, 2015 at the Anaheim City Manager's Office, City Hall, 200 S. Anaheim Blvd., 7th Floor, Anaheim, California. Pursuant to Government Code Section 54953, Subdivision (b), the meeting included teleconference participation by Treasurer Laurie Leonard at 115 S. Billie Jo Circle, Anaheim, CA 92806. Anaheim Sister City Commission September 28, 2015 Page 2 IL APPROVAL OF MINUTES MOTION: Commissioner James Dinwiddie offered a Motion, seconded by Commissioner Anna Piercy AND MOTION CARRIED (Vote: 9-0; Abstained: Jeanne Tran; Absent: Pepe Avila, Lori Farrow, John Nguyen, Brian O'Neal, and Kyndell Thorson) that the Anaheim Sister City Commission does hereby approve the minutes from the ASCC meeting held on August 24, 2015 as presented. III. TREASURER'S REPORT A copy of the Treasurer's Report dated September 15, 2015 was presented at the meeting. Treasurer Laurie Leonard noted there had been no activity since the last meeting and the current balance remained the same at $20,590.74. MOTION: Commissioner Anna Piercy offered a Motion, seconded by Commissioner Chris Locke AND MOTION CARRIED (Vote: 10-0; Absent: Pepe Avila, Lori Farrow, John Nguyen, Brian O'Neal, and Kyndell Thorson) that the Anaheim Sister City Commission does hereby approve the Treasurer's Report dated September 15, 2015 as presented. IV. BROWN ACT PRESENTATION Greg Garcia stated when the Anaheim Sister City Commission was established in 2009, Bryn Morley from the City Attorney's Office gave the newly established Commission a presentation on the Brown Act. Staff felt that since there has been a lot of turnover in commissioners since 2009, is was time for another presentation. The presentation will include the basic rules the Commission needs to follow to make sure that this City -created Commission is as transparent as possible and as open to the public as possible. He encouraged the Commission to ask as many questions as they have. Deputy City Attorney Bryn Morley gave a thorough power point presentation of the Ralph M. Brown Act and answered the Commissioner's questions regarding quorums, communication between Commission members, freedom of speech and advertising requirements. V. AD HOC SUBCOMMITTEE REVIEW & REPORTS Commissioner Dinwiddie emailed the Outbound Student application to the Commission in advance of this meeting for their review. He received comments back from Commissioners Tran, Locke and O'Brien. He is going to incorporate the changes and email the updated copy for further review. Anaheim Sister City Commission September 28, 2015 Page 3 Commissioner Jeanne Tran was curious to know why the application asks for family information. Commissioner Locke agreed that question does not bring anything to the table as far as making a decision on whether or not the student participates. Commissioner Locke suggested giving another alternative to a written essay, perhaps offering a one -minute video presentation because some kids present themselves better on video. Commissioner Dinwiddie clarified the Commission will have a one on one interview with the kids, but they can ask for both. Commissioner Tran felt asking for one or other should be sufficient because asking for both would deter a lot of students. She further asked if students are going to be able to fully apply online. Erin Wahlen stated the new anaheim.net website includes more functionality in terms of forms, so the application can be available in an online form. Commissioner Dinwiddie clarified there will be a separate application for the chaperone. Commissioner Dinwiddie also advised that the cost was discussed at the subcommittee meeting and that it got raised to $1,000 per student. The estimate cost of the trip is approximately $3,000 per person. The due date for application submittals is December 1. There was talk about doing a fundraiser specifically for the Outbound Student Exchange Program. Vice Chair Debbie Julian reported on behalf of the Marketing/Fundraising Ad Hoc Subcommittee that the subcommittee put together some numbers and some scenarios for the fall fundraiser and now all they need to do is lock down a date and do some advertising for it. The ultimate goal is to have 45 attendees for the beer crawl. The timeline is kickoff at 11 a.m. on a Sunday at Anaheim Brewery for a one-hour taste and a tour, then Noble Brewery for a tour and taste, and then Bottle Logic for lunch, taste and tour, as well as an area where they can have games. She is waiting on the Mayor's Office to confirm a couple of date options, but at this point they are probably going to be pushed into mid-November or early -December. She does not think they will have any issues getting 45 Anaheim Sister City Commission September 28, 2015 Page 4 attendees. At $150 a person, the total cost for the breweries would be about $30 or less, the food truck provider will cost about $12 p/p, and the raffle would be $10 p/p, so that would give the Commission a profit of about $7,125. Once a date is confirmed, they will get the flyers out right away to promote the event. VI. ECONOMIC DEVELOPMENT PRESENTATION Commissioner Chris Locke gave a power point presentation and presented ideas about what the Commission could share with its current sister cities from an economic development standpoint. She explained that in her research, she found that there are some similarities among sister cities that go beyond cultural. She gave examples of how sister cities around the world come together and benefit from each other either by sharing ideas to increase tourism, incorporate music festivals, and business ideas. She also put a slide together to get the Commission thinking about what our sister cities have in common with Anaheim. Part of the Commission's goal is to establish these opportunities and connections between Anaheim's business community and their international partners. The connection with our sister City Mito, Japan started with Dr. Hataya who wanted to bring Mito students to Anaheim to have a cultural exchange. That mission has been accomplished and it has been a great cultural exchange for many years that fosters the community between the two cities. Commissioner Locke would now like to take the relationship beyond this point. She put together Mito's strengths including education, transportation, gardens, that it's centrally located in Japan and that it's near the Coast. Anaheim has similar similarities including commerce. Commissioner Locke also took a look at Vitoria-Gasteiz. Their strengths are cultural with the arts, commerce, healthcare, wineries, tourism and they are also somewhat near the coast. She thought it was important that the Commission focus on these strengths when they think about what other things they can be doing with their sister from an economic standpoint. The next step is to put some action items around what the Commission can do to start the process moving. Vice Chair Debbie Julian thanked Commissioner Locke for the presentation and the time and effort she spent on it. Anaheim Sister City Commission September 28, 2015 Page 5 Suggestions were made to market the wine from Vitoria-Gasteiz and to promote it in social media, like Facebook. Erin expressed she would be happy to help with this process and can share some best practices from City social media. Commissioner Locke will put it down as an action item and will follow up with Erin. Commissioner Locke asked if the Commission has reached out to the Chamber of Commerce to see if they have any way of connecting our business leaders with our sister cities' Chambers of Commerce. Vice Chair Julian responded this has been a goal that has not been able to get accomplished. The representative from the Chamber that was once part of the Commission had so many responsibilities that he did not have the extra time to put that effort into it. It's something that could be explored more. Commissioner Locke suggested talking to the Chamber about getting into their e - newsletter every once in a while and put it down as an action item. VII. BREA SISTER CITY PARNERSHIP OPPORTUNITY Vice Chair Julian reported the Mayor's Office reached out to Visit Anaheim for assistance in response to an email they received from the city of Brea. The city of Brea has a sister city relationship with Jalisco, Mexico. Jalisco plans to send a delegation of 8 people to Brea and they will be here from Oct. 21 through Oct. 28. The delegation is interested in doing an Anaheim Day. In speaking with Visit Anaheim, they thought this might be a great opportunity for the Commission to get involved if anyone is interested and has the time. On Anaheim day, they want to do a City of Anaheim Packing District tour, they are going to have lunch at the Packing House and they are looking for any other ideas to enhance their Anaheim Day experience. She wanted to share that she'll forward the email to everyone so they can see it. She asked the Commission to respond and let her know if they are interested in helping or have some ideas. Vice Chair Julian thought it would be a good opportunity to be able to cross reference ideas and tactics for economic development or anything related to both of their commissions. She welcomes anyone's feedback and comments. Commissioner Locke suggested a tour of the Convention Center and Vice Chair Julian agreed that is a great idea and will include that in the schedule. Anaheim Sister City Commission September 28, 2015 Page 6 VIII. PUBLIC COMMENT A student from Chapman University attended the ASCC meeting to observe. Martha Trujillo stated this is the second time she has attended an ASCC meeting and is happy to hear that a delegation from the city of Jalisco plans to visit Anaheim. She indicated at her first visit she inquired about Anaheim exploring a sister city relationship with Guadalajara, Jalisco and asked for an update. Commissioner Anna Piercy responded that in order for the Commission to consider a sister city relationship with Guadalajara, they would have to find similarities between the two cities. She further suggested that if Martha was familiar with Guadalajara, that she could make a list of some of the ways they could be sister cities. Commissioner Piercy informed Martha that the Commission is currently working on a sister city relationship with Pudong, China. Once that relationship has been solidified, then maybe they can look at Guadalajara if Martha has additional information that she could give the Commission. Similarities could be anything relating to size, economics, education, etc. Lastly, she invited Martha to attend these meetings because she is aware that Martha has been interested for a sister city relationship with Guadalajara for several years now. Commissioner Anthony Al -Jamie stated he thinks Guadalajara already has a relationship with San Jose, but Anaheim could possibly explore a friendship relationship. David Bracey indicated a few meetings ago, he reported that SoCal Sister Cities has a new website and he had asked if it was possible to put a link from the Anaheim Sister City page to their page and it was put into place, but with the new updated Anaheim web version it did not get carried over. Erin Wahlen apologized for the oversight and will correct it. IX. COMMISSIONER COMMENTS None. X.
