Crescent Avenue, Anaheim, California July 27, 2016 MINUTES COMMISSIONERS PRESENT: Chairman Manes and Commissioners Jensen, Anderson, and Farrow COMMISSIONERS ABSENT: Vice Chairman Navarro and Commissioner Levy STAFF PRESENT: Sjany Larson -Cash — Community Services Manager, Wendy Solorio, Community Services Supervisor, Larry Pasco — Deputy Community Services Director, Pamela Galera — Principal Project Planner, JJ Jimenez — Associate Project Planner, Eleanor Granflor — Sr. Secretary CALL TO ORDER — Chairman Manes called the meeting to order at 5:33 p.m. PLEDGE OF ALLEGIANCE — Chairman Manes led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS A. Written Communication — None. B. Unscheduled Oral Communication from the Public — None. C. Homeless Updates from City Net — Brad Fieldhouse from City Net made a presentation to the Commission on the topic of Homeless in the Parks. City Net is contracted by the City to facilitate the Anaheim Homeless Collaborative and conducts weekly street outreach to get homeless individuals off the streets. Since January of 2014 City Net has moved 500 homeless off the streets and into housing. Through proactive engagement City Net works with the Anaheim Police Department's Homeless Liaison Officers (HLO) to identify locations throughout the City for street outreach. City Net also collaborates with various non-profit and service programs to match homeless individuals with the needed services. The Commission was invited to participate in one of the weekly ride alongs with City Net and the police department. APPROVAL OF THE MINUTES — Chairman Manes presented the June 22, 2016 Minutes to the Commissioners for changes or corrections. Commissioner Jensen made a motion to accept the minutes, seconded by Commissioner Farrow. There being no further additions or corrections, Chairman Manes accepted the Minutes. REPORTS A. Parks Activity Report — May/June — Larry Pasco presented the Parks Activity Report and highlighted the new tables installed at Paul Revere Park, the KaB00M! event held at Lincoln Park on May 51h,and the upcoming voting that is taking place at various summer events for the next KaB00M! event. B. Park Ranger Patrol Statistics Report — June — Sjany Larson -Cash presented the report and highlighted the number of patrols completed, number of patrons at our parks, and increase in the number of curfew and alcohol violations made. Sjany stated the Park Rangers have been assisting with some special events which included Flag Day and the July 41h Celebration. Chair Manes questioned if Park Rangers have any responsibility if they see any homeless activity. Sjany Larson -Cash stated Park Rangers work closely with the Anaheim Police Department on homeless issues in parks. Park Rangers will approach homeless for park curfew violations after 10:30 p.m. in Anaheim parks. Additionally, they may tag abandoned property left behind in parks by homeless for a length of time which is then picked up by Code Enforcement or Anaheim Police Department. C. Parks Capital Project Progress Report — Pamela Galera introduced JJ Jimenez. The following projects were highlighted: • Anaheim Tennis Center — JJ reported bids for the project are due next week. • Bikeway Master Plan — Pamela reported community meetings will be scheduled. • Edison Park — JJ reported that a walking path along with exercise equipment will be installed. • Little People's Park — JJ reported the re -dedication of the park was held on July 91h • Manzanita Community Center — Pamela reported the grand opening was held on July 91h and the facility is now being run by the Boys and Girls Club. ITEM NO. 01 Parks and Recreation Commission Minutes July 27, 2016 • Olive Hills Park Dog Use Area — Pamela reported the park dedication will be on August 61h. • Pioneer Restroom and Trail — JJ reported that the restroom will be replaced and a walking trail will be installed • Ponderosa Skate Park — Pamela reported dedication will take place on August 131h • Ponderosa Park and Family Resource Center — Pamela reported groundbreaking will be on August 131h. • Schweitzer and Palm Lane Skate Parks — JJ reported the new skating area will open on August 11th at Palm Lane Park. The same consultant will begin construction will begin at Schweitzer Park after Palm Lane is complete. D. Senior Citizen Sub -Committee Report — Commissioner Jensen reported the light fixture bulbs have been replaced at the Senior Center, but another one has gone out and will need to be replaced. Commissioner Jensen questioned if the City has advertised cooling centers within the City. Sjany Larson -Cash reported that staff worked with the Fire Department to coordinate the cooling centers at community centers and libraries through press releases and flyers. Wendy Solorio reported on an inquiry made at last month's meeting regarding pickleball courts and biking and walking trails available for seniors. Wendy reported that a new pickleball program is being organized for seniors at the Downtown Anaheim Youth Center as well as the new public pickleball courts that will open up in the fall at Twila Reid Park. She also identified Anaheim Coves as an ideal location for seniors to bike and walk because of the relatively flat terrain. These senior activities will be published in "The Courier" that is distributed to Senior club members. NEW BUSINESS A. Jacaranda Park Master Plan and Park Naming — Pamela Galera introduced Rosie Cooper, representing the Jefferson Stadium Park development, and John Patterson the Landscape Architect. Rosie Cooper presented the Master Plans and answered questions. Pamela Galera requested the Commissioners to approve the park's Master Plans as submitted and to approve the naming of Jacaranda Park. Commissioner Farrow made a motion to approve the park's Master Plans as submitted, seconded by Commissioner Jensen; four Commissioners concurred. Motion passed. INFORMATIONAL ITEMS — Chair Manes shared that she met with Larry Pasco and Sjany Larson -Cash and reminded the Commission that they are representatives of the Community Services Department and encouraged the Commission to share any information of special events occurring in the City. Chair Manes reminded the Commission to notify her of any events to publish in the Anaheim Bulletin. She reminded the Commission of the Olive Hills Dog Park opening on August 61h. Sjany Larson -Cash invited the Commission to the West Anaheim Farmers Market at Twila Reid Park today in conjunction with a Pokemon Go gathering.
