CALL TO ORDER: The Youth Commission meeting was called to order at 4:03 p.m.by Chair Sandoval 2. PLEDGE OF ALLEGIANCE: Commissioner Padilla led the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: None 4. SCHEDULED COMMUNICATION: None 5. CORRESPONDENCE: None 6. Approval of Minutes: Commissioner Nguyen made a motion to approve the February 1, 2018 meeting minutes; Commissioner Ly second the motion; the motion passed unanimously. 7. BUSINESS: a) Youth Commission Meeting Time Change: Commissioner Flores presented his concern over the low turnout at commission meetings and suggested potentially changing the time Youth Commission meetings were being held. Commissioner Nguyen agreed with Commissioner Flores and suggested changing the time to 5:00 p.m. instead of 4:00 p.m. since many of the members in the commission are involved in extracurricular activities. Commissioner Flynn stated that he did not have any issues with the time frame of the meetings. He reminded the commission that they had all agreed on the original time frame during their first Youth Commission meeting and that everyone was in agreement. No motion was made by Commissioner Flores. b) Supplemental Website for Youth Section of City Website: Commissioner Flores informed commissioners that over the past month he has been working on a draft of a supplemental website to present to commissioners. He informed commissioners that many resources that are available for youth aren't on the City website. He suggested adding Youth Commission Meeting Minutes March 1, 2018 Page 2 programs and potentially researching grant opportunities that families can use to register and pay for city classes. Youth Commissioners would then review the applications and distribute the grant money to the families to pay for their classes. Chair Sandoval inquired whether there are already programs that may be similar. Brian Chwan informed Chair Sandoval and the commissioners that the Anaheim Community Services Department and the Anaheim Community Foundation already offers Youth Scholarships to qualified youth and families. He also informed commissioners that there is limited funding, and information can be found in the quarterly Program and Activity Guide that is published to the community and available at all community centers and libraries. c) Commissioner Flores brought the idea to commissioners on potentially collaborating with Elected Offices to provide financial support for unpaid interns from the City of Anaheim. He stated that this would allow low-income or minority groups to get the opportunity of being involved in the political process and motivate them to keep doing what they like to do. Commissioner Guerrero mentioned that this idea would be a conflict of interest. Brian Chwan suggested to Commissioner Flores that the Commission could further explore and research this idea. Commissioner Flores made a motion to move forward with partnering with Elected Offices to provide financial support for unpaid interns from the City of Anaheim; Commissioner Nguyen second the motion; the motion did not pass. UNFINISHED BUSINESS a) The Next Small Leap (online platform for ACT organizations): Commissioner Flores discussed the idea of providing an online platform specifically for the organizations to come together and interact with themselves, the City of Anaheim, commissions, and other organizations to determine their current and future programming needs. Chair Sandoval informed Commissioner Flores that an organization platform already exists, such as the Anaheim Human Services Network, and they typically meet four times a year. Brian Chwan also clarified that the Orange County Community Foundation is the managing partner of ACT (Accelerate Change Together), which partners with outside agencies to provide support to youth in the Anaheim community. Commissioner Flores then suggested to the commissioners the idea of attending the Anaheim Human Services Network to get a better understanding of what was going on in the City. He suggested providing a presentation to the Anaheim Human Services Network to make themselves known to other organizations. INFORMATIONAL ITEMS: a. Commissioner Guerrero reported that she has been attending the Youth in Government Day planning meetings. She reported that Youth in Government Day will be held on April 25th from 7:00 a.m. to 4:00 p.m. Brian explained to commissioners that Youth in Government Day is an opportunity for high school students to participate in a day of learning and interaction. He added that students also get the opportunity to participate in a mock City Council meeting and to learn about the Democratic process. Commissioner Nguyen asked if there were any updates on the Children's Art Festival. Brian stated that he has no update at this time, but mentioned that he would report bring an update to their next meeting. 9. ADJOURNMENT: Chair Sandoval adjourned the meeting at 5:35 p.m.
