RES-2018-136RESOLUTION NO. 2018-1 3 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ADOPTING THE SMART CITY ROADMAP INITIATIVE. WHEREAS, the City Council of the City of Anaheim ("Anaheim") desires to recognize existing Smart City initiatives and further expand upon such Anaheim initiatives which support and incorporate information and communication technologies which enhance the quality of life of Anaheim residents, business, and visitors as well as the performance of municipal services; and WHEREAS, in order to achieve this goal, it is the desire of the City Council that Anaheim develop a master plan to become a leading Smart City which includes the following characteristics: Service Delivery; Market and Enhance City Services; Anaheim Interactive Customer Service, Resiliency for Anaheim Community, and Technology Deployed Citywide; and WHEREAS, in order to accomplish this, Anaheim needs to be connected, safe, intelligent, and sustainable, which means Anaheim departments need to focus upon these areas in order to build momentum towards future initiatives; and WHEREAS, it is vital that existing Smart City initiatives and future Anaheim initiatives which support and incorporate information and communication technologies continue to maintain and protect the security and privacy interests of Anaheim residents, business, and visitors; and WHEREAS, it is essential that Anaheim initiatives which support and incorporate information and communication technologies consider factors such as the ethical use and deployment of technologies in light of the common good and what is in the best interests of Anaheim communities, residents, business, and visitors; and WHEREAS, Anaheim's SMART City Roadmap Initiative is intended to be a master plan that continuously evolves as warranted by community needs, technical advancement, City Council priorities, and funding availability; and WHEREAS, the City Council hereby finds and determines that the establishment of the SMART City Roadmap Initiative by the adoption of this resolution is not subject to the provisions of the California Environmental Quality Act and implementing regulations ("CEQA") pursuant to CEQA Guidelines Sections 15060(c)(2), 15060(c)(3), and 15061(b)(3) because it does not involve a commitment to any specific project which may result in a potentially significant physical impact on the environment and does not, therefore, constitute a "project" as defined in Section 15378 of the CEQA Guidelines; and WHEREAS, the City Council believes it is in the best interests of the City of Anaheim that the City Council provide guidance and direction to improve the well-being of residents, improve productivity and offer convenience, and to bring the community together towards SMART goals by approving the SMART City Roadmap Initiative and encouraging staff to seek grant funding sources to help accelerate projects which support the SMART City Roadmap Initiative. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANAHEIM AS FOLLOWS: Section 1. The findings set forth herein are hereby adopted by the Anaheim City Council. Section 2. In recognition of the ongoing initiatives that provide for a connected, safe, intelligent, and sustainable community, the City Council hereby designates the City of Anaheim as a Smart City. Section 3. The SMART City Roadmap Initiative is hereby adopted as the master plan to become a leading Smart City. Section 4. The SMART City Roadmap Initiative shall be a living plan that continuously evolves as warranted by community needs, technical advancement, City Council priorities, and funding availability.
