The special meeting of November 16, 2017 was called to order at 12:38 P.M. in the chambers of
Anaheim City Hall, located at 200 S. Anaheim Boulevard. The meeting notice, agenda, and
related materials were duly posted on November 13, 2017.
PRESENT: Mayor Tom Tait and Council Members: James Vanderbilt, Denise Barnes,
Lucille Kring, and Stephen Faessel.
Council Member Jose F. Moreno joined during closed session.
ABSENT: Council Member Kris Murray
STAFF PRESENT: Acting City Clerk Theresa Bass
ADDITIONS/DELETIONS TO CLOSED SESSION: None
PUBLIC COMMENTS ON CLOSED SESSION ITEMS:
William Fitzgerald, Home Owners Maintaining Our Environment, questioned the need for and
scheduling of this special meeting and referenced an article in the September 24th edition of the
Los Angeles Times and opined that each Council Member would receive a tax-free stipend for
this short meeting, with a total cost of the meeting exceeding $10,000. He commented on the
current Acting City Attorney and offered his belief that Council would appoint an incompetent
person to the permanent position.
CLOSED SESSION — SPECIAL MEETING
At 12:41 P.M., Mayor Tait recessed to Closed Session (City Hall, 7th Floor) for consideration of
the following items, noting Council would reconvene the meeting on the 7t' floor to record any
report from closed session:
1. CONFERENCE WITH LABOR NEGOTIATORS (Government Code Section 54957.6)
Designated Representative: Jason Motsick, Acting Human Resources Director and
Avery Associates
Position: City Attorney
2. PUBLIC EMPLOYEE APPOINTMENT (Government Code Section 54957)
Title: City Attorney
At 3:53 P.M., Council returned from closed session.

Mayor Tait adjourned the closed session special meeting of November 16, 2017 at 3:53 P.M.
