2003-030RESOLUTION NO. 2003R-30 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING THE APPLICATION FOR GRANT FUNDS FOR RIVER/TRIBUTARY PARKWAYS UNDER THE CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOODS, AND COASTAL PROTECTION BOND ACT OF 2002 FOR THE OAK CANYON NATURE CENTER PROJECT Whereas, the people of the State of California have enacted the Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Bond Act of 2002 which provides funds for the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) Grant Program; and Whereas, the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) has been delegated the responsibility for the administration of the grant program within its jurisdiction, setting up necessary procedures; and WHEREAS, said procedures established by RMC require the Applicant's Governing Body to certify by resolution the approval of the application before submission of said application to the State; and WHEREAS, the Applicant will enter into a Contract with the State of California for the Project; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. The filing of an application for local assistance funds from the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) Grant Program under the Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Bond Act of 2002 is hereby approved. 2. Applicant City of Anaheim hereby certifies that the Project is consistent with local and regional land use plans and programs; and 3. Applicant City of Anaheim certifies that the project is consistent with the Common Ground Open Space Plan Phase I and Phase II Final Reports; and 4. Applicant City of Anaheim hereby certifies that it has or will have sufficient funds to operate and maintain the Project; and 5. Applicant City of Anaheim hereby certifies that it has reviewed and understands the General Provisions contained in the Procedural Guide; and 6. The City Manager of the City of Anaheim is hereby authorized to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, payment requests and so on, which may be necessary for the completion of the aforementioned Application and Project.
