A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM SUPPORTING CALIFORNIA PROPOSITION 13
AND THE ONGOING PROTECTION OF PROPERTY OWNERS
RIGHTS UNDER OUR CALIFORNIA CONSTITUTION
Whereas, the City Council of Anaheim recognizes and supports the overwhelming
voter passage of Proposition 13 on June 6th 1978, which became a California Constitutional
Amendment and a win for home ownership in California; and
Whereas, prior to Proposition 13 of 1978, property taxes in California were out of
control and many people were in danger of and some did lose their homes because of the
enormous property tax burden; and
Whereas, because of Proposition 13, the assessment rate is now only one percent on
all California property. When property is sold it is then reassessed at market value, but the
tax rate remains at one percent; and
Whereas, there have been recent efforts to introduce an amendment to Proposition
13 known as "split roll" that would exempt commercial and industrial properties from
Proposition 13 protections and begin assessing these properties at their current market value.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Anaheim hereby strongly supports and is resolved to protect property owners' rights under
our California Constitutional Amendment, Article XIII A.
NOW THEREFORE, BE IT FURTHER RESOLVED, that the City Council of the
City of Anaheim, strongly opposes any attempt to implement a "split roll" measure that
would exempt commercial and industrial properties from the protections of Proposition 13,
which could have a crippling impact on our business community.
