NO. 2001-00386 TO THE }}:AHE!M GENEP~L PLAk-
PERTAINING TO THE HOUSING ELEMENT.
WHEREAS, tine City of Anaheim ("Cir_y"), pursuann to the

WHEREAS, the Housing=_~'~emen~ ident~_fies and ana=yzes~'

goals, policies, quantified objectives, and scheduled programs
for the preservation, improvement and development ef housing; and
WHEREAS, the Ciny, in adopting a Housing Element, must
cemp!y with the statutory provisions of Article 10.6, Governmen~
Code Section 65580 et seq.; and
WHEREAS, the City is required no amend the Housing

WHEREAS,, the revised draft Housing Element describes

Planxi:n? Commission of nhe City of Anaheim did hold a public
!':_earir~c2 ~o consider a General Plan amendmenU designated as
,=.~n~.~'~r~-'~ ~r~la~.~ Amendmen~a No . 200i-0038~.. ~ amendinc._, nhe Housina
Element of the Cinv of Anahei,n General Plan.. including the
revisions incorporated in response to the comments and findings
made by HCD ("General Plan Amendmenr~ No. 2001-00386") ; and
WHEREAS, at said public hearing, the City Planning
Commission did duly adept its Rese!ution No. PC2002-!3t
containing a report, ef its findings, a summary of the evidence
presented at said hearing, and recommending that General Plan
Amendment No. 2001-00386 be adopted by the C!~y Council; and
WHEREAS, upon receipt of said Resolution, summary of
evidence, reporu of findings and recommendations of the City
Planning Commission, the City Council did fix the 29th day of
October, 2002, as Uhe time, and the City Council Chamber in the
Civic Center as the place for a public hearing on said proposed
Amendment No. 2001-00386 and did give notice thereof in the
manner and as provided by law; and
WHEREAS, the City Council did duly hold and conduct
such public hearing and did give all. persons interested therein
an opportunity to be heard, and did receive evidence and reports
and did consider the recommendations of the City Planning
Commission; and
WHEREAS, General Plan AmendmenE No. 2001-00386 was
'further refined te address supplemental comments received from
HCD, as set forth in Appendix E of the Housing Element; and
WHEREAS, the City Council has reviewed the proposed
'General Plan Amendmen~ No. 2001-00386 and initial study and finds
no significant environmental impacts and does hereby approve the
NegaUive Declaration upon finding that it has considered the
Negative Declaration uogether with any comments received during
the public review process and further finding on the basis of the
initial study and any comments received that there is no evidence
that the proposed General Plan Amendment No. 2001-00386 will have
a significant effect on the environment; and
WHEREAS, the CommuniYy Development Director stated that
non-substantive, minor changes may be required in the Housing
Element text in response to future HCD comments, and requested
that approval of the Housmng Element incorporate authority for
making such changes; and
WHEREAS, hhe City Council does find and de~ermine that
Amendment No. 2001-00386, as revised., amending the Housing
Element of the City of Anaheim General Plan setting forth the
housing goals, policies ~ '
_ ane programs that the City intends to
implement through the year 2005 sheu!d be approved.
NOW, THEREFORE~ BE IT RESOLVED by the City Council of
the City of Anaheim that Genera]. Plan Amendment Ne. 2001-00386
amending the Housing Element, as set forth in the document titled
"City ef Anaheim Housing Element, 1998-2005, September 9, 2002, a
copy ef which is el1 file in the Planning Department of the City
ef Anaheim and incorporated herein by this reference, be, and the
same is hereby, approved.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of hhe City ef Anaheim this 29th day of October,
2002 .
