RES-2016-224RESOLUTION NO 2016- 224 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING A LETTER OF UNDERSTANDING BETWEEN THE ANAHEIM EMPLOYEES ASSOCIATION, CLERICAL UNIT AND THE CITY OF ANAHEIM WHEREAS, the City of Anaheim, and the Anaheim Employees Association, Clerical Unit, have met and conferred and reached an understanding to establish an agreement on the rate of bilingual compensation for the Senior Police Dispatcher classification as part of the Memorandum of Understanding dated January 5, 2016 through January 4, 2018; and WHEREAS, the Anaheim Employees Association, Clerical Unit is in agreement with the recommendation contained in said Letter of Understanding; and WHEREAS, as a result thereof, the Letter of Understanding dated November 9, 2016, between the parties has been prepared and signed; and WHEREAS, the City Council of the City of Anaheim does find that it is in the best interest of the City of Anaheim to approve said Letter of Understanding. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim that the Letter of Understanding dated November 9, 2016, between the Anaheim Employees Association, Clerical Unit, and the City of Anaheim, a copy of which is attached hereto and incorporated herein by reference herein, is hereby approved. THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 22nd day of November, 2016 by the following roll call vote: AYES: Mayor Tait and Council Members Kring, Murray, Brandman, and Vanderbilt NOES: None ABSENT: None ABSTAIN: None MAYOR OF THE CITY OF ANAHEIM ATTE T: — �q ,, /---) CITY CLERK OF THE CITY OF ANAHEIM LETTER OF UNDERSTANDING between the ANAHEIM MUNICIPAL EMPLOYEES ASSOCIATION, Clerical Unit and the CITY OF ANAHEIM The Anaheim Municipal Employees Association, Clerical Unit (AMEA) and the City of Anaheim (ANAHEIM) have met and conferred and have reached an agreement to amend Article 42 of the Memorandum of Understanding ("MOU") between the parties dated January 5, 2016 through January 4, 2018. Article 42, Sections 42.3 and 42.4 currently read: 42.3 Employees who work in a classification listed below and who are required to speak in Spanish or other languages (including sign language), as well as English, as part of their regular duties of their position will be compensated at the rate of one hundred dollars ($100) per pay period in addition to their regular pay. 42.4 Employees, who work in a classification listed below and who are required to speak, read and/or write in Spanish or other languages (including sign language), as well as English, as part of their regular duties of their position will be compensated at the rate of one hundred fifty dollars ($150) per pay period in addition to their regular pay. Fire Dispatcher I Fire Dispatcher II Fire Communications Shift Supervisor Police Dispatcher I Police Dispatcher II Police Communications Operator Police Communications Supervisor Article 42, Sections 42.3 and 42.4 shall read: 42.3 Employees who work in a classification listed below and who are required to speak in Spanish or other languages (including sign language), as well as English, as part of their regular duties of their position will be compensated at the rate of one hundred dollars ($100) per pay period in addition to their regular pay. 42.4 Employees, who work in a classification listed below and who are required to speak, read and/or write in Spanish or other languages (including sign language), as well as English, as part of their regular duties of their position will be compensated at the rate of one hundred fifty dollars ($150) per pay period in addition to their regular pay. Fire Dispatcher I Fire Dispatcher II Fire Communications Shift Supervisor Police Dispatcher I Police Dispatcher II Police Communications Operator Police Communications Supervisor Senior Police Dispatcher The amendment to Article 42, Sections 42.3 and 42.4 shall remain in effect for the term of the MOU dated January 5, 2016 through January 4, 2018. Furthermore, the rate of bilingual pay shall be retroactive from the first full pay period following July 26, 2016 to the approval of this LOU, for any employee classified as Senior Police Dispatcher who received bilingual pay during the aforementioned period.
