Budget Investment Technology 2016/09/28BUDGET, INVESTMENT & TECHNOLOGY COMMISSION MINUTES WEDNESDAY, SEPTEMBER 28, 2016 - 4:00 PM ANAHEIM CITY HALL SIXTH FLOOR CONFERENCE ROOM MEMBERS PRESENT: Stephen Faessel, Helen Garner, Laleh Graylee, Steve Martinez, Mark Mittman, Avelino Valencia III, Billie Joe Wright MEMBERS ABSENT: Tony Cardenas, Steve Lodge STAFF PRESENT: Debbie Moreno, Jean Ibalio, Rudy Emami, D'Anne Lee, Tania White, Marnie Hunter CALL TO ORDER Chair Faessel called the meeting to order at 4:06 p.m. PUBLIC COMMENTS None. APPROVAL OF MINUTES FOR JUNE 15, 2016 Commissioner Mittman made a motion to approve the June 15, 2016 meeting minutes, with a second from Commissioner Wright. 5 Ayes; 0 Nays; 1 Abstention PUBLIC WORKS PRESENTATION Public Works Director Rudy Emami gave an overview of how the Public Works Department prioritizes capital projects, procurement processes and pavement management. Commission Members asked about the evaluation and prioritization process of road maintenance. Director Emami commented on how the City has made efforts to maximize grant funding to maintain services - especially in consideration of decreasing revenue streams such as gas tax. IT UPDATE Jean Ibalio discussed the consolidation of GIS services and the successes of this newly formed group. She also talked about Geek Street and new applications aimed at increasing productivity and cyber security. Commissioner Garner ITEM NO. 01 Page 2 of 2 Budget Investment and Technology Commission Minutes September 28, 2016 gave a suggestion on how IT can help train City staff in helping to protect against email hacks. Jean Ibalio provided an overview on the Project Management Office, core network replacement, wireless network upgrades and data redundancy at the Convention Center. BUDGET UPDATE Finance Director Debbie Moreno gave an overview on the budget. So far revenues are good. Sales are about as expected, TOT is slightly behind projections but, overall it looks like the year will finish up where expected with regard to the general fund. Chair Faessel asked about when we'll have more information on one-time service enhancements for next fiscal year. INVESTMENT UPDATE Debbie Moreno gave an overview on the process to find a permanent asset manager. The City has had a temporary contract in place for these services until such time that a permanent firm is found via an RFP process. The City expects to conclude this process in November, the results of which will then be voted upon by City Council. ITEMS BY COMMISSION MEMBERS Commissioner Martinez asked whether the City's debt can be agendized. The group discussed possible opportunities and dates where this topic can be discussed. ADMINISTRATIVE ITEMS Ms. Moreno talked about the new Community Services Director, Brent Dennis and when the Commission can expect a presentation from that department.
