A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AUTHORIZING THE CHIEF OF POLICE
TO SUBMIT A GRANT APPLICATION ON BEHALF OF
THE CITY OF ANAHEIM TO THE U.S. DEPARTMENT
OF JUSTICE, COPS OFFICE, FOR THE HOMELAND
SECURITY OVERTIME PROGRAM
WHEREAS, the City of Anaheim wishes to participate in the COPS Office's Homeland
Security Overtime Program (HSOP) to help defray impacts on the City budget resulting from
overtime costs incurred to provide homeland security; and
WHEREAS, the HSOP makes reimbursement funds available to local law enforcement
agencies to supplement their overtime budgets, based on population or total sworn non-
supervisory personnel, for the purpose of providing homeland security or participating in training
sessions and other law enforcement activities designed to assist in the prevention of acts of
terrorism and other violent and drug-related crimes; and
WHEREAS, the City of Anaheim, Anaheim Police Department, wishes to apply for
HSOP funding to supplement its overtime budget in order to provide homeland security or
participate in training sessions for response to acts of terrorism.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as
follows:
1. The Chief of Police of the City of Anaheim is hereby authorized, on behalf of the City of
Anaheim, to submit a grant application to the U.S. Department of Justice, COPS Office, and to
execute on behalf of the City of Anaheim, all required grant documents, including any extensions
and amendments thereof.
2. The City of Anaheim agrees to provide matching funds in the amount of twenty-five
percent (25%) of the overall cost of the overtime in the application.
3. The grant funds received hereunder shall be used to supplement, not supplant, the Police
'Department's overtime budget to provide homeland security to the citizens and receive training
for response to acts of terrorism.
