A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM SUPPORTING THE ORANGE COUNTY
TRANSPORTATION COMMISSION'S ANTI-GRIDLOCK
PROGRAM AND REQUESTING "DO NOT BLOCK
INTERSECTION, FINE UP TO $500" SIGNS FOR
POSTING AT CONGESTED INTERSECTIONS IN THE
CITY.
WHEREAS, the State Legislative enacted the Anti-Gridlock
Act of 1987 making it illegal for motorists to enter an
intersection when no space is available to clear the intersection
prior to a signal change;
WHEREAS, the Anti-Gridlock Act of 1987 further authorizes
local authorities to post signs warning against blocking
intersection;
WHEREAS, the Orange County Transportation Commission
desires to encourage local agencies to install anti-gridlock signs
at congested intersections throughout Orange County; and
WHEREAS, the Orange County Transportation Commission has
allocated $25,000 for the purpose of purchasing anti-gridlock
signs to be posted by local agencies at severely congested
intersections throughout the county in an effort to ~mprove
traffic flow;
WHEREAS, enforcement activity is necessary to maximize
the effectiveness of anti-gridlock signs.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Anaheim hereby requests the Orange County
Transportation Commission to include the City of Anaheim in this
program. This request is in conformance with the guidelines and
criteria set forth for the OCUTT Anti-Gridlock Act Program.
BE IT FURTHER RESOLVED that the City of Anaheim agrees to
install and maintain ali devices allocated to the City by the
Orange County Transportation Commission through the Anti-Gridlock
Program.
BE IT FURTHER RESOLVED that the City of Anaheim agrees to
absorb any of the costs for activities related to posting and
enforcing the anti-gridlock signs obtained from the Orange County
Transportation Commission.
BE IT FURTHER RESOLVED that the City of Anaheim
acknowledges the need to enforce the anti-gridlock law to relieve
traffic congestion and increase traffic safety.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 21st day of March, 1989.
