88-115RESOLUTION NO. 88R-115 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ESTABLISHING RATES OF COMPENSATION FOR UNREPRESENTED PART-TIME JOB CLASSIFICATIONS AND SUPERSEDING RESOLUTION NO. 87R-82 AND AMENDMENTS THERETO. WHEREAS, the Human Resources Director has recommended in a staff report dated March 8, 1988 that the rates of compensation for selected part-time Job classifications be adjusted; and WHEREAS, the need exists to supersede Resolution No. 87R-82 and amendments thereto which established rates of compensation for unrepresented part-time job classifications; and WHEREAS, the City Council of the establishing new rates of compensation for interests of the City of Anaheim. City of Anaheim does find that these job classes is in the best NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: SECTION 1. That the basic compensation plan for all officers and employees of the City of Anaheim who are now employed, or will in the future be employed in any of the job classifications listed below shall be allocated to salary schedules in the Salary Schedule Master effective June 24, 1988. Classifications listed in this section may be paid at any salary rate within the range. ClaSSIFICATION SAIARY RANGE Recreation Class Instructor 8.00 - 40.00 Section 6. Part-time employees required to speak, read or write in Spanish or other languages as well as English as part of the regular duties of their position shall be compensated at the rate of twenty-five cents (.256) per hour for all hours worked in addition to their regular pay. The appropriate department head shall designate which positions shall be assigned bilingual duties and which languages shall be eligible for bilingual pay. The Human Resources Director shall conduct a test of competency for employees whose positions have been assigned bilingual duties to certify these employees eligible for bilingual pay. Section 7. The letter "A" preceding a schedule number indicates that employees in those job classes are eligible for consideration for merit pay increases every 520 hours. The letter "B" preceding a schedule number indicates consideration for merit pay increases every 1040 hours through the C step and every 2080 hours through the E step. The letter "D" preceding a schedule number indicates consideration for merit increases every 780 hours. Classifications denoted by an * indicate that personnel newly hired into these classifications will be paid an entry level rate amounting to 50 cents per hour less than the rate listed for the first 200 hours of employment. Section 8. The overtime compensation for employees working in job classes listed in Section 1 of this resolution shall be computed as provided in Personnel rule 6, Premium Pay. Section 9. Employees hired to work part-time for thirty hours per week on an ongoing basis in any of the classifications listed in Section 1 of this resolution except for Administrative Interns, Library Pages and Police Cadets will be paid retirement benefits as defined by current Public Employment Retirement System Law. The payment of the retirement contribution by the City or the employee shall be made in the same manner as those paid for equivalent full- time job classifications. Section 10. Employees working in classifications listed below who work eight-hundred (800) or more hours in any calendar year shall be paid three percent (3%) of his/her gross earnings as vacation benefits. The calendar year shall he defined as the period for which wages earned are reported for tax purposes. The following provisions of this section shall apply to these classifications: Assistant Box Office Treasurer - Convention Center Box Office Treasurer - Convention Center Head Ticket Taker - Stadium Head Ticket Seller - Stadium Head Usher - Convention Center Head Usher - Stadium Crowd Control Supervisor The hourly rate shall be on a four (4) bout guarantee. For time worked in excess of four (4) hours, employees shall be paid straight time overtime based on the applicable hourly rates to be computed in quarter-hour units. Employees shall receive pay at the rate of one and one half times their regular hourly rate of pay for the following: New Year's Day Memorial Day Independence Day Labor Day Thanksgiving Day Christmas Day Major League Baseball World Series American League Baseball Play-off Games Major League Baseball Ail Star Games National Football League Pro-Bowl Games National Football League Division Playoff Games National Football League Conference Championship Games National Football League Super Bowl In case of rain-out or cancellation of event and if ANAHEIM does not give reasonable notice, either personally or through public communications employees will receive TWO (2) HOURS' PAY if the employee reports for work and FOUR (4) HOURS' PAY if the gates are open. Employees shall be paid at a rate one and one-half times their regular hourly rate for all hours in excess of eight (8) at a single event or forty (40) in any one work week. Section 10B. The following provisions of this shall apply to these classifications: Head Parking Lot Attendant - Convention Center Head Parking Lot Attendant - Stadium Head Parking Lot Cashier - Convention Center Head Parking Lot Cashier - Stadium The hourly rate shall be on a four (4) hour guarantee. For time worked in excess of four (4) hours, employees shall be paid straight time overtime based on the applicable hourly rates to be computed in quarter-hour units. In the event an employee works separate events at both locations (Anaheim Stadium and Convention Center) on the same day, the aforesaid four-hour guarantee shall apply to each of said events. Employees shall receive pay at the rate of one and one half times their regular hourly rate of pay for the following: New Year's Day Memorial Day Independence Day Labor Day Thanksgiving Day Christmas Day Major League Baseball World Series American League Baseball Play-off Games Major League Baseball Ail Star Games National Football League Pro-Bowl Games National Football League Division Playoff Games National Football League Conference Championship Games National Football League Super Bowl For time worked in excess of eight (8) hours per day or forty (40) hours in one week, employees shall be paid time and one-half based on the applicable hourly rates to be computed in quarter-hour un, ts. These overtime provisions shall apply whenever an employee shall have actually worked in excess of eight (8) hours in either one or both locations during the same day. For time worked in excess of four (4) bouts at a Stadium Rock Concert, employees shall be paid time and one-half their regular hourly rate. In case of rain out or cancellation of event, and if ANAHEIM does not give reasonable notice, either personally or through public communications, ANAHEIM will pay to per diem employees one-half (1/2) day's pay if the employee reports for work and full pay if the gates are open, and to hourly employees two (2) bouts' pay if the employee reports for work and four (4) hours' pay if the gates are open. Section 11.
