2039Acctg. Off. ORDINANCE NO. 2039 AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING TITLE 1, CHAPTER 1.04. OF THE ANAHEIM MUNICIPAL CODE BY ADDING THERETO SECTIONS 1.04.400, 1.04.410, 1.04.420 and 1.04.430. THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS FOLLOWS: SECTION I. That Title 1, Chapter 1.04 of the Anaheim Municipal Code be and the same are hereby amended by adding thereto Sections 1.04.400, 1.04.410, 1.04.420 and 1.04.430, said new sections to read as follows: "TITLE 1 ADMINISTRATION "CHAPTER 1.04 OFFICES AND DEPARTMENTS "SECTION 1.04.400 STADIUM COMMISSION CREATED - POWERS AND DUTIES. "There shall be a Stadium Commission consisting of five (5) members. The Stadium Commission shall have the power and be required to: A. Make recommendations to the City Council for the operation and conduct of the sports stadium. B. Make recommendations to the City Council for the operation and conduct of the convention center. C. Make recommendations to the City Council for the rental or use of the sports stadium and convention center. D. Recommend to the City Council the duties, responsi- bilities and qualifications of the sports stadium and convention center manager and other officers and em- ployees of the sports stadium and convention center. E. Consider the annual budget for the sports stadium and convention center during the process of its prepara- tion and make recommendations with respect thereto to the City Council and the City Manager. F. Perform such other functions not inconsistent with the Charter of the City of Anaheim as may be delegated to it by the City Council. "SECTION 1.04.410 STADIUM COMMISSION - MEMBERSHIP - TERM OF OFFICE. "The members of the Stadium Commission shall be appointed by the City Council from the qualified electors of the City, -1- none of whom shall hold any paid office or employment in the City government. They shall be subject to removal by motion of the City Council adopted by the affirmative votes of a majority of the total membership thereof. The members of the Stadium Commission shall serve for terms of four (4) years and until their respective successors are appointed and qualified. Thetermsshall be staggered so that the number of terms on the Commission exiring in any year shall not differ by more than one (1� from the number of terms expiring in any other year. Such terms shall ex- pire on June thirtieth of the appropriate year. A vacancy occurring before the expiration of a term shall be filled by appointment for the remainder of the unexpired term. "SECTION 1.04.420 STADIUM COMMISSION - MEETINGS. "As soon as practicable, following the first day of July of every year, the Stadium Commission shall organize by electing one (1) of its members to serve. as presiding officer at the pleasure of the Commission. All meetings of said Commission shall be open to the public and all persons shall be permitted to attend such meetings, except that the provisions of this sentence shall not apply to executive sessions to consider the appointment, employment, discipline or dismissal of a public officer or employee or to hear charges against any such officer or employee. "SECTION 1.04.430 STADIUM COMMISSION - EXPENSE ALLOW- ANCES. "There shall be allowed to each member of the Stadium Com- mission the sum of Twenty ($20.00) Dollars per bfficial meeting attended by said member, not to exceed one (1) - meeting per week, to reimburse said members for the expense of attending meetings. The members of the Stadium Commis- sion need not make an accounting for expenditure of said expense money, but shall receive no other allowance except for specific expenditures when authorized by the City Council." SECTION 2. The City Clerk shall certify to the passage pf_this Ordinance and shall cause the same to be printed once.within fifteen (15) days after its adoption, in the Anahei"% Bulletin,-, a newspaper of general circulation, printed, pubo: shed a. -d-- circulated in said City, and thirty (30) days frem and gff : its final passage it shall take effect and be in J411 foxce.
