CALL TO ORDER: The Community Services Board meeting was called to order at 5:35 p.m. by Chair
Cudd.
2. PLEDGE OF ALLEGIANCE: Chair Cudd invited Board Member Kelso to lead the Board in reciting the
Pledge of Allegiance.
INTRODUCTION OF VISITORS & PUBLIC COMMUNICATION
A. Scheduled Public Communication:
Introduction of New Board Member — Chair Cudd welcomed Christine Villegas to the Community Services
Board, and Board Member Villegas gave a brief overview of her background and experience.

5. APPROVAL OF THE MINUTES: Board Member Barnett made a motion to approve the September 10,
2015 meeting minutes; Board Member Kelso seconded the motion; the motion passed with five ayes and two
abstentions by Board Member Zlaket and Board Member Villegas.

A. FY 2016/2017 CDBG Public Service Funding Process: The Board listened to oral presentations and
asked questions of the following agencies:
Creative Identity —Prevocational Growth Initiative
ICNA Relief USA — Vision Care Program
Learning Light Foundation — Adult Development Program
Lestonnac Free Clinic — Free Medical & Dental Services
YWCA of North Orange County — Youth Employment Services

The Board requested additional information from some of the non-profit agencies.
Chair Cudd reminded the Board Members of the decision to go dark in October and resume on November
12th at 5:30 p.m. to discuss the funding recommendations to be made to City Council. Board Member
Barnett asked for the total funding for FY 2016/2017; Chair Cudd and staff Wendy Solorio provided the
funding amount of $292,980. Board Member Barnett requested a clean copy of the Community Services
Board Presentation Schedule emailed to her. Chair Cudd informed Board Members that the Board's
liaison, Joe Perez, will provide a proposed funding allocation spreadsheet including the non-profit agency
names, the requested amount, and the allocated amount for previous fiscal years. Chair Cudd also stated
that she and Vice Chair Murphy will prepare a starting point to complete the allocation spreadsheet.
INFORMATIONAL ITEMS: Board Member Kelso reported that Saturday, October 3rd is "Fire Service Day"
from 11:00 a.m. to 2:00 p.m. at the North Net Training Center on Orangewood Ave. Board Member Kelso also
stated that two weeks from today "Ready, Set, Go" will be coming soon to the FireSafe Demonstration Garden
at Weir Canyon Fire Station #10 from 8:00 a.m. to 12:00 p.m.
