RES-2017-006RESOLUTION NO 2017- 0 0 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING A LETTER OF UNDERSTANDING BETWEEN THE ANAHEIM POLICE ASSOCIATION AND THE CITY OF ANAHEIM WHEREAS, the City of Anaheim and the Anaheim Police Association have met and conferred and reached an understanding to establish an agreement on "Hours of Work for Helicopter Pilots"; and WHEREAS, the Anaheim Police Association is in agreement with the recommendation contained in said Letter of Understanding; and WHEREAS, as a result thereof, the Letter of Understanding dated December 15, 2016, between the parties has been prepared and signed; and WHEREAS, the City Council of the City of Anaheim does find that it is in the best interest of the City of Anaheim to approve said Letter of Understanding. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim that the Letter of Understanding dated December 15, 2016, between the Anaheim Police Association and the City of Anaheim, a copy of which is attached hereto and incorporated herein by reference herein, is hereby approved. THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 10th day of January, 2017 by the following roll call vote: AYES: Mayor Tait and Council Members Vanderbilt, Murray, Barnes, Moreno, Kring, and Faessel NOES: None ABSENT: None ABSTAIN: None � 4 ltlooz MAYOR OF THE CITY OF ANAHEIM AT CITY CLERK OF THE CITY OV ANAHEIM LETTER OF UNDERSTANDING between the ANAHEIM POLICE ASSOCIATION and the CITY OF ANAHEIM The Anaheim Police Association ("APA") and the City of Anaheim, a charter city and municipal corporation ("ANAHEIM"), herein referred to collectively as the "PARTIES" have met and conferred, and reached an agreement with regard to Article 18 — "HOURS OF WORK AND PAY DAY" of the Memorandum of Understanding ("MOU"). The Parties have agreed to the following terms and conditions: The PARTIES agree to a pilot program which approximately four (4) employees classified as "Helicopter Pilots" of the Air Support Detail will continue to work a "TEN PLAN" in accordance with Article 18.4.1 and Appendix `B-3" of the MOU and approximately two (2) employees classified as "Helicopter Pilots" of the Air Support Detail will work a "TWELVE PLAN" as outlined in Appendix `134". Management reserves all inherent rights and privileges to alter the abovementioned staffing ratio with prior notification to and communication with APA. The pilot program will be effective from January 13, 2017 through January 12, 2018. 2. This Letter of Understanding may continue beyond the pilot program period, by mutual agreement of both PARTIES, and may be revoked at any time by either party by providing a minimum of thirty (30) days written notice to the other party.
