AN ORDINANCE OF THE CITY OF ANAHEIM .REPEAL-
• ING SECTION 2482.2 OF .CHAPTER 4, ARTICLE II
OF THE ANAHEIM MUNICIPAL CODE, AND DECLARING
SAID. ORDINANCE TO .BE .AI ; URGENCY ORDINANCE.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN
AS FOLLOWS - _ i .

That Section: 2482.2 of Chapter 4:,.. Article II of the
AnaheimLLvIunicipal Code be,_and the same is hereby, repealed.
SECTION 2. V
This--ordinance is hereby declared to be an urgency
ordinance and its enactment as an urgency ordinance is neces-
sary, for the protection of the public welfare and the prompt,
efficient and _expeditious -performance: of the functions of the
City: government, and it shall take, effect immediately upon
its final passage.
- The factsconstituting such urgency are as follows:
That said Section 2482.2 is in conflict with Sections
37900 and 37901 of the Government Code of the State of Cali-
fornia, and that said Section 2482.2 seriously hampers the
• - - - 7 .prompt; efficient. and ,expeditious performance of the functions
of the City government and the proper administration thereof,
by creating unnecessary delay in the performance of said
functions and by severely limiting the manner . in which routine
functions of the City can be performed, to the detriment of
the City and the citizens and residents thereof. That said
section imposes a severe handicap upon the administration of
City affairs and its repeal should become effective immediately
in .order to avoid serious delay and loss to the City.
SECTION 3.
The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be printed once within
fifteen (15) days after its adoption in the Anaheim Bulletin,
a newspaper . of general circulation, printed, published and
circulated in said City, and immediately upon and after its
final passage it shall take effect and be in full force.
