Parks & Recreation 2019/03/27MINUTES PARKS AND RECREATION COMMISSION Brookhurst Community Center, 2271 Crescent Ave., Anaheim, California March 27, 2019 COMMISSIONERS PRESENT: STAFF PRESENT: Lynn Cudd, Chairman Larry Pasco, Director Ryan Balius Sjany Larson-Cash, Community Services Manager James Cook Pamela Galera, Parks Manager John Elwell JJ Jimenez – Principal Project Planner Craig Farrow Eleanor Granflor – Sr. Secretary Nichole Rupp COMMISSIONERS ABSENT: Yogesh Shah A G E N D A A C T I O N T A K E N _______________________________________________ 1. CALL TO ORDER: Chairman Cudd called the meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Elwell led the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: Chairman Cudd introduced the new Commissioner, John Elwell. Commissioner Elwell provided a brief background of himself. Chairman Cudd and Commissioners Balius, Farrow, Rupp and Cook then provided a brief background of themselves to Commissioner Elwell. 4. SCHEDULED COMMUNICATION: None. 5. APPROVAL OF THE MINUTES: Chairman Cudd presented the February 27, 2019 Minutes to the Commissioners for changes or corrections. Commissioner Rupp made a motion to accept the minutes, seconded by Commissioner Balius. The motion was approved with 6 ayes; Chairman Cudd accepted the minutes. 6. REPORTS a) Parks Activity Report – January/February: Pamela Galera presented the report and answered a question regarding the playground at Barton Park. b) Park Ranger Report – February: Sjany Larson-Cash presented the report and highlighted the number of patrols, patrons, and public contacts made by Park Rangers during the park patrols. There was a significant decrease in curfew contacts, alcohol contacts, and dogs off a leash due to the rain. Questions were answered regarding alcohol violations at La Palma Park, and the outcome of the shooting that took place on February 27th at the Fun on Wheels program held in the Alameda, Brownwood and Catalina (ABC) neighborhood. c) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the Open Space near City Hall. Questions were answered regarding the date of the next community meeting for the Open Space near City Hall, the three conceptual plans and amenities for the Open Space near City Hall, if the Planning for Parks Master Plan is used as a guide for the amenities that are included in conceptual plans, the acreage of Aloe Greens and Aloe Promenade parks, ownership and maintenance of Aloe Greens and Aloe Promenade parks, and park acreage and park fees for the Platinum Triangle area. NEW BUSINESS a) Vice Chair Election: Chairman Cudd nominated Commissioner Rupp for Vice Chair, and Commissioner Balius nominated Commissioner Farrow for Vice Chair. A vote was taken for Commissioer Rupp which received six ayes and a vote was not taken for Commissioner Farrow – Chairman Cudd congratulated Commissioner Rupp as the new Vice Chairman. b) Master Plan for Maxwell Dog Park: JJ Jimenez introduced Ana Straabe, Associate Project Planner for the Parks Division. Ana presented the Conceptual Master Plan for the Maxwell Dog Park and provided a brief overview of the plan. Questions were answered regarding dog park hours, human amenities, security cameras, what type of trees will be planted, the landscape buffer, the budget breakdown of the project. A motion was made by Commissioner Cook, seconded by Commissioner Rupp to approve the Master Plan for Maxwell Dog Park; the motion was voted in favor with six ayes. 8. INFORMATIONAL ITEMS: Commissioner Balius reported the annual WAND BBQ will be held on April 13th at Maxwell Park. Chairman Cudd thanked Sjany Larson-Cash and staff for the annual Volunteer Recognition Luncheon. Sjany Larson-Cash reported staff is working with the St. Jude organization on an Agreement in regards to the installation of a health clinic at Ponderosa Park. Larry Pasco reported a new Mobile Library will begin programming in the Anna Drive neighborhood in April. 9. ADJOURNMENT: Chairman Cudd adjourned the meeting at 6:58 p.m.
