RES-1989-124RESOLUTION NO. 89R-124 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING THE ZONING AND DEVELOPMENT STANDARDS HERETOFORE ADOPTED PURSUANT TO SPECIFIC PLAN NO. 88-1, AS AMENDED. WHEREAS, pursuant to the procedures set forth in Chapter 18.93 of the Anaheim Municipal Code, the City Council of the City of Anaheim has heretofore adopted its Resolution No. 88R-70 approving Zoning and Development Standards ("Standards") relating to Specific Plan No. 88-1 and thereafter adopted its Resolution No. 89R-64 amending said Zoning and Development Standards; and WHEREAS, the owner of the subject property has filed an application to further amend said Zoning and Development Standards; and WHEREAS, the City Council did hold a public hearing upon said application, notice of which hearing was given in the manner required by law; and WHEREAS, the City Council, after due consideration of all evidence, testimony and reports offered at said public hearing desires to adopt the following amendments to the Zoning and Development Standards for the area within Specific Plan No. 88-1. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the Zoning and Development Standards Relating to Specific Plan No. 88-1 for Sycamore Canyon as approved by Resolution No. 88R-70 and amended by Resolution No. 89R-64, be, and the same are hereby, amended by adding Zoning and Development Standards for Development Area 10 to Section 6.4.1 of said Specific Plan No. 88-1 to read as follows: Development Area 10 Area to be developed for detached single-family housing (see Exhibit 10). All standards of the "RS-5000(SC)" Zone(Chapter 18.27) shall apply except as provided below: (a) Minimum Building Site and Building Pad Area - The minimum buil'ding siteSl~all be five thousand '('5,000) square feet and the minimum building pad area four thousand (4,000) square feet. (b) Minimum Lot Width and Frontage - All lots shall have a minimum width of not less than forty-five (45) feet. (c) (d) Minimum Lot Width for Cul-de-Sac and Knuckle Lots - The minimum lot width for cul-de-sac 'and knuckle lots shall be forty (40) feet measured at the building setback. Minimum Lot Frontage Width of Flaglots - The minimum lot frontage width at right-of-way shall be twenty (20) feet. (e) Coverage and Open Space Requirements - The maximum coverage by all residential and accessory building shall be forty percent (40%). (f) "Front-on" Garag.es - The minimum setback to any "front-on" garage shall be not less than twenty (20) feet with an automatic roll-up garage door, or twenty-five (25) feet with a standard door, measured from the garage door to the back of the sidewalk. (g) Minimum Dimensions of Park.lng' Spaces - Required open parking spaces shal"l .... be permitted in a driveway having minimum dimensions of sixteen (16) feet wide and twenty (20) feet long measured from the garage door to the back of the sidewalk. (h) Required Site Screening - Except as otherwise provided ~e'r'ein, a so'li'd' ;decorative type masonry wall, landscaped earthen berm, or any combination thereof, totaling not less than six (6) feet in height, shall be provided along the immediately adjacent to the site boundary line of any single family development abutting any open space area (open space lot or open space easement) abutting any arterial highway. The height of any such wall and/or berm shall be measured from the highest finished grade level of the building pad of the dwelling units located nearest any such abutting boundary. The Planning Director shall review and approve plans for solid fences adjacent to any public street in cases where views could be obstructed. The Planning Director or Planning Commission shall be subject to appeal to the City Council within 10 days following the date of such decision. However, in conditions where a grade separation between any arterial highwat and property line occurs at a minimum of six (6) feet and a minimum setback of twelve (12) feet exists between the single family development conditions stated above, an open decorative type wall is permitted in order to allow and preserve view opportunities. (i) Lots Adjacent to Arterial Highways - Lots adjacent to arterial highways, with the exception of Open Space lots, shall have a minimum depth of not less than one hundred twenty (120) feet. (j) Minimum Open Space Area Adjacent to Arterial Highways - Adjacent to Arterial Highways, ther'e shall be a minimum nineteen (19) foot wide landscaped open space lot and/or landscape easement. BE IT FURTHER RESOLVED that the conditions of approval of Specific Plan No. 88-1 as set forth in Resolution No. 88R-70 be and the same are hereby, amended in their entirety to read as set forth in Anaheim City Council Resolution No. 89R-123 adopted April 11, 1989, which conditions are incorporated herein by this reference as if set forth in full. '2- BE IT FURTHER RESOLVED that, except as expressly amended herein, Resolution No. 88R-70, as heretofore amended, shall remain in full force and effect.
