Public Works Director Rudy Emami reported the item before Council was brought forward as a special meeting as its urgencyi8related 0manotice received onFriday, June 2.2O17from Turner Construction Company, which is the current contractor for the construction 8tthe Anaheim Convention Center Expansion Project. Staff has been negotiating the cost of two items of extra work for this project that individuoUy exceeded staff authority and Turner Construction was notified that Council approval was needed to execute the change orders. On Friday, Turner Construction responded with anotice stating they will stop all work and, msa result, would delay the completion date ufSeptember 1. |naddition, Turner Construction stated they would seek additional financial compensation due hJthe delay. The delay would also impact the booked events atthe Convention Center and staff preparing for such events. Both Change Orders did initially fall under the $25D'D0Ostaff authority but staff wanted tobring forward the item for full disclosure and transparency on how staff was under the limit by exchanging scopes tobamindful of the overall project bVdget. Mr. E0unliexplained this was also an opportunity for discussion and direction on how to manage these type ofchange orders in the future. As oflast week, the city's construction manager and contractor believed the $170,000 open stairwell credit for Change Order "A" was available and it has been confirmed that the credit was credited in o previous change order executed last year. Therefore' staff requests the item be approved "as is" as a partial approval of the emergency responder 800 yNMz system. The contractor has offered 0mnegotiate other scope credits and, if aba|ance remains, staff will execute a separate change order for the remaining balance under the staff authority.
