98-060RESOLUTION NO. 98R-60 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM OPPOSING PROPOSITION NO. 224 WHEREAS, state, regional and local government currently possess the flexibility to contract with private firms for the design of certain capital projects on a competitive basis; and WHEREAS, this flexibility allows local government the essential flexibility to contract with private firms to complete projects on time and in a cost effective manner; and WHEREAS, Proposition No. 224, the Professional Engineers in California Government (PECG) sponsored initiative on the June 1998 ballot drastically changes this process by vesting the design of virtually every project in the state bureaucracy; and WHEREAS, Proposition No. 224, if adopted, will force local government entities and many private businesses to use the state bureaucracy to design roads, parks, schools, water treatment facilities, flood control walls and other critical structures, including all engineering, design, geological and environmental work; and WHEREAS, the proposed proposition eliminates local control and forces communities to rely on the state bureaucracy, which is not accountable to the local government, for design work; and WHEREAS, the state controller would have to analyze tens of thousands of proposed contracts per year costing taxpayers hundreds of thousands, if not millions, of dollars in additional expense; and WHEREAS, taxpayers, including taxpayer within the City of Anaheim would be compelled to bear the extra costs for projects, lost jobs and more state employees to evaluate projects. NOW, THEREFORE, BE IT RESOLVED that due to the potential negative impact on the City of Anaheim, the City Council does hereby express its opposition to Proposition No. 224, the Government Cost Savings and Tax Payers Protection Amendment.
