Public Input: Chair Debbie Julian explained that members of the public are invited to address the Anaheim Sister City Commission and will be called upon under Agenda Item No. VIII. Public Comment. L CALL TO ORDER The meeting of the Anaheim Sister City Commission (ASCO) was called to order at 4:15 p.m. by Chair Debbie Julian on Monday, April 25, 2016 at Anaheim City Hall, 200 S. Anaheim Blvd., 5th Floor, Anaheim, California. IL OATH OF OFFICE Erin Ryan administered the Oath of Office to the newest members of the Sister City Commission, Taline Cole and Matthew Hicks who were appointed by the City Council on April 12, 2016 with terms expiring on June 30, 2018. Commissioner Matthew Hicks introduced himself. He is the new Government Affairs Manager for the Disneyland Resort. He grew up in Bakersfield, Anaheim Sister City Commission April 25, 2016 Page 2 California and has been a resident of Orange County for the last seven years. Prior to this position, he worked with State Assembly Member Tom Daly who was mayor of Anaheim from 1992 to 2002 and was involved with the Sister City Association and traveled to Japan and Spain. Commissioner Hicks is excited to be in this position and to serve on the Sister City Commission. He studied international government affairs and is very enthusiastic about these issues. He looks forward to serving and getting to know everyone on the Commission. Commissioner Taline Cole introduced herself. She works for Disneyland in the Human Resources Department as the Employee Relations Manager. She is a resident of Anaheim and lives just a couple of blocks away from City Hall. Her background is in law. She practiced law before she was employed by Disneyland. She is excited to get involved in her community. III. APPROVAL OF MINUTES MOTION: Commissioner Anna Piercy offered a Motion, seconded by Commissioner Ann Gallaugher AND MOTION CARRIED (Vote: 8-0; Abstained: Taline Cole and Matthew Hicks; Absent: Pepe Avila, Jess A. Carbajal, James Dinwiddie, Brian O'Neal and John Nguyen) that the Anaheim Sister City Commission does hereby approve the minutes from the ASCC meeting held on March 28, 2016 as presented. IV. APPROVAL OF TREASURER'S REPORTS Treasurer Jeanne Tran reported there had been no transactions since the last report and the total balance remained the same at $20,590.74. MOTION: Commissioner Anna Piercy offered a Motion, seconded by Commissioner Mark Lopez AND MOTION CARRIED (Vote: 10-0; Absent: Pepe Avila, Jess A. Carbajal, James Dinwiddie, Brian O'Neal and John Nguyen) that the Anaheim Sister City Commission does hereby approve the Treasurer's Report dated April 19, 2016 as presented. V. AD HOC SUBCOMMITTEE REVIEW & REPORTS a. Cultural/Government Exchanize Subcommittee None. Anaheim Sister City Commission April 25, 2016 Page 3 b. Marketing/Fundraising Subcommittee Chair Debbie Julian reported that the Marketing/Fundraising Subcommittee has been working on a small fundraiser for the end of June. It's going to be a beer crawl with the local breweries with local transportation and a free lunch. Chair Julian is going to make sure to get the budget out to everyone as well as a hold the date invite to move quickly on it. c. Economic Development Subcommittee None. VI. OUTBOUND STUDENT EXCHANGE UPDATE Chair Debbie Julian gave a brief background for the new Commissioners on the main focuses that the Commission is presently working on. The Commission holds a student exchange program with Mito, Japan. Ten students and two chaperones will be coming to Anaheim in July. They do this annually and the Commission gives the students a week's worth of experience of Anaheim and the local community, they also give them English lessons and there are several people that spearhead that entire week. There are events within that week that Commissioners are welcome to attend; they include the beach day, tailgating at an Angel game, the welcome reception and the Sayonara dinner. Also, the Commission has an outbound student exchange program and this year will be the first year in many that they will have an outbound student exchange. The Commission is sending six Anaheim students in June. Erin Ryan reported on behalf of Vice Chair James Dinwiddie who was not present at the meeting, but spoke to her shortly before the meeting. Vice Chair Dinwiddie asked that the airline tickets for the outbound students and chaperones be purchased that week. Erin added that the $1,000 checks from each student had been deposited to the Anaheim Community Foundation account. Erin also reported that Linda Newby politely declined the offer to purchase the airfare, so Commissioner Anthony Al -Jamie is going to purchase them. Commissioner Al -Jamie agreed to make the reservations as soon as he gets the list of names. Anaheim Sister City Commission April 25, 2016 Page 4 Commissioner Jackie Filbeck reported that Steve White sent a letter withdrawing his interest to serve as a chaperone. Commissioner Jeanne Tran added she will fill in for Steve and serve along Jackie Filbeck as a chaperone for the outbound students traveling to Japan in June. MOTION: Commissioner Lori Dinwiddie offered a Motion, seconded by Commissioner Anthony Al -Jamie AND MOTION CARRIED (Vote: 10-0; Absent: Pepe Avila, Jess A. Carbajal, James Dinwiddie, Brian O'Neal and John Nguyen) that the Anaheim Sister City Commission does hereby accept Steve White's withdrawal to serve as a chaperone and assign Commissioner Jeanne Tran in his place. VII. SISTER CITIES INTERNATIONAL SOUTHERN CALIFORNIA CHAPTER MEETING Commissioner Anthony Al -Jamie stated the Commission is aware that Sister Cities International Southern California Chapter will be holding their annual meeting on Saturday, May 7 at the Anaheim Convention Center. Chair Julian and Commissioner Avila assisted with the arrangements and they've done a great job. They arranged for the room, audio visuals, the food and the parking. Commissioner Al -Jamie stated it's a tradition that the host city host the breakfast and he would like to ask Anaheim to do that, the cost is about $500. Commissioner Tran asked how many people attend the meeting and Commissioner Al -Jamie responded they typically have an attendance between 20- 40 people at the meeting and about 25 people at the breakfast. Commissioner Al -Jamie stated they invited the Mayor to attend, but he was not available, so they are trying to arrange for Mayor Pro Tem Kring to speak and Commissioners Mark Lopez and John Nguyen are going to be presenting about Mito, Vitoria-Gasteiz, Pudong and the sister cities program in Anaheim. It will be a big Anaheim promotion. The overall curriculum will include Anaheim presentations, a business leader will speak and then they will also have announcements of upcoming SoCal events. Commissioner Al -Jamie asked if the Commission can afford to do it, he'd like to ask that they pay for the breakfast. He suggests that the Commission draw on some of the Kaiser Mito funding since they will be presenting about Mito at the meeting. Anaheim Sister City Commission April 25, 2016 Page 5 Chair Julian stated the Convention Center waived rental, audio, visuals, and parking, but unfortunately they were not able to waive the cost of the food because it's a City entity. She prepared an official proposal and the cost is approximately $500. If the Commission chooses to move forward with the sponsorship, there would be a discount because it's a City Commission and the cost would be closer to $300. MOTION: Commissioner Jeanne Tran offered a Motion, seconded by Commissioner Mark Lopez AND MOTION CARRIED (Vote: 10-0; Absent: Pepe Avila, Jess A. Carbajal, James Dinwiddie, Brian O'Neal and John Nguyen) that the Anaheim Sister City Commission does hereby approve funding to pay for the cost of the breakfast at the Sister Cities International Southern California Chapter meeting on May 7. The meeting agenda is going to be posted on the SoCal Sister Cities website at www.socalsistercities.org and Commissioner Al -Jamie would appreciate anyone from the Commission who wishes to volunteer. VIII. PUBLIC COMMENT None. IX. COMMISSIONER COMMENTS Commissioner Jackie Filbeck reminded the Commission she is collecting gifts for the welcome gift bags for the inbound students. She is looking for 15 items of each gift because she likes to include a gift for the teacher and send back any extras with Mr. Wong for the people who volunteer in Mito. She needs Disney items such as Disney pins, City of Anaheim pins, small stuffed animals and totes and any other items that they deem appropriate. Commissioner Matt Hicks will take the lead in securing Disney items for the Mito students' gift bags. Commissioner Filbeck expressed interest in taking gift items with them when she and Commissioner Tran accompany the outbound students to Mito and asked for suggestions. Commissioner Al -Jamie suggested key chains, pens or pencils, kindness tokens and city pins. The number of items will depend on the number of events they are going to be attending, so they will have a better idea when Mito sends the schedule. Anaheim Sister City Commission April 25, 2016 Page 6 Commissioner Al -Jamie mentioned he and David Bracey will be in Mito for seven weeks, from July 1 through August 22. Erin Ryan reported the City Council approved the Memorandum of Understanding with Pudong at the April 12 meeting. The item was not pulled for discussion. She thanked Commissioners Jackie Filbeck and John Nguyen for attending the meeting in support of the item. Pudong has expressed interest in sending a delegation to Anaheim to do a ceremonial signing and when Pudong's Mayor signs the MOU, it will memorialize the relationship between the two cities. She will keep everyone updated. Greg Garcia added there have been some discussions to take a delegation from Anaheim to Shanghai this fall. There are still a lot of details to work out. The initial discussions have been that it will be a large Anaheim delegation, not necessarily just City Council or just Commissioners, but businesses and other organizations. He wanted to let the Commission know in case they are interested in going. Funding for this trip is one of the topics that still need to be worked out. Also, since it has been quite a while since Anaheim has sent a student delegation to Mito, Greg suggested and the Commission agreed to have a formal presentation of the delegation of students that will be participating in the outbound student exchange at an upcoming Council meeting and to send a City Council resolution with the delegation. Erin Ryan passed out invitations to the Commission for WAND'S 20th Annual Anaheim Western BBQ that will take place on May 14 at Twila Read Park from 10 a.m. to 4 p.m. The Commission congratulated Commissioner Matt Hicks for his upcoming wedding that Friday and also sent their congratulations to Commissioner John Nguyen and his wife who are expecting their first child. X. ADJOURNMENT There being no further business, the meeting was adjourned at 4:52 p.m. to Monday, May 23, 2016 at 4:00 p.m. at the Anaheim City Hall, 7th Floor, City Manager's Office Large Conference Room.
