On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the
threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20
(superseding the Brown Act -related provisions of Executive Order N-25-20 issued on March 12, 2020),
which allows a local legislative body to hold public meetings via teleconferencing and to make public
meetings accessible telephonically or otherwise electronically to all members of the public seeking to
observe and to address the local legislative body. Pursuant to Executive Order N-29-20, please be
advised that the Anaheim City Council will participate in this meeting telephonically.
PUBLIC PARTICIPATION: Pursuant to Executive Order N-29-20 and given the current health
concerns, members of the public can access the meeting live on-line, with audio and limited video, at

5. Waive the sealed bidding requirement of Council Policy 4.0 and authorize the Purchasing Agent
to issue a purchase order to Doble Engineering Co. c/o Young & Company, in the amount of
$27,840 plus applicable tax, for the purchase of a Doble F6300e enhanced current amplifier test
instrument for testing critical substation protective relays and automated field equipment where
multiple test instruments are required.
6. Waive the sealed bidding requirement of Council Policy 4.0 and authorize the Purchasing Agent
to issue a purchase order to Radian Research, Inc. c/o McAvoy & Markham, in the amount of
$41,175 plus applicable tax and freight charges, for the purchase of three Radian Weco portable
meter test kits and accessories to perform field testing on electric meters.
7. Accept the bid from McAvoy and Markham Engineering and Sales, in the amount of $337,500
plus applicable taxes, to provide Highfield meter locks on an as -needed basis for the Anaheim
Public Utilities Department for a one year period with four one-year optional renewals, and
authorize the Purchasing Agent to execute the renewal options in accordance with Bid #9399.

8. Accept the bid from ALTEC Industries Inc., in the amount of $161,482 plus applicable tax, for the
purchase of one 2020 ALTEC brand Digger Derrick Vehicle for Public Utilities Department use,
and authorize the Purchasing Agent to execute the purchase order in accordance with Bid #9401.
9. Accept the bid from Courtesy Chevrolet Center, Inc., in the amount of $87,015.24 plus applicable
tax, for the purchase of three 2020 Chevy Bolt Electric Vehicles for Public Utilities Department
use, and authorize the Purchasing Agent to execute the purchase order in accordance with Bid
#9390.
10. Accept the bid from McPeek's Chrysler Dodge Jeep Ram of Anaheim, in the amount of
$34,505.75 plus applicable tax, for the purchase of one 2020 RAM 2500 Tradesman 4x4 Truck
for Fire and Rescue Department use, and authorize the Purchasing Agent to execute the
purchase order in accordance with Bid #9413.
11. Accept the bid from Bradley Lighting, Inc., in the amount of $339,334 plus applicable tax, for the
purchase of palm tree lighting fixtures and equipment for the Anaheim Resort Maintenance
District, and authorize the Purchasing Agent to issue a purchase order in accordance with Bid
#9407.
12. Accept the bid from ControlFS LLC, in the amount of $198,300 plus a 20% contingency, to
provide inspection and repair services for backflow prevention devices at various locations
throughout the City for a one year period with four one-year optional renewals, and authorize the
Purchasing Agent to exercise the renewal options in accordance with Bid #9398.
13. Accept the bid from Mobile Concrete, in the amount of $27,300 plus applicable tax and a 20%
contingency, to provide onsite short load concrete delivery services for the Public Works
Department for a one year period with four one-year optional renewals, and authorize the
Purchasing Agent to exercise the renewal options in accordance with Bid #9405.
14. Accept the lowest responsive bid from Pacific Coast Landscape & Design, Inc., in the amount of
$510,060 plus a 20% contingency, to provide landscape maintenance services covering East
Center, West, and West Center areas of the City for a one year period with up to four one-year
optional renewals, and authorize the Purchasing Agent to exercise the renewal options in
accordance with Bid #9396.
15. Approve the revised construction schedule and delay for the Anaheim Safe Transit Stop
Improvements Project from Fiscal Year 2019/20 to Fiscal Year 2021/22 allowing for a unified bus
shelter design as part of a new, but separate, advertising bus shelter contract.
16. Approve Memoranda of Understanding (MOUs), in substantial form, with the Anaheim Workforce
Development Board, the State of California Employment Development Department, County of
Orange Social Services Agency, North Orange Continuing Education, and State of California
Department of Rehabilitation, which outlines the sharing of resources and expenses associated
with the operations of a comprehensive one-stop center, and for reimbursement from America's
Jobs Center of California partners for the term beginning May 1, 2020 to June 30, 2023; authorize
the Mayor and the Community and Economic Development Director, or their designees, to
execute the MOUs, and authorize the Community and Economic Development Director, or

necessary actions to implement and administer the agreement.
18. Approve the Temporary Construction Easement Agreement with Camarillo Airport Business
Center 3/6, LLC, in the total payment of $819, for the property located at 2100 South State
College Boulevard, for the Orangewood Avenue Widening Project from State College Boulevard

19. Approve an Agreement for Acquisition of Real Property with Loretta Jean Anton Karcher, in the
acquisition payment amount of $411,000, for a public road and utility easement, a sidewalk

Report on Closed Session Actions:
City Attorney Robert Fabela announced that Council accepted the immediate resignation of City
Manager Chris Zapata. ROLL CALL VOTE: 5-2 (AYES: Mayor Sidhu and Council Members Faessel,
Brandman, Kring, and O'Neil; NOES: Council Members Barnes and Moreno).
He further announced that Council appointed Greg Garcia as Interim City Manager and authorized and
directed the City Attorney to negotiate a salary for the Interim City Manager. ROLL CALL VOTE: 5-0-2
(AYES: Mayor Sidhu and Council Members Faessel, Brandman, Kring, and O'Neil; ABSTAIN: Council
Members Barnes and Moreno).
Public Comments (non -agenda items): None
Council Communications/Agenda Requests:
Council Member Moreno offered appreciation to Anaheim residents who sent communications regarding
closed session and noted that no communications were received in favor of removing former City
Manager Chris Zapata. He looked forward to continuing to support residents through the current crisis
and encouraged residents to question why his colleagues voted to remove Mr. Zapata. He offered
prayers for the city and requested the meeting adjourn in memory of Rafael Ramirez, father of his senior
policy aide Marisol Ramirez.
Council Member Barnes thanked former City Manager Chris Zapata for his work and read the names of
those who submitted public comment emails in support of him. She expressed appreciation for Mr.
Zapata's work in District 1 and stated the work would be completed. She stated her commitment to
mobile home parks across the City and referenced a letter of thanks from real estate developer John
DeFalco, for food drops at Anaheim Royale and Willowick, and noting $500 donations to the California
Association of Food Banks and the People's Homeless Task Force of Orange County. She encouraged
everyone to continue to give and help seniors and the needy.
Council Member Kring announced a food distribution event on April 22 by Access Cal Services at 631 S.
Brookhurst St. She reported her participation on April 11 at the Second Harvest Food Bank distribution
event at the Honda Center, and encouraged residents to assist on Mondays at Renewable Farms at
Vermont Avenue and State College Blvd. She asked to adjourn the meeting in memory of retired
Anaheim Police Department Captain Ben Hittesdorf. She reminded residents that with warmer weather
comes mosquito season and encouraged all to "tip and toss" standing water and to call the Mosquito and
Vector Control Board for assistance, if needed. She clarified her earlier comments were not to suggest
opening additional services quickly, but in a prompt, phased approach. For Council consideration, she
requested an ordinance legalizing cannabis businesses in Anaheim consistent with State law, a
resolution to place the topic before the voters in November, and a cannabis tax measure for the May 5
and May 12 agendas, and requested the Public Information Office proactively seek public input
(concurred by Mayor Sidhu and Council Member Brandman).
Council Member O'Neil thanked Chris Zapata for his service and looked forward to moving the city in a
new direction.
Mayor Pro Tem Faessel requested the meeting adjourn in memory of Anaheim High School Hall of Fame
member Don Liebhart. He thanked the Honda Center for allowing use of their property by the Orange
County Clerk -Recorder to perform marriage ceremonies, in addition to the Second Harvest Food Bank.
He acknowledge the Anaheim Community Foundation for already granting money to 18 non -profits as
part of the economic recovery plan. He reported his participation on April 11 for the 125th anniversary of

Anaheim Public Utilities, on April 16 for a retirement parade for 35 -year Community Services employee
Margaret Hunter, on April 18 for Lineman Appreciation Day, on April 19 for the celebration of Elmer
Thill's 1061" birthday, and on April 20 for a food distribution event with Congressman Lou Correa in the
Benfield Canmore neighborhood. He further noted, that along with colleagues from Fullerton and Santa
Ana on the Metropolitan Water District board, they brought a rate structure modification to cut the
proposed two-year rate hike approximately in half, adopted by about two-thirds of the directors. They will
continue to review expense items and will revisit rates and the budget no later than the end of August.
Council Member Brandman encouraged all residents to stay in touch and receive updates from the City's
website to learn about assistance during the state of emergency. He recommended the use of Anaheim
Anytime and 3-1-1, and for true emergencies to call 911.
Mayor Sidhu thanked all residents for their engagement and his colleagues and staff for their leadership
and service. He noted a majority of the Council expressed a desire to more in a different direction with
the City Manager, thanked Chris Zapata for his service, and looked forward to working with Interim City
Manager Greg Garcia. He advised residents, that even with a change, the city was in great hands with
all the employees continuing to provide services daily and he looked forward to working with everyone to
make Anaheim stronger than ever. In closing, he acknowledged Yom HaShoah, Holocaust
Remembrance Day, commemorating the lives and heroism of the Jewish people who died between
1933-1945.
Adjournment: 10:17 P.M. in memory of Ben Hittesdorf, Don Liebhart, Rafael Ramirez, and
all those who've passed away.

Dear Mayor Sidhu and Members of the Anaheim City Council:
Over the past year, there have been many Council decisions which have left many of our
residents and people in the business community with questions as to the direction,
motivation and efforts for transparent local government of the Anaheim City Council.
There is further curiosity as to the role of the obvious and constant influencers who "help"
the Council frame certain issues in the past and possibly in the future.
To that extent, it has come to our attention that there may be a plan by the Mayor and
City Council majority to ask for our City Manager's (Chris Zapata) resignation and that
this new issue may be discussed as early as this coming week. We would respectfully
ask that you would allow for the public to be a part of this "discussion" at least to the extent
that your constituency could hear in person, first-hand and participate by way of public
comment and honest dialogue. We would like to know as to why a drastic measure of
this nature would be so important at a time when we are in the middle of a pandemic,
which is crushing the Anaheim economy. Why would the City Council want to even
consider creating a scenario that involves some sort of a severance package that would
undoubtedly be for a substantial amount of money at a time when we already have budget
shortfalls and cuts that are now being contemplated? Is this a firing or a resignation?
Most of you know both of us. We have no ulterior motives and no interest other than to
have transparent local governmental decisions that are founded in favor of and in the
beneficial interest of the City of Anaheim. We have history here and have made
considerable contributions to help make Anaheim the best it can be. We thank you for
your consideration and look forward to your favorable reply. Kindly contact either of us

Please keep Zapata. If our city is following government protocol and showing checks and balances, Zapata
should stay. It seems that he has our city's interest at heart. He is asking questions and managing money
appropriately. If a group did not ask for 6.5 million dollars, it does not make sense to just give it. If they have

On the April 27, 2020 - 3:OOPM Close session agenda the first item is "Public Employee Resignation/Release/Dismissal'
when I looked into this I was shock that, at a closed door session the City Council would consider replacing the city
manager. Four of the current councilmembers were on the council at the time they selected Chris Zapata. He has been in
this position less than two years.
This is not the time to replace a City Manager. The city spent several years with temporary City Managers and city staff
morale was impacted. Not only will the tax payers have to buy out the remaining contact but will need to hire a
"temporary manager" and pay that person. The current contract runs through August 5, 2023 at $299,000 per year.
The city will see a major shortfall in revenues in 2020, having an impact on city services including the Fire and police
Departments. The city needs to look at where it can cut expenses and all non-essential programs need to be placed on a
freeze until we get through the next 12 to 18 months.
I understand the City Manager propose a salary reduction of 10% until August of 2021. This would save the city
taxpayers $29,000.

I have become aware through News articles and other sources that Mayor Sidhu is possibly planning to
terminate our City Manager, Chris Zapata.
Chris Zapata has done, and continues, to do a wonderful job for the City of Anaheim. If these rumors become
true, and Mr Zapata is terminated, I will no longer be supporting Harry Sidhu and will join the efforts of those
who want the Mayor recalled.
The Mayor is the very person who HAS NOT kept his promises to the residents of Anaheim. While the rest of
us are staying indoors day after day, there are more and more transients on our streets potentially spreading
COVID-19 while the Mayor does nothing about it. As storefronts get boarded up, more and more
encampments are being built. I actually saw some upon the roof at Ball and Beach just yesterday. Now that
the stores are closed, the transients are taking over the roofs too --- probably gaining access to the deserted
stores from the roof tops.
Instead, the Mayor is throwing $6.5 million into marketing. I saw the first video come out yesterday! I was not
impressed to see our resources (APD) being wasted on a video when they should be getting these transients into
shelter instead. But the Mayor is more concerned with advertising a city which is quiet, and will be for some
time.
Chris Zapata is CORRECT in his assessment of the needs of our city. But Sidhu has other plans at the
residents' expense.

I hope you are safe and well as you read this email. My name is Carmen Aguila Westberg and I
am the Neighborhood Watch Captain of the Brookhurst Park community.
I wanted to write this email because I was informed that Chris Zapata, the City Manager, was
going to be replaced. I was VERY saddened to hear this news! Mr. Zapata has always been great
about listening to our community and responding right away to help us with our challenges. He
has been one of the very few at his management level to be so willing to help us follow through
on important changes in the community that we have ultimately been able to make to make our
community safer and stronger.
I also believe that it is a very inconsiderate and inhumane thing to do to someone to let them go
in the midst of this pandemic that is happening, adding stress to an already stressful time that
he, and the rest of the country and world, is experiencing.
I believe Chris Zapata has been a very effective City Manager, and unless he has done
something horrible, which I sincerely doubt, I think it would be an appalling decision to make at
any time, but much less at this time. It truly makes me feel very uncomfortable about the city's
management if they can make decisions like this, at a time like this, without serious cause.
I do hope this decision is not made permanent as I wish to see Chris Zapata continue the very
effective work he has done for our city, and certainly for our community.

It has come to my attention that a closed door city council discussion will take place on Tuesday regarding the
possible dismissal of City Manager Zapata on the basis that he is recommending a 10% salary reduction for city
employees. This letter is urging you to support Mr. Zapata and his recommendation.
The corona virus will significantly impact tax revenues for the City, and it follows that expenses need to be
reduced accordingly. It is only fair that we ask our city employees to do their part by accepting this 10% salary
reduction. That is a small sacrifice compared to the financial hardship endured by many in the private sector
during this crisis.

We need to keep Chris Zapata in office as City Manager! He has done so much for us. I am a 17 -year-old girl and when
we had the problem with homelessness in the park and I couldn't feel safe going there, Mr. Zapata heard my concerns
and and helped fix the problem for good. Now I can go to the park and I feel safe. He has come to our house individually
just to talk to my parents about our concerns and assured us that he would find a solution. Sure enough, Mr. Zapata
followed through with his promise. He always keeps his promises and not only does he get the job done, but he cares for
each person in the city, individually. I would not replace him for anyone! Especially in this time of crisis, I couldn't
imagine someone better to lead us than our very own, Chris Zapata. KEEP CHRIS ZAPATAM :)

For what it's worth, I think Chris is a decent good City Manager (despite his involvement in the Angels
negotiations) and should be kept.
If the reason his continued employment is being discussed is due to his expressed concerns over our budget
priorities during this Coronavirus crisis (e.g. qualms about overspending on Visit Anaheim right now, and
offering to reduce his own salary) then firing him would be outrageous.

Chris Zapata went above and beyond during our homeless crisis a couple of years ago. He was new
on the job and personally came door to door multiple nights, for weeks, while Mayor Tate and city
council was ineffectual in our desperate situation.

a crisis the city was and still is going through with the homeless in Anaheim. He is community friendly to us
residents on the West side of Anaheim and came through on his promises. Which I can't say much for other

Closed Session Agenda item # 1:
The present Anaheim City Manager Zapata has collected criminal
information concerning Mayor Sidue and his cabal of councilmembers. That
information could put several members of the Anaheim City Council in prison.
Zapata has cleverly arranged to have his employment- terminated so he will
receive a "Keep Secret" settlement agreement from the residents of Anaheim for
up to one million dollars. This is similar to Zapata's scam on his previous
employer where he was terminated for molesting women and receiving a $375,000
"Keep Secret" agreement.
Previously, the Anaheim city council terminated the Anaheim police chief
and gave him a $750,000 "Keep Secret" agreement. That police chief, like the city
manager Zapata, had knowledge of criminal conduct by council members and
their staff. That information included the Magic Black Bag trick that cheated the
only Latino council member by having his term in office reduced by two years.
Closed Session Agenda item # 2:
The Walt Disney Corporation, using the influence from spending in excess
of a million dollars to elect Anaheim councilmembers, has selected Assistant City
Manager, the "Uncle Tom" Greg Garcia, to be Anaheim's Interim City Manager.
Greg Garcia is a proven Disneyland supporter and neglects the residents of
Anaheim that are nearly all Latino.
Greg Garcia proved his loyalty to Disneyland by his vigorous opposition to
District Elections for Anaheim. He was at the time in charged of the district
election informational meetings where he consistently ran the meetings in a bias
manner, and falsified the meetings' minutes.
Of interest are the Freedom of Speech violations by the Anaheim City
Council in censoring Closed Session Public Comments. They are not included in
the official video or audio recordings of the council meetings, in the "action
agenda" fake minutes of the meetings, nor in the repeated cable TV broadcasts of
the council meetings.

As a longtime Anaheim resident (28 years), I am extremely troubled by the closed session item on tomorrow's
City Council Agenda, regarding City Manager Chris Zapata.
do not think it is a good idea or appropriate to remove the first Latino City Manager of the largest City in
Orange County, after such a short tenure (less than 2 years) and in the middle of a pandemic that is severely
impacting the economic viability of our country as a whole and in particular causing a huge strain on the
ongoing operations of the the City Anaheim. We need strong, stable leadership during these difficult times.
Additionally, the optics (whether substantiated in truth or not) of the timing of his removal in relation to the
COVID stimulus approval and the concerns he shared at the City Council are very disheartening.

Good afternoon,
I do not usually comment on opinionated issues, however, the issue at hand concerns not only myself, but
many others in the community have come to me as well. So I have been asked to express our thoughts about
the supposed upcoming firing of City Manager Chris Zapata. I am not alone in my absolute shock in hearing
about this. With all due respect, it appears to be in direct retaliation to his minor difference in opinion in the
allocation of monies spent in the Economic Recovery Plan. As you know, I submitted a letter of support,
although if I knew it would cause someone to lose their job for simply voicing a difference in opinion I would
have never supported it. Mr. Zapata is well respected not only by myself, but by many in the community. He
has done a phenomenal job with the mess he walked into when he took the position. He has literally walked
the neighborhoods himself to get to know them. He has gracefully taken. on the difficult task of addressing
homelessness. He appears to be fair and just. I am so taken aback by this decision. The City, along with the rest
of the world is in the midst of a Pandemic, a public health emergency, and to take this action right now would
be a mistake. I believe it would show weakness, not strength, in the City of Anaheim. I ask that you put your
personal opinions aside for now. Emotions are high, rash decisions are unhealthy and frankly show poor
judgement among leadership. Again, I say this meaning no disrespect, as I truly care about all of you. I just
think everyone needs to take a few steps back and show your constituents the strength you all possess by
focusing on what really matters right now. This issue can be taken up at a later date if needed. I understand
that I may not be aware of other background issues, but I am simply expressing what this action looks like to
most of the community. In no means do I intend to offend any of you and I believe each one of you know me
well enough to understand that.

and focus all the existing talent and money on what really matters right now - to help prevent the spread of
Covid 19 and help the struggling citizens and small businesses.
Besides the fact that we need all hands on deck, it would be wasteful to pay severance pay and pay for new city
manager- too many people are struggling and this money us better spent on other things.
This issue can be taken up at a later date if needed. I understand that I may not be aware of other background
issues, and if there is some kind of legitimate reason for this, the public has a right to know. But this action does
not look merited to most of the community, and could reflect poorly on your leadership. In no means do I intend
to offend any of you. I hope you will make the right decision.

To Whom It May Concern,
I know very little about the current Anaheim City Manager, Christ Zapata, but I have known city managers from several
cities where I've served, both large and small size cities. Rarely, if ever have I heard of a City Manager recommending a
cut in pay for himself and budget considerations that take into effect a fiscal crisis; I don't even see that from our current
congressional leadership.
The most successful cities I've been a part of had this type of leadership in place. I am not sure I agree with the Anaheim
Stadium deal, and feel much more needs to be done in Anaheim regarding the average citizen, but I'm not sure now is the
time for a city manager change. If the reason for this change is a public disagreement, then this action is not appropriate.
Public disagreement is a part of a healthy political system, and in the cultural perspective I work from it is simply part of
the larger conversation. A good decision making process includes disagreements, because it includes every voice.
I advocate for systems that allow for discussion and not a win - lose, or win at all costs approach. These systems rarely if
ever serve the common or public good. These systems are power systems that always create a loser in the process. Like
any relationship, once there is a loser, the system as a whole loses; relationships, families, communities, cities, nations,
and international relationships. This is one reason why so many municipalities struggle, as well as national and
international relationships today.

The very disturbing report of the termination of the Anaheim City Manager Chris Zapata, in the middle of a
worldwide pandemic shows a reckless disregard for the citizens of Anaheim, in that their leadership is taking this
kind of move, at a time when we need the leader of the city government to be focused on the pandemic, and
the issues that that pandemic has brought to the city of Anaheim, also the disturbing fact that the city manager
Chris Zapata questioned the motive of a six and a half million dollar chandout' to the "Visit Anaheim"
organization at a time when the budget and the city finances are on shaky ground, I would hope that the Mayor
and the Council Majority changes the course of this move resend this call for the termination of the city
manager, this is going to hurt the city of Anaheim and it will be remembered in the future for many years to
come.

charging 6.5 million dollars is too much? It's obvious to me that the Mayor will be getting a kickback from the
advertising agency. In a time where people dont know how they're going to feed their families because of Covid

Re Chris Zapata: It has come to many peoples attention that our City Council is
looking into firing our City Manager Chris Zapata. Mr Zapata has gone to great
lengths to attend neighborhood meetings to let residents know what's going on in
their city, and explain how bright the future will be. He's the first City Manager
that I recall ever doing this. He has defended the convoluted negotiations between
the Los Angeles Angels and our City and has been a beacon of hope for many
residents who have felt slighted and neglected by some of the City Council's recent
procedural changes. I hope this is only hearsay and not something you as a body are
actually contemplating. Because of the small margin of victory of some of our
sitting Council Members there certainly is no "mandate of the people" for some of
our recent Council actions. Mr Zapata has been bridge between the Council and the
residents that they trust and his continuance in his position would go a long way to
cement that trust between our residents and our districtly elected City Council.

am a resident of Councilman Moreno's district, District 3, and I am writing pertaining to the issue of keeping our City
Manager, Manager Zapata.
We need to all be allowed to be honest, and we need to be free to be open, and if the only reason that City Manager
Zapata is facing removal is because he disagreed with Mayor Sidhu over the issue of our city paying money to advertise a
resort which is now closed, then our City Council needs to vote against Mayor Sidhu, and our City Council must vote to
retain City Manager Zapata.

Dear Mayor Harry Sidhu and members of the Anaheim City Council:
I'm writing this message to express concerns about allegations that Chris Zapata, the City Manager, is being fired by
Mayor Harry Sidhu in part because of remarks he made in an April 16th memo expressing an interest in reducing the
executive compensation of Visit Anaheim's top execs.
But I'm a bit perplexed by all of this. First, in an April 2nd memo by Jay Burress, President and CEO of that non-profit, he
states that after layoffs, all remaining staff "took a 20% salary cut." Second, in an email I received the same day from
Mike Lyster, he reiterated what Burress wrote in his memo.
However, in an article just posted yesterday on the Anaheim Blog by Matthew Cunningham, a political consultant whose
wife happens to be Senior Vice -President of the Anaheim Chamber of Commerce, he claims that Visit Anaheim's "senior
leadership has reduced their own pay by 50%."
So what is it? A 20% cut? 50%? Personally, I think compensation for Visit Anaheim's top execs should be cut by more
than 50%. The leaders of many businesses, including executives with the Walt Disney Company, have slashed their
salaries to the bone. Burress should step up to the plate and do the same.
If Zapata is being fired because he wanted to reduce executive compensation, I think that's a petty and vindictive thing
to do. I find it immoral Sidhu's top priority on March 26th was not to spend money to fight the spread of the deadly
COVID-19 virus, but to give $6.5 million in public funds to his rich friends.
The mayor doesn't seem to understand our city's economic recovery is wholly dependent on stopping this virus, not just
making up a marketing plan. Infectious agents spread like wildfire in theme parks, stadiums, and other crowded venues.
Tourists aren't going to flock here if they think they will get sick.

I wish to voice my concerns regarding this article I read over the weekend.

I also read another article somewhere (The Voice of OC) that discusses some concerns that Anaheim City
Manager, Chris Zapata, had raised regarding the high rate of pay of top executives of Visit Anaheim,
during/after the city council had passed its vote to offer a $6.5 million bailout to Visit Anaheim.
I am not sure what to believe, since both articles take on a different position.
I do not know Chris Zapata personally and have not worked with him. However, I do watch Anaheim City
Council Meetings, am involved with WAND and Anaheim First, and care very much about the goings on in my
city, which I have lived in for over 20 years.
I would sure hope that Chris is not being removed from his position due to some disagreement over this money,
which will be dispersed to Visit Anaheim, over time. We do have a lot of unresolved issues in our city and this
is a lot of money to be concerned with.
I would like to say that Chris appears to me to be a genuine and sincere person in how he conducts himself in
his official business.
I think this would be a bad time to release Chris from his position, given this current state and climate created
due to COVID-19, and this could very well look like an opportunity seized, due to this current climate.
Again, I sure hope intentions are what is best for the city and not based differences of opinion/political/financial
disagreement.

Greetings Mayor Sidhu ,Council Members and Staff,
I am very concerned about this latest agenda item 1 and 2 placed in closed session.
Just two weeks ago, by majority vote, you enacted a withdrawal of 15 million dollars to create an economic
"stimulus" package.
This was to help the citizens of Anaheim.
Many of us were okay with most of the package as we want to see small business,non profits and the
community helped.
However many are very skeptical of the 6.5 million allocated forward Visit Anaheim for as you said
advertising.
That didn't seem like an economical stimulus plan nor did it seem appropriate for the time. You and the council
majority
put your faith in the oversight,well actually the entire plan in the hands of Chris Zapata.
Mr. mayor when pressed for details of your plan you said that you were turning over the details to the trusted
city manager and staff.
You laid this important task on the feet of staff and now just two weeks later there are these two items on the
agenda.
What message are you trying to send the citizens of Anaheim? Two weeks ago when you needed this 15 million
taken from reserves.
You and the council majority backed up the plan by boasting your confidence in this competent staff.
Now you have us believe that in just two short weeks you are finding fault with the city manager who has been
running the city?
I don't think that the citizens of Anaheim are going to be able to understand this blatant change of heart.
You have put faith in the hearts and minds of the good citizens of Anaheim that staff does the work and that
they do a tremendous job.
They hammer out ALL the details as you said. Just two weeks ago you had confidence in the city manager.
This doesn't add up.
I ask all of you today to think clearly about the choice you are making if you do not have just cause.

15 million dollars taken from our reserves and Harry wants the approval of his Republican majority City
Council with all the Managers even if the city managers see where there may be a problem possibly
coming like bankruptcy for the city of Anaheim.
Something about a PANDEMIC it makes look at ourselves and what really important to ourselves. Its
back to the same old dilemma of what is important "People or Money" and to this mayor it is his people
with money. This money is for the residents and the running of the city functions, not the organizations
that support the Mayor and his money grab.
First it was the Disney Chamber of Congress new organization "Anaheim First" with the Mayor giving
them $250,000 to evaluate what the city needs. Like our city government could not do that, WRONG we
could have done that all the departments heads and the residents. Money throw away
Next it was the "Disneyland Chamber of Congress" because they were broke and needed money.
Instead the Mayor and his majority gave them nearly a half million dollars of tax payers money.
Next it was Disney/Wincom properties the Mayor gave them 300 million in government subsidy to build
a 4-star resort. This is after Disney paid in 2017 a landmark deal paid 52.4 BILLIONS for the FOX network.
That money could have paid for housing for the Seniors, Veterans, Affordable, low income, and
homeless HOUSING.
Now in the middle of a pandemic gave Visit Anaheim an organization that visible and vocally against
measure "L" the living wage 6 and half million dollars without even checking to see if they had reserves
themselves. The part that bother me the most is that the top 2 officers in this organization make nearly
$800,000.00 annually. Why are we giving $6.5 million dollars to an organization that cannot even
operate because of the pandemic and some residents struggle to put food on the table and pay their
rent. The city manager seeing this knows that if this pandemic lasts for a substantial amount of time,
knows that the city of Anaheim may be going bankrupt. So when asked by city councilman Moreno the
city manager gave his honest opinion.
This opinion conflicted with the mayor wants and his need to justify giving Visit Anaheim this $6.5
million dollars. Now the mayor wants to fire the city manager just like Trump wants to fire everyone at
the White House who spoke up. This action that the Mayor and his Republican majority city council is
threatening our democracy and our stability as a city. Which way are you going to vote this time Mr.
Faessel when Mr. Zepeda was backing you up in your neighborhood townhouse meetings, can you
honestly look him in the face when you give your vote or will you cave again to the money power
structure turning your back on the residents of Anaheim. Councilman Brandman are you going to vote
for dismissing the city manager that has been praised by the city council numerous times. We are
watching.

The Kennedy Commission (the Commission) is a broad coalition of residents and community
organizations that advocates for the production of homes affordable for families earning less than
$20,000 annually in Orange County. Formed in 2001, the Commission has been successful in
partnering and working with jurisdictions in Orange County to create effective policies that have
led to the production of new homes affordable to low income working families.
We are writing in regards to the proposed Exclusive Negotiation Agreement (ENA), with
Greenlaw Development, LLC for a future development of approximately 7.3 acres at the
southeast corner of Beach Boulevard and Lincoln Avenue (land owned by the Anaheim Housing
Authority) and the Option Agreement and Escrow Instructions, in substantial form, in the
acquisition amount of $4,750,000, for the purchase of an approximately 1.73 acre property
located at 2952 and 2960 W. Lincoln Avenue.
As the Council reviews the proposal the Commission urges the City and the Housing
Authority to prioritize the creation of exclusively new affordable housing for Extremely
Low, Very Low and Low Income families on theses Housing Authority sites.
These sites have been acquired by the ANHEIM HOUSING AUTHORITY with housing funds
to facilitate the production of housing for lower income working families. The lower income
housing needs are not being addressed by the market rate developments being incentivized in the
housing market in Anaheim.
Affordable housing development on these sites is critical since current policies and programs
have not facilitated the development of homes affordable to lower income households in the
traditional development in the City.

The City of Anaheim 2019 Annual Housing Element Progress Report (Item #3 on tonight's
agenda) outlines the huge housing imbalance and deficit in meeting the City's housing needs for
lower income families.
As highlighted in the City of Anaheim's Housing Element Progress Report, the City has a deficit
of affordable housing. The City has permitted over 7,477 housing units during the current
Housing Element period and only 245 have been in the affordability level of low and very low.
The vast majority of the housing units, 7,232 have been approve at moderate and above moderate
income levels. With only a year left in the planning period and with the City lacking site capacity
for its remaining affordable housing needs, it is imperative that the City of Anaheim prioritize
affordable housing on the few City owned opportunity sites and in new sites being rezoned and
being incentivized for housing development. With a remaining RHNA need of 1,918 lower
income homes, it is important the City prioritize the development of new affordable homes
for lower income families in the City.
The CA Surplus Land Act Requires that Surplus Land Be Offered for Affordable Housing
or Open Space
The 7.3 acres at the southeast corner of Beach Boulevard and Lincoln Avenue (land owned by
the Anaheim Housing Authority) needs to be developed for affordable housing. In the event that
these properties are no longer needed, they can't simply be offered for market rate development.
The CA Surplus Land Act, Cal. Gov. Code, § 54220, et seq., requires that when a local agency
wishes to dispose of land it no longer requires, the agency must send a written offer to sell or
lease the property to certain entities for affordable housing or park purposes.
In adopting the Act, the California Legislature declared, "housing is of vital statewide
importance to the health, safety, and welfare of the residents of this state and ... provision
of a decent home and a suitable living environment for every Californian is a priority of the
highest order," and thus "surplus government land, prior to disposition, should be made
available for that purpose." Cal. Gov. Code, § 54220(a).
Specifically, the Act requires that a local agency disposing of surplus land must send a
"written offer to sell or lease for the purpose of developing low and moderate -income
housing" to local public agencies and, upon request, to individuals or organizations
certified by the state to "own, construct, acquire, or rehabilitate a housing development"

Conclusion
We ask that the City of Anaheim Council and Housing Authority use the Housing Authority sites
exclusively new affordable housing for Extremely Low, Very Low and Low Income families to
address affordable housing needs for low, very low and extremely low families in Anaheim.
We also request for a formal disposition of the agency owned land in a manner that complies
with the Surplus Land Act if by, at a minimum, offering a priority to sell, lease or use the land
for affordable housing. The City needs to prioritize its City owned land to create much needed
affordable housing.
Lower-income families in Anaheim are likely to bear the brunt of the economic impacts of the
present and expanding health crisis—with significant numbers of workers expected to lose their
jobs and find themselves unable to pay for high rent, health care, and other necessities. This is a
crucial time to continue plan and investment in affordable housing development.
We urge you to approve new housing developments in a way that will help the City of Anaheim
meet housing needs and Housing Element goals in and equitable manner. With growing
concerns about housing and economic insecurity— we believe that the City can prioritize the
development of affordable homes that residents desperately will need, during and after this
crisis.

improve quality of life and expand affordable housing options for residents in Anaheim.

Rental payments
Those of us on SSI, SSDI, and Social Security may not be getting their checks until the middle of May.
Therefore respectfully request that we set a new day be on May 31st protecting rental tenants until June 31st.
We are told now by the Secretary of the Treasury oh, that we might not be receiving our payments until late
May.
Therefore I request of the city council take into consideration extending the rental deadline it was residence and
landlords. In addition set up a 5 month payment arrangement for any back rent this do.

Hello Mr. Mayor Council and City Staff,
My name is Annemarie Randle-Trejo president of the Anaheim Union High School District Board of Trustees.
I'd like to report as from March 16- April 14 our district has passed out over 190,000 meals to our students
in Anaheim.
(This does not include meals prepared for the YMCA.) We are doing our part to help our families.
I have some items of concern as you consider matters before you today. My hope is that you revisit your
thoughts
on the rent moratorium in Anaheim.
Many residents are very concerned about their housing situations and are fearful that in just one month they will
be evicted from their homes if the council doesn't step in to help.
We all know this is of no fault of their own. This stay order has all of us home bound.
Please reconsider adding more time for our citizens who are lining up at food banks to feed their families.
Please give them some more time to recover and give them the gift of hope.
Another item of concern is the limited amount of low income housing in Anaheim. It is not enough.
As you approve the development of more and more housing projects the ratio of low income projects do not
match the great need.
We all know that there will be economic hardship as fallout from the Covid-19 virus. We need to address this
need head on
that will come from this economic hardship. (There is a great need as of now.)
I believe we do not have a policy in place that gives developers directives to build a certain amount of low
income housing.
We need to take the time now to correct this and take care of our residences needs. These are the hard working
people who
work in the hotels and restaurants. They work in the small businesses, They work at our entertainment venues.
Please set a policy in place and do the right thing our families are counting on you.

Dear Mayor Sidhu and City Council Members:
The Kennedy Commission (the Commission) is a broad based coalition of residents and
community organizations that advocates for the production of homes affordable for families
earning less than $20,000 annually in Orange County. Formed in 2001, the Commission has
been successful in partnering and working with Orange County jurisdictions to create effective
housing and land -use policies that has led to the new construction of homes affordable to lower
income working families.
The Commission would like to commend the City for its leadership and commitment in
encouraging and facilitating the development of homes affordable to lower income families.
Completed in 2016, Rockwood Apartments is comprised of 70 units of which there are 48
project based vouchers that are set-aside for homeless families and 15 units are set aside for
MHSA households. Additionally, the Orangewood/ Manchester development of 104 affordable
units, of which 20 units will be set aside for permanent supportive housing, and the El Verano
Senior Apartments which will provide 54 homes for lower income seniors have now completed
the entitlement process.
While these developments will provide much needed housing for the City's lower income
households, these developments are only meeting a small percentage of the City's lower income
housing needs. As the Council reviews the City's 2019 Annual Housing Element Progress
Report for the 2014-2021 planning period, the Commission urges the City to evaluate its
current policies and programs that have not facilitated the development of homes
affordable to lower income households in the City. For the 2014-2021 Housing Element
planning period, the City has a Regional Housing Needs Assessment (RHNA) of 1,256 very low -
and 907 low-income households. To -date, the City has built 124 or 10% of the 1,256 very low-
income units and 121 or 13% of the 907 low-income units.' However, for the above moderate -
income units, the City outperformed and exceeded the RHNA by constructing 7,182 or 287% of
the 2,501 above moderate -income RHNA.2 While 948 above moderate units were added in 2019,
only 53 units total were added at the very low and low income levels. With a remaining RHNA
need of 1,918 lower income homes, it is important the City prioritize the development of
new affordable homes and adopt a mixed -income housing ordinance to encourage the
development of affordable homes for lower income households in the City.

A multi -prong affordable housing strategy should be developed in the City that includes
implementing effective housing policies and programs (i.e., mixed income ordinance, especially
in the Platinum Triangle and rent stabilization) and adopting an updated Affordable Housing
Strategic Plan (AHSP) that provides specific goals in the construction of affordable homes. The
City should also evaluate and review proposed/completed residential developments that have
occurred in the Residential Opportunity Overlay Zone. Has it been successful in facilitating the
development of affordable homes for lower income families? If not, the City should take the
steps to strengthen the effectiveness of the overlay to ensure its success to facilitate by -right
residential affordable housing developments. In light of the City's approval of a 20 -acre
market -rate residential development in the Residential Opportunity Overlay Zone, the City
needs to identify additional capacity to meet its remaining housing needs for lower income
households.
The extreme disparity of housing production in the City highlights the dire need for the City to
focus and prioritize the development of quality affordable rental homes to lower income
households. This is especially true given that Orange County is an extremely expensive county to
live in for many residents. Ranked among the top ten least affordable metropolitan areas in the
country3, Orange County is suffering from an affordable housing crisis. A resident must earn at
least $39.17 per hour to afford a two-bedroom apartment at a fair market rent of $1,876 a
month.4 Orange County renters paid an average of $355 more a month in the seven years prior
to 2018 and rents are projected to continually rise.5 During 2000 to 2015, Orange County's
inflation-adjusted median rent increased by 28 percent while the median renter income decreased
by 9 percent.6 In Anaheim, the majority of the residential building permits issued since 2014
have been at the Above Moderate income level (7,182 permits) and much less at the low (121
permits) and very low (124 permits).? These numbers do not reflect the needs of lower income
households.
The impact of this crisis is dire. Many Orange County renters are rent burdened where they
spend more than 30% of their income towards housing costs. Struggling to make ends meet,
many households take on more jobs or live in overcrowded substandard households. With high
rents, low vacancy rates and an increasing number of residents needing affordable homes, the
supply of affordable homes being built for lower income households has also not kept up with
the demand. An additional 111,996 affordable rental homes are needed to address Orange
County's housing needs for lower income renters.8
Our homelessness crisis is only worsening. According to the 2019 Orange County Point in Time
count, 6,860 people experienced homelessness in Orange County on a single night in January
2019, which is a drastic increase from the 2017 Orange County Point in Time count which
documented 4,792 homeless people.9 During the 2016 to 2017 school year, 4,939 Anaheim
Elementary and Anaheim Union High School District students in grades Pre -K through 12t1i
grade were identified as homeless living in unstable environments in the Orange County school

districts. In addition, according to the recent release of the Cost Study of Homelessness, close to
$300 million was spent to address homelessness in Orange County during 2014 to 2015. Studies
have shown that housing coupled with supportive services is a cost-efficient intervention that
will safely house individuals experiencing chronic homelessness.
In addition, lower-income families in Anaheim are likely to bear the brunt of the economic
impacts of the present and expanding health crisis—with significant numbers of workers

Hello Mayor Sidhu and Council Members,
I wanted our great Anaheim Mayor Sidhu and City Council members to be aware of a big hole in the
city's COVID-19 housing safety net.
I am very pleased that Mayor Sidhu is doing what he can for the homeless and those that rent/ own
permanent residences by urging them to stay at home as Anaheim is presently a hot spot.
However, many of us are displaced during the pandemic due to the high cost of rentals in the city that
require the first and last month's rent upfront, great credit and income of 3 times the monthly rent.
While trying to sort out our credit, get our income up and so forth we stay in motels. Realtors and
Property managers have also stopped showing rental units during the crisis.
Many of us work on essential infrastructure construction projects. Then the pandemic hit us very hard.
Most motels in California implemented 28 day stay maximums (Mote16, Good Nite Inn, Best Western,
Choice Brands etc.) some years ago to keep us from becoming de facto residents after 30 days
(subject to California eviction protections).
Anaheim in particular also has an old ordinance requiring motel guests to check out before 30 days.
Buena Park, in contrast, has shown compassion during this health crisis and already implemented a
stay/moratorium on their similar ordinance for 60 days.
What that means to us in practical terms is that during the pandemic (even if we don't feel well, are
sick or coughing, or in a high risk group) and we know we should stay isolated from others in our
Anaheim rooms. If 28 days rolls around we have to move. So, we gather everything, use small
common elevators and luggage carts, have exchanges with two sets of leaving and arriving motel
staffs, other unmasked guests, disinfect everything in both rooms and so forth. This is an
unnecessary health risk for everyone involved during this crisis. Access to disinfecting supplies is
near impossible.
In my case, as a construction inspector in my late 60's with both underlying health issues and a
daughter with an immune system disorder, this is a really big deal, moving all our belongings for both
personal and work between motel locations.
This is not about money or the inability to pay for our rooms, because I am working. This is just about
getting needlessly evicted from our clean safe space every four weeks because of insensitive
corporate motel policies and old city ordinances. Local motel managers say there is nothing they can
do, their hands are tied by both their corporate leaders and city leaders, like Anaheim. I would hope
that the mayor and city public health officials would agree that public health is more important right
now. Please help outlaw this ongoing danger to our health in Anaheim and stop the 28 -day motel
evictions for 60 days. I am also hoping that the corporate hotel brands will show a small measure of
compassion and will act similarly for all Southern Californians.
Apartment renters and home owners are presently protected from eviction but us staying in Anaheim
motels get cast into the streets every 28 days.

Anaheim Motel Evictions During Coronavirus Pandenic
Dear Mayor Harry Sidhu and City Council Members,
First: Thank you Mayor Sidhu and Governor Newsom for the rapid response to COVID-19 which has done
much to save lives. Anaheim is experiencing a delayed reaction spike which can be further slowed if we we can
stay away from others indoors for a few more weeks.
Second: There are temporary eviction protections in-place for renters and homeowners during the pandemic and
efforts are being made for housing the homeless, which is a daunting task. Thank you for all those that need
these special protections.
Third: There is "NO PROTECTION" for the Anaheim, O.C. or California working poor families (like us)
during COVID-19 that are trying to make ends meet by living in motels. We currently find ourselves evicted
every 28 days, not because we aren't paying the tab but because motel corporations are more concerned with
guests becoming residents and acquiring protections than a public health emergency. We were evicted from an
Anaheim Motel chain two weeks ago because of their corporate 28 day stay policy. We have tried our best to
only shop every two weeks, keep away from others and so forth but the moves every four weeks make this
impossible using common facilities. Looking for a permanent place is further hampered as realtors and property
managers aren't showing units, and want residency history references, with high deposits.
Could you Mayor Sidhu and the City Council find it in your hearts to be compassionate and stay/ stop the motel
28 day evictions (except for non-payment)? This will allow us to safely "Stay at Home" and "Shelter in Place",
at least for the next month or two until kids are back in school or allowed back in public?

However, many of us are displaced during the pandemic due to the high cost of rentals in the city that
require the first and last month's rent upfront, great credit and income of 3 times the monthly rent.
While trying to sort out our credit, get our income up and so forth we stay in motels. Many of us work
on essential infrastructure construction projects.
Then the pandemic hit us very hard. Most motels in California implemented 28 day stay maximums
(Mote16, Good Nite Inn, Best Western, Choice etc.) some years ago to keep us from becoming de
facto residents after 30 days (subject to California eviction protections).
Anaheim in particular also has an old ordinance requiring motel guests to check out before 30 days.
Buena Park, in contrast, has shown compassion during this health crisis and already implemented a
moratorium on their ordinance for 60 days.
What that means to us in practical terms is that during the pandemic (even if we don't feel well, are
sick or coughing, or in a high risk group) and we know we should stay isolated from others in our
Anaheim rooms, if 28 days rolls around we have to move. So, we gather everything, use small
common elevators and luggage carts, have exchanges with two sets of leaving and arriving motel
staffs, disinfect everything in both rooms and so forth. This is an unnecessary health risk for everyone
involved during this crisis.
In my case, as a construction inspector in my 60's with underlying health issues and a daughter with
an immune system disorder, this is a really big deal, moving all our belongings for both personal and
work between motel locations.
This is not about money or the inability to pay for our rooms, because I am working. This is just about
getting needlessly evicted from our safe space every four weeks because of insensitive corporate
motel policies and city ordinances. Local motel managers say there is nothing they can do, their
hands are tied by both their corporate leaders and city leaders, like Anaheim. I would hope that the
mayor and city public health officials would agree that public health is more important right now.
Please help outlaw this danger to our health in Anaheim and stop the 28 -day motel evictions for 60
days. I am also hoping that the corporate hotel brands will show a small measure of compassion and
will act similarly for all Californians.

educate and empower residents of Anaheim through community health education.
Anaheim has the highest number of tobacco retailers, more than any other city in Orange County. Many of
these retailers and shops are located near elementary, middle, and high schools. In just one year from 2018-
2019, the percentage of high school students vaping has jumped from 12% to 21 %. The tobacco industry is
targeting kids with over 15,500 flavors, advertising (Influencers on social media: YouTube & Instagram), and
discounts/price promotions.
The recent outbreak of e -cigarette, or vaping-associated product lung injury, which predominantly affects
young people, is still a major public health concern. According to the CDC, there were 55 reported deaths in
California alone from using these products in 2019. and now everyone who smokes and vapes are at a greater
risk for getting sicker from COVID-19. According to Tobacco Free CA, smoking and vaping weaken the
immune system and the body's ability to fight infections.
Now is the time to take a stand against Big Tobacco and protect kids. Currently, we are working on ending the
sale of flavored tobacco products, including menthol cigarettes in the city of Anaheim. We have received
signatures from over 200 Anaheim residents who support our cause.

We can't understand the lack of enforcement of Stay at home orders yet the urgency of this coronavirus and
request that residents do thier part. It's frustrating to see neighbors having parties and inviting others over for
Easter while others abide by orders. It's sad to see small businesses be shut down and Starbucks only serving at
Drive-thru yet the guy with a fruit cart on Orangethorpe Avenue, across from South Jr. High School and on
State College Blvd. are allowed to serve cut up fruit and drinks with no 6 ft rule, attracting people with no
gloves, face masks and crowds standing close together. Rules should be for everyone.

City Council Members -
It is time to end the development fees that were imposed starting in 1987 on new
construction in South Orange County to support the Transportation Corridors
I
Agencies, responsible for construction and operation of the local toll roads. The TCA
has collected over $706 million since that time, and one would like to believe that the
money was all spent on constructing toll roads. But the fact is that there has been no
toll road construction for about 20 years, so a significant amount of the development
fees go towards lining the pockets of TCA management, who collect annual benefits of
up to $400 thousand a year. And what has been achieved in the past 20 years? A lot of
planning for projects that they have now decided to abandon, and abandon for good
cause. The only thing that the TCA actually does is to collect toll fees from automated
toll collection systems. Toll road bonds should have been paid off by now, but the pay
down has been stymied by the incompetence of the TCA in both planning and execution
of this effort. An example of successful toll road bond pay off is Georgia State Route
400, a toll road north of Atlanta that started collecting tolls in 1993, and ended toll
collection in 2013, having paid off the construction bonds. Construction costs were
considerable, because the toll road had to be tunneled under the Atlanta Financial
Center.
There is no good reason why development fees should continue to be collected, except
to pay for the exorbitant benefits that TCA management receives. I ask to you support
the effort to eliminate these fees.

OC resident for 22 -years.
For 22 -years we've all experienced the ineptitude
of TCA. Their swelling indebtedness. Their lies.
Their folly, as a so-called transportation -reducer,
when in fact, TCA's S 1 -miles of toll roads literally
brought freeway congestion to OC, as the venue
for accessing open space for south county's
master planned development.
More development = More traffic.
Ironically, TCA limits its ridership through
Congestion Pricing?
When commuters need traffic relief the most,
during peak hours, TCA shuts the door.
What relief?
The 73 toll road has failed financially from Day -1.
This is fact, no matter how TCA cooks their books.
The 241, is less of a failure, only because TCA
rejiggered their books, recognizing the 73's
financial -success -over -promise would never
happen, so, TCA lowered the financial bar
for the 241.
Hence, the 241 became TCA's poster child for success.
Basically, just more scam bookkeeping at TCA.
Today, TCA has given -up on their 2 -decade dream / folly
of a 241 -South Extension, from Oso Parkway south,
DIRECTLY through ... San Clemente?
Literally, through the middle of San Clemente.
Down San Clemente's throat.
Does any rational citizen, from any city in OC,
or any city, anywhere in the world, think; paving
an underperforming toll road, through the middle
of anyone's town, is rational?
No.
It's absurd.
It's abusive.
It's stupid.
Basically, TCA is crazy.
Yet for 2 -decades, TCA has threatened, bullied,
panicked, tormented San Clemente's citizenry
through TCA's blind, non-stop arrogance.
TCA should be immediately terminated.
Its Headquarter doors bolted shut, turning
TCA's scant remaining services over to OCTA.
There is no reason, for TCA going forward.
None.
And I haven't even mentioned TCA's elephant
in the room: its out of control, ballooning debt load,
to the 10's of Billions and growing exponentially.
Abolish TCA Now.
End the madness.
Bring sanity back to OC's traffic relief dilemma
by Abolishing TCA Now, putting OC traffic
solutions into the hands of experts.
Not TCA.
Abolishing TCA is decades overdue.

Good afternoon
To say that TAXPAYERS are deeply concerned about the toll roads - Transportation Corridor Agency ("TCA") is a major
understatement. This is a financial snap shot of the 5 years Michael Kraman retiring CEO of the TCA during his time. The
current bond debt is $4,891,520,000.00 and the red amount in the chart below is what will be paid once and if the bond debt is
ever repaid. WHY IS THE TCA opposing legislation to make them pay down the bonds and not have mission creep outside
thier scope? Caltrans District 12 Ryan Chamberlain apparently told a TCA executive CalTrans does not care if the TCA ever
pays down the bonds - TAX PAYERS DO CARE. Mr. Chamberlain in a strange statement at a OCTA meeting said that if
the TCA tolled our freeways it would not cost tax payers anything to do this, he fails to mention the TCA has NO jurisdiction
on our freeways that is CalTrans. NO ONE WANTS TOLL LANES ON OUR

not know about the Development Impact Fees the TCA has collected from tax payers for 20 years without building anything
which has driven the cost of housing & doing business in Orange County for decades with zero benefit meanwhile the TCA as

After a unanimous vote of the TCA Board last month to stop the SCTRE project the TCA staff are now wants to oppose
legislation to formalize what they voted on which is there are NO viable toll projects for them and they would stop looking and
wasting hundreds of millions of dollars. The TCA illegally built a road for a private developer called Los Patrones - which is a
county arterial and not to be tolled. How is this legal - where is the oversight at the state level? We have OCTA and Cal Trans,
the TCA is getting in the way and spending like fiends on lobbyists and consultants who then fund the OC
GOP's campaigns. Please help me understand why our elected officials and the State Auditor are doing noting to prevent
Orange County from having a second bankruptcy in the future with this run amok Joint Powers Agreement that they are trying
to creep now way outside thier mission with a debt level of the sunk titanic?
The TCA should not be allowed to "fund" non tolled roads - this is outside thier Joint Powers Agreement - if you would like a
copy of it please let me know. They owe 4.7 BILLION DOLLARS@! ! ! The Orange County Grand Jury already issued a
solvency warning for this agency 4 a few years back. This message has been sent directly to your office so you know of the
looming crisis that will face Orange County and the State of California due to inaction on the part of our leaders. I hope you are
able to stop this nonsense and put an end to the waste and abuse of taxpayers. We deserve better. The TCA is notorious for
bullying politicians that do not go along to get along and sadly thier highly paid army of lobbyists and consultants are running
the show. This needs to stop.

Observations:
1. In the 5 year period, long term debt actually increased by $319 million or 7%, despite principal repayments - due to interest
accretion.
2. Total debt service to maturity on first glance improved by $511 million, until we realize that the maturity date for
SJHTCA moved out to 2050 - another 8 years of paying tolls, penalties and Development Impact Fees.
3. Toll revenue increased 44% and total revenue by 40% but the total net position of the two agencies is almost the same (down
$5M)

($933K to $7.3 million)
5. Salaries increased 49% as well, from $5.9 million to $8.9 million.
6. Bottom line - revenue is up but they're spending most of it and making little impact on net position.
7. One bright spot - cash and equivlents are up $431 million, but a greater portion is restricted by bondholders.
The $640 million in unrestricted cash will buy some time, but many investments may have to be sold at a loss to meet debt
obligations.
8. With revenue down significantly - 60 - 70% in March, the revenue impact will likely push TCA out of compliance with debt
covenants.

Mayor Harish S. Sidue and his cabal on the Anaheim city council have
lowered themselves to a new low by exploiting the National Emergency at
their special council meeting on March 26, 2020. Under the guise of the
COVID-19 crisis, the city council authorized a $6.5 million gift from Anaheim
reserve accounts to benefit a political supporter, the Disneyland Resort.
There were over 100 public comments presented at that council
meeting. Almost all were concerning the outrageous giveaway of public funds
to benefit the multi -billion dollar Walt Disney Corporation. Those public
comments are kept secret from the public until the release of the meeting
minutes next year (scheduled ten month delay).
The Anaheim City Manager, who objected to that giveaway of the $6.5
million in public funds, had his employment terminated by Mayor Sidue and
his council cabal.

Motel Help During COVID-19
Hello Mayor Sidhu, City Council and City Attorney,
Thank you for the Anaheim response so far during the local COVID-19 emergency.
You may not be aware but those living in motels are getting thrown out on the street after 28 days,
whether they are vulnerable seniors, feeling ill, pregnant or have children.
Those that can afford apartments are given both city and state eviction protections but the working
poor living in motels are still forced out every 28 days during COVID-19, as if they don't matter. Part
of this is because motel chains don't want the guests to have tenant rights (though illegal by California
Civil Code section 1940.1). Also it is because Anaheim has failed to stay enforcement of their 30 day
stay maximum ordinance, thereby ignoring the plight of the motel guests during COVID-19.
This puts many at needless additional risk of death during the pandemic.The added exposure during
check out, moving and check in could be easily avoided. It has recently been learned that the
vulnerable can develop blood clots and coronary deterioration by the virus even without showing
symptoms.
Please join the compassionate cities of Costa Mesa and Buena Park in staying enforcement of your
30 day motel stay ordinance during the COVID-19 emergency and later, please consider permanently
removing this ordinance from your city.

Please read the following at the public comment period of the next city council meeting
City Council Members -
It is time to end the development fees that were imposed starting in 1987 on new
construction in South Orange County to support the Transportation Corridors
Agencies, responsible for construction and operation of the local toll roads. The TCA
has collected over $706 million since that time, and one would like to believe that the
money was all spent on constructing toll roads. But the fact is that there has been no
toll road construction for about 20 years, so a significant amount of the development
fees go towards lining the pockets of TCA management, who collect annual benefits of
up to $400 thousand a year. And what has been achieved in the past 20 years? A lot of
planning for projects that they have now decided to abandon, and abandon for good
cause. The only thing that the TCA actually does is to collect toll fees from automated
toll collection systems. Toll road bonds should have been paid off by now, but the pay
down has been stymied by the incompetence of the TCA in both planning and execution
of this effort. An example of successful toll road bond pay off is Georgia State Route
400, a toll road north of Atlanta that started collecting tolls in 1993, and ended toll
collection in 2013, having paid off the construction bonds. Construction costs were
considerable, because the toll road had to be tunneled under the Atlanta Financial
Center.
There is no good reason why development fees should continue to be collected, except
to pay for the exorbitant benefits that TCA management receives. I ask to you support
the effort to eliminate these fees.

Rental update and protection
The state STILL does not have any help for independent contractors, and won't for another week. 2nd month
not paying rent and 3rd month with ZERO income for some. How are people supposed to pay rent back? The
letter taken directly from the Apartment Association of Orange County asks for a tenant to commit to a required
payment plan, that states upon any missed payment the remaining amount owed is immediately due in full,
when nobody knows when this will be over!
What is being done to protect the many many renters? Small business owners? Independent contractors? Gig
workers? Those who's unemployment barely covers rent let alone other bills?
