A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM SETTING FORTH LOCAL CONDITIONS
JUSTIFYING AMENDMENTS TO THE NATIONAL
ELECTRICAL CODE, 1987 EDITION.
WHEREAS, Health and Safety Code Section 17958.5 provides
for a city to make changes or modifications in the National
Electrical Code, 1987 Edition, as are reasonably necessary because
of local climatic, geographical or topographical conditions; and
WHEREAS,
the City Council
modifications in

the National Electrical Code before adopting such

Anaheim has recommended that the National Electrical Code, 1987
Edition, be adopted by the City with certain modifications and
amendments which are required by local conditions.
NOW, TtiEREFORE, BE IT RESOLVED that the modification to
the National Electrical Code recommended by the Chief Electrical
Inspector are hereby expressly found to be necessary on account of
local conditions as follows:
Section 15.16.020 of the Anaheim Municipal Code. This
amendment adds the definition "continuous special
inspection" which inspection may be necessary because of
local climatic and environmental conditions to avoid a
hazard or danger to the safety of persons or property.
Section 15.16.050 of the Anaheim Municipal Code. This
amendment requires aluminum conductors, where expressly
permitted, to be not less than #6 AWG in size unless
installed under continuous special inspection. This
amendment is necessary due to product studies for the
locality which show this inspection is reasonably necessary
because of local climatic and environmental conditions to
avoid a hazard or danger to the safety of persons or
property.
Section 15.16.040 of the Anaheim Municipal Code. This
amendment requires that the torqueing of all conductor
terminations required by the National Electric Code be
verified by the contractor. This amendment is nesessary
because of product studies for the locality which show
torqueing should be verified to avoid a hazard to the
safety of persons or property.
Section 15.16.050 of the Anaheim Municipal Code. This
amendment requires undergrounding of electrical connectors
to accessory buildings, uses and other specified
locations. ]'his amendment also requires raceways be
installed to approved accessible locations where spare
circuit protective devices, or space for such devices, are
provided on the buss in any flush or semiflush mounted
panel. It is felt necessary to require conductors to be
placed underground due to the incidence of accidental
contact by metal ladders, pipe, kites, swimming pool scoops
and brushes, cranes and other similar items. Overhead
conductors are also subject to being disconnected as a
result of windstorms. If raceways are not provided when
spare circuits are provided for, a hazard is usually
created when owners or tenants add additional wiring. In
any case, slipshod wiring, usually surface, is done
creating an additional hazard. There is no requirement for
spare circuits but if they are provided, it is felt to be
important that a raceway be installed to utilize the
circuits without damaging parts of the permanent
structure. This amendment is necessary because of local
soil, wind and other climatic and geographical conditions.
Section 15.16.060 of the Anaheim Municipal Code. Local
climatic conditions result in a higher percentage of
handicapped persons than usual. This amendment would
provide the same degree of safety to handicapped persons
non-handicapped persons.

Section 15.16.070 of the Anaheim Municipal Code. Local
climatic conditions result in a higher percentage of
carports in lieu of garages in single and multiple-family
dwellings and motels. This amendment would make safer7 and
security standards for lighting the same in both carports
and garages.
Section 15.16.080 of the Anaheim Municipal Code. Requiring
raceways would allow a section of the Code to be applied
which allows increasing conductor size and load without
damaging existing construction or reconstructing the
building. This will decrease cost and increase safety to
the building and occupants.
Section 15.16.090 of the Anaheim Municipal Code. Utility
company conductors can deliver tremendous amounts of
current when faulted due to mechanical injury, etc. This
current is immediately transferred to the structure,
causing fire or explosion. This amendment would provide
for reasonable protection of the structure and would
contain most of the faults within the raceway.

Section 15.16.100 of the Anaheim Municipal Code. This
amendment requires a single fusible switch or automatic
circuit breaker to disconnect all ungrounded conductors
supplying each separately metered occupancy. This
amendment is necessary because o£ local climatic and
geographical conditions and power consumption patterns
which require a single main switch to avoid a hazard or
danger to the safety of persons or property. In the
absence of this amendment, the Code would allow up to six
main disconnects for any occupancy or service, thus
allowing connection of additional circuits to a service
without any protection to panel buses from overloading. A
single main disconnect, as required by this amendment,
provides the necessary safety to the electrical system and,
in addition, allows fast disconnection in time o£ emergency.
Section 15.16.110 of the Anaheim Municipal Code. The
tables deleted by this amendment are tables which are
proposed to be deleted in the 1990 National Electrical
Code. The tables are deleted because of the local
climatic, geographical or topographical conditions.
Section 15.16.120 of the Anaheim Municipal Code. Due to
the occupant load and lesser degree of safety that is
provided by use of nonmetallic sheathed cable, this
amendment limits its use to residential structures of three
floors or less above grade. A few of the dangers
justifying this restriction are as follows:
(a) penetration of cables unknowingly by nails after
completion of the structure;
(b) mechanical damage to cables by workmen during
construction;
(c) safety hazards created by persons attempting to add
new wiring;
(d) transference of a fault in the cable immediately to
the structure; and
(e)
likelihood of mechanical damage during fire or
earthquake with consequent lack o£ protection for
emergency power to elevators and exit lights.

BE 1T FURTHER RESOLVED that a copy of this Resolution,
together with the Ordinance adopting the National Electrical Code,
1987 Edition, as amended, be filed with the State Department of
Housing and Community Development.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 10th day of May, 1988.
