A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AUTHORIZING THE COMMUNITY AND
ECONOMIC DEVELOPMENT DEPARTMENT TO RECEIVE
AND ANALYZE QUARTERLY CENSUS OF EMPLOYMENT
AND WAGES DATA FOR THE CITY OF ANAHEIM
OBTAINED FROM THE CALIFORNIA STATE
EMPLOYMENT DEVELOPMENT DEPARTMENT FOR
ECONOMIC PLANNING AND DEVELOPMENT PURPOSES
AND AUTHORIZING THE CITY MANAGER OR HIS
DESIGNEE TO NEGOTIATE AND EXECUTE ALL
NECESSARY AGREEMENTS WITH THE CALIFORNIA
STATE EMPLOYMENT DEVELOPMENT DEPARTMENT
WHEREAS, the City of Anaheim ("City") is a municipal corporation exercising
governmental functions and powers, organized and existing under the laws of the State of
California; and
WHEREAS, identification and analysis of the largest employers and local industry
sectors in the City is a fundamental component of the City's economic development activities;
and
WHEREAS, the California State Employment Development Department ("EDD")
through a federal -state program known as the Quarterly Census of Employment and Wages
("QCEW") program, collects information from all employers each quarter on their
employment and wages; and
WHEREAS, the EDD provides this data, aggregated into industry sectors, for the
County of Orange on its website, and the information about specific employers is considered
confidential and cannot be released to the general public; and
WHEREAS, the EDD's Labor Market Information Division, by law, may provide
confidential information to a local government agency and its consultants for economic
planning and development purposes by entering into an agreement that outlines the terms and
conditions for the release and use of EDD confidential data and the security measures needed
in order to maintain the confidentiality of the data; and
WHEREAS, the City Council desires to designate the City's Department of Community
and Economic Development, to analyze industry employment data throughout the City for
economic planning and development purposes.
NOW, THEREFORE, the City Council of the City of Anaheim resolves, on the basis of
the facts set forth in the agenda report presented to it and any testimony received at the meeting
at which this matter was considered, as follows:
Section 1. The foregoing recitals are true and correct.
Section 2. The City's Department of Community and Economic Development is
hereby authorized to analyze QCEW industry and employment data for the City of Anaheim
obtained from EDD for economic planning and development purposes.
Section 3. The City Manager or his designee is authorized to negotiate and execute
such necessary agreements with EDD to examine QCEW industry and employment data for the
City of Anaheim for economic planning and development purposes and to engage outside
consultants or contractors as needed to perform work for the City using the QCEW confidential
data obtained from EDD.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of the
City of Anaheim this 7th day of March , 2017, by the following roll call vote:
