Santa Ana Canyon, Anaheim, California COMMISSIONERS PRESENT: Ryan Balius, Chairman Samantha Navarro, Vice Chairman James Cook Lynn Cudd Craig Farrow Nichole Rupp February 28, 2018 STAFF PRESENT: Brent Dennis, Director Larry Pasco, Deputy Community Services Director Sjany Larson -Cash, Community Services Manager JJ Jimenez, Associate Principal Project Planner Eleanor Granflor — Sr. Secretary AGENDA ACTION TAKEN 1. CALL TO ORDER: Chairman Balius called the meeting to order at 6:03 p.m. 2. PLEDGE OF ALLEGIANCE: Chairman Balius led the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: None. 4. SCHEDULED COMMUNICATION: a) Police Department Presentation - Park Camera Surveillance Pilot Prosect/Park Security: Lt. Brian McElhaney and Kurt Wallace of the Anaheim Police Department introduced themselves, presented information and answered questions regarding the surveillance cameras installed at Maxwell, Twila Reid and Brookhurst parks. Questions were also answered regarding park security. APPROVAL OF THE MINUTES: Chairman Balius presented the January 24, 2018 Minutes to the Commissioners for changes or corrections. Chairman Balius made a motion to accept the minutes, seconded by Commissioner Rupp. The motion was approved with six votes in favor; Chairman Balius accepted the minutes. 6. REPORTS a) Recreation, Human & Neighborhood Services Activity Report — December/January: Sjany Larson -Cash presented the report and highlighted the Active Older Adult programs at East Anaheim Gymnasium, the renovation of the outside patio at Brookhurst Community Center, and the Grand Opening of the Ponderosa Park Family Resource Center and Gymnasium. b) Park Ranger Presentation and Report — January: Sjany Larson -Cash reported the Park Ranger Patrol Statistics and answered questions regarding contacts with homeless encampments at the parks. c) Parks Capital Prosect Progress Report: Larry Pasco introduced JJ Jimenez, Associate Project Planner, with the Capital Development Section of the Parks Division. JJ Jimenez presented the report and highlighted the Anaheim Coves Northern Extension, and the remaining construction of the park remodel at Ponderosa Park. Staff answered questions regarding the opening of the new playground at Pearson Park, and the Spencer House at Maxwell Park. 7. PREVIOUS BUSINESS: a) Planning for Parks Update: Brent Dennis provided an update on the Anaheim Parks Plan and presented information that was shared at the Neighborhood District meetings. Staff answered questions regarding community input of the Anaheim Parks Plan, schools in Anaheim that have aquatic facilities, and authorized budget for the Anaheim Parks Plan. 8. NEW BUSINESS: a) Field Policy Review: Sjany Larson -Cash presented the staff report regarding Athletic Field Permit Requirement. The Commission had a discussion regarding non -permitted use of open park space and park turf that is worn down. Staff will look into the use of open park space and present the Commission with information in May or June 2018. Parks and Recreation Commission Minutes February 28, 2018 b) Private Security Park Patrols - Pilot Project: Larry Pasco stated Lyons Security has been contracted to provide extra park patrols and security through May 2018 at specific parks. Larry provided information in regards to what Lyons Security does and the time they are patrolling the parks. Lyons Security submits a written report to the City daily; staff evaluates the work and makes adjustments to the work being completed as needed. Staff answered questions regarding permit parking, and overnight parking. a) Maxwell Park Exercise Equipment Proposal: Larry Pasco stated staff has looked into to the company recommended by Scott Barnes for exercise equipment, Stamina Products. The company only provides equipment for a private residence. Larry also stated that staff has looked into exercise equipment being installed in the past, but Southern California Edison did not allow any installation projects to the easement areas. SCE has only allowed open green space that has no programmed activity to be installed on the easements. Staff will continue to work with SCE staff to seek permission for the installation of park amenities beneath the power lines on the easement. INFORMATIONAL ITEMS: Commissioner Farrow questioned if the City Commissions can be provided with official City business cards. Brent Dennis stated the City does not provide them, but staff will look into it further. Chair Balius stated the KaBOOM! Build Day was a success at Pearson Park. Commissioners Rupp and Cudd also attended the event. Chair Balius requested for the following agenda item be added to the next Commission Agenda: Access California Services. Commissioner Cudd suggested for staff to schedule a walk through of the Brookhurst Park property for the Commission. Sjany Larson -Cash stated the Volunteer Recognition Luncheon will be held on March 21 st. Brent Dennis stated the WAND BBQ committee has decided to move the annual BBQ event to Maxwell Park. 10. ADJOURNMENT: Chairman Balius adjourned the meeting at 8:08 p.m.
