1. CALL TO ORDER: The Community Services Board meeting was called to order at 5:35 p.m. by Chair
Cudd.
2. PLEDGE OF ALLEGIANCE: Chair Cudd invited Board Member Brio to lead the Board in reciting the
Pledge of Allegiance.

A. Scheduled Public Communication: None
B. Unscheduled Public Communication: Introduction of New Board Member — Chair Cudd welcomed Pat Pina and
Laurie Leonard to the Community Services Board and Board Member Pina and Board Member Leonard gave a
brief overview of their background and experience.

APPROVAL OF THE MINUTES: Board Member Kelso made a motion to approve the September 17, 2015
meeting minutes; Board Member Barnett seconded the motion; the motion passed with six ayes and four
abstentions by Board Members Shimogawa, Pina, Beas and Leonard.
6. NEW BUSINESS:
A. August — September Activity Report: Joe Perez reviewed and highlighted the August — September activity
report and highlighted activities that took place within the Recreation, Human Services and Neighborhood
Services Division. He provided a spotlight on the Adult Basketball, Soccer and Softball programs along
with the Center Gallery located in the Downtown Anaheim Community Center. Joe encouraged Board
Members to visit the Center Gallery next time they are at the center.
7. UNFINISHED BUSINESS:
A. FY 2016/2017 CDBG Public Service Funding Process: Chair Cudd introduced Rose Wolfrum from
Illumination Foundation. Chair Cudd asked Joe Perez to clarify the late presentation of the Illumination
Foundation to the Board. Joe informed the Board that the Illumination Foundation had opted to change their
proposed program from last year to a homeless related program for youth and because of federal guidelines,

they were initially disqualified by Community Development for CDBG funding; they were informed that
they were eligible for ESG (Emergency Solutions Grant) funding not CDBG. Joe noted that after further
review and discussion, Community Development staff reversed their initial assessment and deemed that the
program was eligible for the CDBG funding and thus Illumination Foundation staff was scheduled to
provide a presentation to the CSB.
1. Agency Presentation: The Board listened to an oral presentation from Illumination Foundation
regarding their new Children's Resource Center.
2. Preliminary Funding Recommendation: Chair Cudd summarized the guidelines that were established
by the Board Members and approved by City Council in 2011. Board Members reviewed each of the
19 applications received for consideration of funding and debated their merits. The Board agreed that
all agencies provide exceptional service to the community and discussed how best to distribute funds
fairly among the three funding categories that help support children from at -risk environments, senior
citizens/vulnerable elderly, and low -and moderate -income families. The Board agreed to take into
consideration agencies who do not have as many funding resources from outside donors and whose
fund raising ability is limited.
After extensive deliberation by Board Members, Board Member Barnett made a motion to approve the
preliminary funding recommendation at each level of potential funding listed below; Board Member
Kelso seconded the motion; the motion passed unanimously.

Chair Cudd stated that with the FY2016/2017 preliminary funding recommendation approved, she would
like the Board to go dark in December but would also like to host a social gathering in December with
invitations arriving via mail. A motion to go dark in December 2015 was made by Board Member Zlaket
and was seconded by Board Member Murphy; the motion passed.

INFORMATIONAL ITEMS: Board Member Barnett reported that she attended the City of Anaheim event
honoring Veterans Day on November 11th at 11:00 a.m. and that it was a very moving tribute.
Board Member Pina reported; that Cypress College is having an Open House on December 18th honoring Steve
& Susan Faessel as the 2016 Americana Award recipients; El Toro had their Festival of Trees celebration;
Anaheim Beautiful will have their Christmas Luncheon at the White House December 2nd and the Board
Members were invited; The Muzeo has the King Tut artifacts on display Saturday, November 14th; Toscanini
Luncheon will be held on December 3rd at the Summit House; Anaheim Chambers Holiday Luncheon will be
held at the Embassy Suites, December 4th; Downtown Anaheim Tree Lighting event on December 5th at 10:00
a.m. to 7:00 p.m.; KFI Radio's Bill Handel will be at the Anaheim White House November 13th feeding and
collecting pasta for the kids; The first week of December Board Member Pina will be going out with Anaheim
Beautiful to look at homes and judge the Best Christmas lights in Anaheim.
Board Member Villegas reported that she will be sponsoring a small food drive at the Stadium Loft on Katella/
St. College.
