RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM APPROVING A
LE1-FER OF UNDERSTANDING BETWEEN THE ANAHEIM
FIREFIGHTERS ASSOCIATION, LOCAL NO. 2899
AND THE CITY OF ANAHEIM
WHEREAS, the Human Resources Director met and conferred with the officials and
employee representatives of the Anaheim Firefighters Association, Local 2899 where they have
reached an agreement concerning the defined contribution Retired Health Savings Plan (RHSP);
and
WHEREAS, the Association is in agreement with the recommendations contained in the
Letter of Understanding; and
WHEREAS, as a result thereof, the Letter of Understanding dated January 24, 2003
between the parties has been prepared and signed; and
WHEREAS, the City Council of the City of Anaheim does find that it is in the best interest
of the City to approve said Letter of Understanding; and
NOW, THEREFORE, BE 1-1- RESOLVED, by the City Council of the City of Anaheim that
the Letter of Understanding dated January 24, 2003 between the Anaheim Firefighters
Association, Local No. 2899, and the City of Anaheim, copy of which is attached hereto and
incorporated by reference herein, is hereby approved.
THE FOREGOING RESOLUTION is a~proved and adopted by the City Council of the

LETTER OF UNDERSTANDING
between the
ANAHEIM FIREFIGHTERS ASSOCIATION, Local 2899
and the
CITY OF ANAHEIM
The Anaheim Firefighters Association, Local 2899 (AFA), and the City of Anaheim
(Anaheim) have met and conferred and have reached agreement concerning the defined
contribution Retired Health Savings Plan (RHSP) for employees hired on or after November 9,
2001. The parties have reached an understanding, as follows:
1. The elimination of the Firefighter I entry level "Q" step shall be deferred from
October 10, 2003 to April 9, 2004.
2. The elimination of the Firefighter I entry level "R" step shall be deferred from
December 31, 2004 to June 17, 2005.
3. ANAHEIM agrees to make the following additional one-time lump sum employer
contribution(s) on behalf of all employees hired on or after November 9, 2001:
ANAHEM shall make a one thousand five hundred dollar ($1,500) lump sum
employer contribution into an employee's individual RHSA account upon the
employee's appointment into a classification represented by the AFA for any such
employee who has at least three (3) years of prior service as a sworn Firefighter with
another California Firefighting agency. ANAHEIM and AFA agree that this provision
shall remain in effect through June 30, 2005.
ANAHEIM shall make a one-time lump sum employer contribution of two thousand
dollars ($2,000) on behalf of each employee hired during the term of the current
Memorandum of Understanding between the PARTIES dated July 1, 2001 through
June 30, 2005, such contribution to be made on the employee's completion of
probation. ANAHEIM shall make an additional one-time lump sum payment of one
thousand dollars ($1,000) for any such employee who has at least three (3) years of
prior service as a sworn Firefighter with another California Firefighting agency.
ANAHEIM and AFA agree that this provision shall remain in effect through June 30,
2005.
ANAHEIM agrees to make contributions on behalf of eligible employees already employed
no later than the close of the pay period following City Council approval of this Letter of
Understanding.

The PARTIES acknowledge that the additional one-time lump sum employer contributions
Provided for by this Letter of Understanding are intended only for those employees hired
into classifications represented by the AFA, and who are appointed on or after November 9,
2001, and before July 1, 2005.
The PARTIES acknowledge that the additional one-time lump sum employer contributions
Provided for by this Letter of Understanding are in addition to the employer contribution
provided for in the Letter of Understanding dated July 22, 2002.
