A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM AMENDING RATES,
RULES AND REGULATIONS FOR THE SALE
AND DISTRIBUTION OF ELECTRICITY AND
WATER AS ADOPTED BY RESOLUTIONS
NOS. 71-478 AND 72-600 AND MOST
RECENTLY AMENDED BY RESOLUTIONS
NOS. 2001R-192
WHEREAS, the City of Anaheim (Anaheim) maintains
electric generation and distribution systems and a water
transmission and distribution system for the distribution of
electricity and water to residents and inhabitants of Anaheim and
has adopted Rates, Rules and Regulations for the sale
distribution of electricity and water; and
WHEREAS, the Anaheim Municipal Code authorized the City
Council to approve reasonable Rates, Rules and Regulations
governing water and electric service and fees for providing water
and electric services; and
WHEREAS, these fees shall be based on the actual costs
of providing water and electric services including labor costs
and other direct and indirect costs to Anaheim; and
WHEREAS, the City Council has previously established
some of the fees authorized by the Anaheim Municipal Code; and
WHEREAS, due to increases in Anaheim's costs it is in
the public interest and welfare to establish fees heretofore
authorized but not established and to amend other fees heretofore
established; and
WHEREAS, due to a review and analysis of actual costs
to provide water and electric services it is appropriate to
establish or increase such fees;
WHEREAS, the City Council hereby finds that said fees,
in the amounts hereinafter set forth, are less than or equal to,
but in any event not greater than, the actual direct and indirect
costs and expenses incurred by the City in providing the related
water and electric services; and
WHEREAS, text revisions to the Electric and Water
Rates, Rules and Regulations are necessary to clarify
applicability of the Rates, Rules and Regulations.
WHEREAS, the City Council further finds and determines
that this, establishment of and amendment to fees is exempt from
the California Environmental Quality Act pursuant to Section
21080(b) (8) of the California Public Resources Code.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of
the City of Anaheim as follows:
1. The changes and additions to the Water and Electric
Rates, Rules and Regulations as set forth in Appendix A shall be,
and are hereby, adopted and shall be effective July 1, 2003.
2. The fees established and/or amended herein shall, upon
effectiveness, supersede any previously adopted fees for the same
water and/or electric service.
3. The City Council hereby declares that should any one or
more fees established by this Resolution or any portion of this
Resolution be declared for any reason to be invalid, it is the
intent of the City Council that it would have adopted all other
fees and portions of this Resolution independent of the
elimination herefrom of any such fees or portion as may be
declared invalid.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 17th day of
June ,2003.

4. Periodic Inspection of Protective Devices
Whenever backflow protective devices are installed, the customer shall have competent inspections
made thereof at least once a year, or more often in those instances where successive inspections
indicate repeated failure thereof. These devices shall be repaired, overhauled or replaced at the
expense of the customer whenever they are found to be defective. Records of such tests, repairs and
overhaul shall be kept and made available to the Utility and the public health agency having
jurisdiction.
5. Refusal to Serve or Discontinuance of Service for Failure to Install Protective Devices
The Utility may refuse or discontinue service until there has been installed on the customer's piping
approved devices of the required type to protect against backflow of water from the customer's
premises into the Utility's system-
Plan Check and Field Inspection of New Backflow Devices
To cover the cost of a plan check and inspection, the Utility shall charge a $100 fee on service
connections that require a backflow prevention device. The Utility shall charge an additional
$20 fee for each additional connection requiring a baekflow device.
RIGHT OF ACCESS
1. The Utility shall, at all times, have the right of ingress to and egress from customer's premises at all
reasonable hours for any purposes reasonably connected with the furnishing of water services and
exercise of any and all rights secured to it by law or these rules.
2. The Utility shall require that each customer furnish the Utility, at the expense of the customer and in
the appropriate quantity as specified by the Utility, with the appropriate devices to gain access to a
customers premises by way of keys, gate opener/clickers or a personal escort.
3. The Utility may charge a meter reading fee if the Utility cannot gain access to the customer's metering
equipment on the scheduled read date.
Rule N. 21 contains the above referenced charges.

COMMERCIAL/INDUSTRIAL SERVICE FEES
A. Applicants requesting new commercial/industrial service shall pay, before start of construction,
the following charges:

maximum number of connection is four or less and the size of the conductors is equal
or less than 750 MCM.
b. $2,891 for underground service fed from an existing overhead transformer where the
maximum service main disconnect size is 400 AMP, three phase four wire.

4. $2,200 $4,419 for an overhead service fed from a new overhead transformer, or upgraded
overhead transformer.
5. $2,300 $6,838 for an underground service fed from a new overhead transformer.
6. $4r300 $4,711 for an underground service fed from a new underground transformer.
a. $5,586 for an underground service from a new three-phase padmount transformer
fed from an underground source where the underground primary source is within
300 feet, the maximum transformer size is 500 kVA at 480Y/277 volts, 300 kVA at
208Y/120 volts, and no more than twelve connections are required.
$7,430 for an underground service from a new three-phase padmount transformer
fed from an overhead service where the overhead primary source is within 300 feet,
the maximum transformer size is 500 kVA at 480Y/277 volts, 300 kVA at 208Y/120
volts, and no more than twelve connections are required.
III.
When the application of the above charges, as determined by Electrical Engineering, appears
impractical, each installation will be charged on an individual estimated basis to recover all costs
of labor and expense incurred by the City in making such installation.
ENGINEERING FEE FOR REDESIGN
If a contractor/builder/developer requests the Utility to revise, redesign, or change the Electrical Utility
system design for a project after final approval, and such request requires duplication of engineering effort
and a reassignment of priorities to accommodate his construction schedule, a fee shall be charged.

Unless specific circumstances or the magnitude of the project indicates a special cost estimate is necessary
to recover all the City's expenses of labor, overhead, burdens, and printing expense, the engineering fee
shall be $500.
TEMPORARY POWER AND SERVICE CHARGES
Applicants requesting temporary electrical service shall pay, before start of construction, the following
charges:

J. Any temporary job that appears unusually complicated or difficult, as determined by the Electric
Utility, will be charged on an individual estimated basis to recover all costs of labor and expense
including depreciation and loss of salvage incurred by the City in making such installation.
STREET LIGHTS
1. Chapter 18.04.080.030 of the Municipal Code requires the installation of street lighting facilities
or payment of street lighting per front foot fee. The ordinance requires all new developments to
install the street lighting facilities required in accordance with the official street lighting standards
on file in the Public Utilities Department. Front foot fees are only collected when street lighting
facilities are existing and if the property has not previously paid a street light front foot fee.
The front foot fee for street lighting is $6.00 per front foot (Ordinance 4017 - June 5, 1979).
2 Developers/builders/contractors are required to post a performance bond with the City to assure
installation of public improvements. The bond required for the street lighting facilities, which is a
part of the Public Improvements Bond deposited with the Real Property Section of the Engineering
division, Public Works Department, is determined on a per front foot basis for abutting dedicated
streets or highways at $32.00 per front foot; minimum $3,200.00 bond.
3. Private Streets - Public Works department, Engineering Division Standard Detail No. 122, Note
10-A4, states: "Lighting adequate for pedestrian and vehicle safety and sufficient to minimize
police problems as approved by the Public Utilities General Manager shall be provided."
It is the Public Utilities Department's policy that street lighting on private streets be in accordance
with IES street lighting recommendations. The luminaire and pole should be as required by the
developer and not the City's street lighting unit. Street lighting on private street shall be metered in
accordance with the Utilities Rates, Rules and Regulations and service requirements. If a private
street is approved for dedication to the City as a public street, the street lights shall be installed per
