RES-2018-087RESOLUTION NO. 2018-087 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM EXPRESSING SUPPORT OF THE CONTINUED ANALYSIS OF THE PROJECT TO LINK NORTHBOUND 241 TOLL ROAD TO THE EASTBOUND 91 EXPRESS LANES AND THE WESTBOUND 91 EXPRESS LANES TO THE SOUTHBOUND 241 TOLL ROAD WHEREAS, the Transportation Corridor Agencies (TCA), in coordination with the California Department of Transportation (Caltrans), is proposing to add a direct connector linking the northbound 241 Toll Road to the eastbound 91 Express Lanes and the westbound 91 Express Lanes to the southbound 241 Toll Road (Project); and WHEREAS, there is currently no direct connection between the 241 Toll Road and the 91 Express Lanes; and WHEREAS, the purpose of this Project is to implement the build out of the Eastern Transportation Corridor (ETC), as approved in 1994, attain compatibility with the SR -91 mainline and 91 Express Lanes and is included in Orange County Transportation Authority's (OCTA) adopted Long Range Transportation Plan (LRTP) and Southern California Association of Government's 2017 Federal Transportation Improvement Program (FTIP); and WHEREAS, on December 11, 2017, the OCTA Board directed OCTA staff to request the TCA to defer all work on the Project given the regional mobility impacts described in the OCTA staff report. WHEREAS, prior to the OCTA taking action on December 11, 2017, representatives from the TCA and Caltrans expressed opposition to the OCTA staff recommendation to defer all work on the Project and instead recommended that work on the Project continue to complete the environmental analysis. WHEREAS, the significance of the traffic degradation on the main line identified in the draft traffic study could be inconsequential and could be mitigated through the improved safety and time that would be lost when traffic collisions occur; and WHEREAS, the proposed Project is anticipated to improve traffic flow and operations by offering an alternative to the existing connector, which currently requires weaving to reach the 91 Express Lanes in Riverside County and increasing level of service and potential accidents; and WHEREAS, the proposed Project is anticipated to enhance the efficiency of the tolled system, thereby reducing congestion on the non -tolled system on SR -91 and be of regional benefit; and WHEREAS, the proposed Project is anticipated to reduce traffic congestion on the 91 Freeway general purpose lanes due to greater efficiency of the toll lanes; and WHEREAS, the proposed Project is anticipated to help achieve regional goals of reducing emissions from transportation sources by improving movement in congested areas along the 241 Toll Road and 91 Freeway; and WHEREAS, the current revenues from the 91 Express Lanes are in far excess of the bond payments and modifications to the toll -pricing model would not create additional risk to bond holders; and WHEREAS, delaying the Project also defers the aforementioned benefits to Anaheim residents and those traveling within and through Orange County; and WHEREAS, the City Council is hereby expressing support of the Project not being unnecessarily delayed, for the reasons stated above. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANAHEIM AS FOLLOWS: Section 1. The City Council of the City of Anaheim wishes to express its support of the continued analysis of the Project and supports not delaying the Project. Section 2. The City Council of the City of Anaheim encourages OCTA to study and revise its toll -pricing model to maximize throughput of the traveling public. The revised toll - pricing model is to provide for payment of existing bond obligations and not be in immense excess of existing payment obligations. Section 3. The City Council of the City of Anaheim also encourages OCTA and Riverside County Transportation Commission (RCTC) to implement continuous access through the 91 Express Lanes by use of technology that will charge per mile, which would be used to encourage more use and flexibility for those traveling to and within Orange County. Section 3. The City Council of the City of Anaheim also encourages OCTA and TCA to prioritize congestion relief for the region over excess revenues.
