Crescent Avenue, Anaheim, California February 24, 2016 MINUTES COMMISSIONERS PRESENT: Chairman Manes, Vice Chairman Navarro and Commissioners Anderson, Levy, Jensen, Farrow and Adams STAFF PRESENT: Sjany Larson -Cash — Community Services Manager, Wendy Solorio, Community Services Supervisor, Larry Pasco — Deputy Community Services Director, Eleanor Granflor — Sr. Secretary CALL TO ORDER — Chairman Manes called the meeting to order at 5:32 p.m. PLEDGE OF ALLEGIANCE — Chairman Manes led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS A. Written Communication — None. B. Unscheduled Oral Communication from the Public— None. APPROVAL OF THE MINUTES — Chairman Manes presented the January 27, 2016 Minutes to the Commissioners for changes or corrections. Commissioner Adams made a motion to accept the minutes, seconded by Commissioner Levy. There being no further additions or corrections, Chairman Manes accepted the Minutes. REPORTS A. Recreation and Human Services Activity Report — December 2015/January 2016 — Sjany Larson -Cash presented the report and highlighted athletic field usage, the Annual Volunteer Recognition Luncheon on March 161h at the City National Grove in Anaheim and upcoming events that include the Spring Fling Eco Fun Faire on March 271h, Youth in Government Day on April 201h, and the 2°d Annual Anaheim Community Information and Resource Fair on April 23rd at the Downtown Anaheim Community Center. Wendy Solorio reported there is an Income Tax Assistance program for Senior Citizens held at the Downtown Anaheim Community Center. B. Park Ranger Patrol Statistics Report — January — Sjany Larson -Cash presented the report and highlighted the increase in patrols completed, number of patrons at the parks, direct public contacts made, and warnings for curfew violations. Activity is projected to increase in the parks in future months as the weather gets warmer. C. Parks Capital Project Progress Report — Larry Pasco presented the report and provided updates on the following projects: • Aloe Greens and Aloe Promenade — approval for park names will go to City Council on March 1 sc for approval. • Circle Park — project is almost complete and will open this spring. • Coral Tree Park — developer project is complete and park is open. • Lincoln Park — new play area will be designed and installed with the help of KaBOOM! on May 71h • Little Peoples Park — project is under construction and will open this spring. • Manzanita Park & Community Center — project is under construction. Boys & Girls Club will move into the facility after April 15' when construction activities are complete. • Ponderosa Skate Park — construction has begun and is scheduled to be complete this summer. • Stoddard Restroom Improvements — restroom project is complete and is now open to the public. Commissioner Levy questioned what pickleball is. Sjany Larson -Cash explained that Pickleball is a racquet sport that combines elements of badminton, tennis, and table tennis. It is played on modified tennis courts with solid paddles, a small ball and is a popular game with seniors. Larry Pasco stated a pickleball court will be installed at Twila Reid Park. Commissioner Farrow questioned the decline of basketball play at parks. Larry Pasco clarified that there is not necessarily a decline in basketball play. The basketball courts were removed years ago at Twila Reid Park due to gang presence and crime issues. City staff went to the community a few years ago to discuss a possible reinstallation of the basketball courts at Twila Reid Park but it was voted unanimously not to reinstall them. 1 Parks and Recreation Commission Minutes February 24, 2016 Commissioner Anderson reported he participated in a volunteer event where brick dust was installed onto the north ballfield at Sage Park along with the Anaheim Police Department and other volunteers. D. Senior Citizen Sub -Committee Report — Commissioner Jensen reported parking is a continuous problem at the Downtown Anaheim Community Center — there is not enough handicap parking spaces in the parking lot and parking spaces that were designated for the seniors were removed. Wendy Solorio reported the flat parking lot that is adjacent to the community center has just under 100 parking stalls and under ADA compliance, there needs to be one handicap stall per every 25 parking stalls; the lot has 12 handicap spaces, which is more than what is required. Wendy also clarified that Community Development staff is looking into adding handicap parking stalls in the parking structure (north of the community center) and stated handicap spaces can only be added where it is ADA compliant. Wendy Solorio reported the signs for the parking spaces for seniors will be replaced with new signs and only Anaheim Senior Citizen Club members can park in those stalls. Permits will be issued to the club to provide to members. Commissioner Levy inquired if the new exercise equipment is being used. Wendy Solorio and Larry Pasco stated the equipment is being used by adults and children. NEW BUSINESS A. Future Commission Meeting at Oak Canyon Nature Center — Sjany Larson -Cash stated the meeting will be held in the interpretive center and will need to be held before summer programs start. Discussion was held to choose between the April 271h or May 251h meeting date for the Commission meeting. Chairman Manes took a vote for the April 271h Commission meeting to be held at OCNC. Sjany Larson -Cash stated a naturalist will be available to give a tour before the meeting begins at 5:00 p.m. INFORMATIONAL ITEMS — Chairman Manes reported the following: • Read Across America month — Anaheim High School will have alumni authors attend a Read Across America celebration the week of February 291h • City of Anaheim is having a compost giveaway for Anaheim residents at the Honda Center on March 191h ADJOURNMENT — Chairman Manes adjourned the meeting at 6:21 p.m.
