Parks and Recreation 2018/09/26MINUTES PARKS AND RECREATION COMMISSION Oak Canyon Nature Center, 6700 E. Walnut Canyon Rd., Anaheim, California September 26, 2018 COMMISSIONERS PRESENT: STAFF PRESENT: Ryan Balius, Chairman Larry Pasco, Director Samantha Navarro, Vice Chairman Sjany Larson-Cash, Community Services Manager James Cook Pamela Galera, Parks Manager Lynn Cudd Eleanor Granflor – Sr. Secretary Patty Gaby COMMISSIONERS ABSENT: Craig Farrow Nichole Rupp A G E N D A A C T I O N T A K E N _______________________________________________ 1. CALL TO ORDER: Chairman Cudd called the meeting to order at 6:07 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Gaby led the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: None. 4. SCHEDULED COMMUNICATION: None. 5. APPROVAL OF THE MINUTES: Chairman Cudd presented the July 25, 2018 Minutes to the Commissioners for changes or corrections. Commission Gaby made a motion to accept the minutes, seconded by Commissioner Cook. The motion was approved with a unanimous vote; Chairman Cudd accepted the minutes. 6. REPORTS a) Recreation, Human and Neighborhood Services Activity Report – June/July: Sjany Larson-Cash presented the report and highlighted the Fun on Wheels and STARS program, Camp Venture, Concerts in the Canyon at Ronald Reagan Park, summer basketball leagues held at East Anaheim Gymnasium, Family Friday Night series at Pearson Park Amphitheater, movie nights, OCNC Summer Day Camp, the summer VolunTEEN program, summer aquatics program, Senior activities, Family Resource Center activities, Project SAY Program, and the July 4th Celebration. Questions were answered regarding the aquatics program held at Canyon High School Pool and Pearson Park Pool. b) Parks Activity Report – July/August: Pamela Galera presented the report and shared that there will be a community meeting regarding expansion of the Higher Ground facility at Lincoln Park on October 2nd. Questions were answered regarding playground repairs at Ronald Reagan Park. c) Park Ranger Report: Sjany Larson-Cash presented the report. Sjany reported that the City Council approved funding for a temporary Parks Security Plan that will be implemented by mid-October. The Plan includes adding additional hours to the park ranger program to increase patrols and presence at 12 highly impacted parks. d) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the design meeting at Barton Park that was held on September 25th. The KaBOOM! Build Day will be held at Barton Park on January 26, 2019. Questions were answered regarding the parking lot on Barton Park Master Plan. 7. INFORMATIONAL ITEMS: Larry Pasco reported the City Clerk’s office can offer Brown Act Training to the Commission. The Commission showed interest and Eleanor Granflor will follow-up with the City Clerk’s office to schedule a training. Sjany Larson-Cash reported the Howl-o-Ween event will be held on October 21st and invited the Commissioners to judge the contest – Commissioner Cook volunteered to judge the event. Parks and Recreation Commission Minutes September 26, 2018 2 Chairman Cudd reported Access California Services will not be moving forward with the Brookhurst Park site and will be looking at other possible sites for their services. Commissioner Balius requested for an update from the Planning Department regarding park green space and the Beach Boulevard Site Plan. A discussion was held regarding the site plan, park standards and developer fees. Pamela Galera will provide an update to the Commission. Commission Balius requested for information regarding the First Tee Program at Dad Miller Golf Course. Larry Pasco reported and nationwide organization called ‘First Tee’ provides a 9-week program for children ages 4-17. The Orange County Chapter will promote core values that include integrity, sportsmanship, honor and more. Commission Balius requested for the following agenda item be added to the next Commission meeting agenda: the Association of Parks and Recreation Commission and Board Members that associated with the California Park and Recreation Society. 8. ADJOURNMENT: Chairman Cudd adjourned the meeting at 6:55 p.m.
