RES-2016-073RESOLUTION NO. 2016- 073 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM DESIGNATING RAVENSWOOD DRIVE FROM DALE AVENUE TO SHELLI DRIVE, SHELLI DRIVE FROM RAVENSWOOD DRIVE TO END OF CUL-DE-SAC, AND WEST SIDE OF DALE AVENUE FROM 1217 S. DALE AVENUE TO 2804 W. RAVENSWOOD DRIVE AS "PERMIT PARKING ONLY" STREET WITHIN PERMIT -ELIGIBLE PARKING DISTRICT NO. 44 ("RAVENSWOOD DRIVE") AND DETERMINE THE ACTION IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO REGULATION NO. 15061(B)(3). WHEREAS, Section 14.32.450 of Chapter 14.32 of Title 14 of the Anaheim Municipal Code authorizes the City Council to, by resolution, designate any streets, or portions thereof, as "Permit Parking Only" streets; and WHEREAS, City Council Policy Number 5.7 (the "Council Policy") sets forth a process to create a Permit -Eligible Parking District, and, following approval of the District, establishing a process enabling individual streets within the identified District boundary to request implementation of permit parking; and WHEREAS, the Permit -Eligible Parking District No. 44 ("Ravenswood Drive") was administratively approved; and WHEREAS, the steps recommended in the Council Policy have been duly followed to designate as "Permit Parking Only" in the area described and depicted in attached Exhibit "A" which is incorporated herein by this reference; and WHEREAS, a survey was sent to determine if residents are in favor of designating Ravenswood Drive "Permit Parking Only", and a minimum support rate among single family homes was achieved in favor of establishing the "Permit Parking Only" street in conformance with the Council Policy; and WHEREAS, the Police Department has determined that it is feasible to enforce a "Permit Parking Only" restriction in the area hereinafter described; and WHEREAS, a shortage of reasonably available and convenient residentially -related parking spaces exists in the area; and WHEREAS, no unreasonable displacement of commuter vehicles into surrounding residential areas will result if this restriction is imposed; and WHEREAS, representatives of the community have met with the Neighborhood Services District Team and the Traffic and Transportation Manager, and efforts to identify and implement solutions to the parking other than permit parking have been determined to be insufficiently effective to resolve or significantly improve parking problems, so that no solution other than permit parking appears to be feasible; and WHEREAS, due to parking congestion on those streets hereinafter set forth, the City Council hereby finds and determines that parking on Ravenswood Drive, Shelli Drive and west side of Dale Avenue, as described below, should be limited to persons possessing permits; and WHEREAS, the City Council finds that the approval of the subject Permit -Eligible Parking District is exempt from the California Environmental Quality Act (CEQA) pursuant to Regulation No. 15061(b)(3), incorporated herein by this reference, which provides that CEQA applies only to projects which have the potential for causing a significant effect on the environment; and WHEREAS, the establishment of a "Permit Parking Only" area on Ravenswood Drive, Shelli Drive and west side of Dale Avenue, as described below and as hereinafter set forth, is necessary to enhance the public health, safety and welfare of the residents of the area, the users of the public streets and the public at large. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim, that parking on the following City street segments, which is hereby designated as Permit Parking Area No. 44, shall be limited to those persons possessing a properly displayed valid parking permit: 1) Ravenswood Drive from Dale Avenue to Shelli Drive, 2) Shelli Drive from Ravenswood Drive to End of Cul -De -Sac, and 3) West of Dale Avenue from 1217 Dale Avenue to 2804 W. Ravenswood Drive. Nothing contained in this resolution shall be construed to authorize parking or stopping where such parking or stopping is otherwise prohibited or to prohibit parking as it may otherwise be permitted by the California Vehicle Code or the Anaheim Municipal Code.
