Public Input: Chair Anthony Al -Jamie explained that members of the public are invited to address the Anaheim Sister City Commission and will be called upon under Agenda Item No. 11. Public Comment. L CALL TO ORDER Chair Anthony Al -Jamie called the meeting of the Anaheim Sister City Commission (ASCO) to order at 4:17 p.m. on Monday, February 26, 2018 at the Anaheim City Manager's Office, City Hall, 200 S. Anaheim Blvd., 7th Floor, Anaheim, California. IL PUBLIC COMMENT David Bracey reported that SoCal Sister Cities International is going to have their regional meeting on March 3 in Culver City at the Veteran's Memorial Museum from 9:30 a.m. to 12:00 p.m. and invited Commissioners to attend. Chair Al -Jamie added there is going to be a discussion on fundraising. III. APPROVAL OF MINUTES MOTION: Commissioner Paul Anderson offered a Motion, seconded by Commissioner Taline Cole AND MOTION CARRIED (Vote: 5-0; Absent: Lori Dinwiddie, Jackie Filbeck, Debbie Julian, Anna Piercy and 6 vacant seats) that the Anaheim Sister City Commission does hereby approve the minutes from the ASCC meeting held on January 22, 2018 as presented. APPOINTMENT OF TREASURER Being that no one was nominated for this position, this item was continued to the March 26, 2018 ASCC Meeting. V. AD HOC SUBCOMMITTEE REVIEW & REPORTS a. Cultural/Government Exchange Subcommittee Chair Al -Jamie reported that the host family application had been updated and posted online. Kimberly Kelemen added that an ad will run in the Anaheim Community Services Activities Guide, which will be mailed to all Anaheim residents this year. She noted it has been many years since they have done that, so the reach is a lot further than in the past. In addition, an ad will be placed in the Anaheim magazine, which also goes to all the residents. Chair Al -Jamie noted the goal is to get four or five homestay families. Chair Al -Jamie suggested going to one or two high schools to make a presentation about it. Maybe making a video available. Commissioner Paul Anderson suggested making a presentation at local PTA meeting. Commissioner Brian O'Neal suggested putting out flyers at the high schools that offer Japanese classes during their open house. Chair Al -Jamie is going to see the Japanese teacher from Loara High School that weekend and will talk further with her about it. Chair Anthony Al -Jamie reported they have confirmed the travel dates for the exchange students. The outbound students will travel to Mito, Japan on Saturday, June 23 and return home on July 3. The inbound students will be in Anaheim from Friday, July 20 and depart on Tuesday, July 31. b. Marketing/Fundraising Subcommittee Chair Anthony Al -Jamie noted Commissioner Pepe Avila was the Chair of the Marketing and Fundraising Subcommittee, but he recently decided to step down and is no longer on the Commission. The Commission is going to have to elect a new Chair for the Marketing and Fundraising Subcommittee or they can merge a couple of subcommittees because they are lacking people to run the subcommittees. After some discussion, Commissioner Taline Cole agreed to be the Chair of the Marketing/Fundraising Subcommittee for the time being and when they get commissioner vacancies filled, they can revisit it. MOTION: Commissioner Anthony Al -Jamie offered a Motion, seconded by Commissioner Paul Anderson AND MOTION CARRIED (Vote: 5-0; Absent: Lori Dinwiddie, Jackie Filbeck, Debbie Julian, Anna Piercy and 6 vacant seats) that the Anaheim Sister City Commission does hereby elect Anaheim Sister City Commission February 26, 2018 Page 3 Commissioner Taline Cole as the Chair of the Marketing/Fundraising Subcommittee. Chair Al -Jamie noted the objective of the Marketing/Fundraising Subcommittee is to raise awareness of the Sister City Commission through production of collateral and planning community outreach events. c. Economic Development Subcommittee Chair Al -Jamie noted the objective of the Economic Development Subcommittee is to create programs aimed at leveraging the business connections between Sister Cities and to plan various activities including fundraising. There was discussion about possibly merging the Marketing/Fundraising Subcommittee with the Economic Development Subcommittee and having only one chair for both. Chair Al -Jamie would like to agendize a discussion at the next meeting to clarify the objectives of the three subcommittees. Chair Al -Jamie decided to stay on as the Chair of the Economic Development Subcommittee and Commissioner Taline Cole will lead the Marketing/Fundraising Subcommittee. VI. PUDONG UPDATE This item was continued. Staff will provide an update at the March 26, 2018 ASCC Meeting. VII. COMMISSIONER COMMENTS Commissioner Taline Cole stated she is taking volunteers to be part of the Marketing and Fundraising Subcommittee and to let her know if anyone is interested. Commissioner Paul Anderson reported he has been trying to get a contact at Vitoria-Gasteiz and has not been successful. Chair Al -Jamie is going to write to the Mayor's Office at Vitoria-Gasteiz and ask whom the Commission should work with. Commissioner Taline Cole stated she thought there was going to be item on the agenda pertaining to the creation of a new subcommittee to review sister city applications for cities that are interested in establishing a relationship with Anaheim. She questioned if it should be added to the next agenda. Her thought Anaheim Sister City Commission February 26, 2018 Page 4 for the people that have come forward so far is that the Commission needs to get the relationships that have already been established back into communication, such as Pudong and Victoria-Gasteiz before they start accepting new ones. She would like to strengthen those relationships before they accept new ones and eventually they can create a subcommittee, but that she envisions the subcommittee to be more proactive. Commissioner Paul Anderson stated it would make sense for Anaheim to have a German sister city. Chair Al -Jamie gave a background of how sister city relationships started. He noted that when sister cities was founded in 1956, the big reason behind it was that President Eisenhower was trying to repair relationships after World War II, so the largest number of relationships started with Japan and Germany. There were a lot of thriving sister city relationships between cities in California and Germany and they slowly lost the momentum. As that happened, there has been less activity with German sister cities in general, but the Berlin and Los Angeles have a strong sister city relationship and the chair of that is the Consul General of Germany here in Los Angeles and he is active and available. He does agree that the relationship with the two sister cities we have need to be strengthened and they should really look into Pudong to finalize the relationship. VIII. STAFF COMMENTS None IX.
