On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the
threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20
(superseding the Brown Act -related provisions of Executive Order N-25-20 issued on March 12, 2020),
which allows a local legislative body to hold public meetings via teleconferencing and to make public
meetings accessible telephonically or otherwise electronically to all members of the public seeking to
observe and to address the local legislative body. Pursuant to Executive Order N-29-20, please be
advised that the Anaheim City Council will participate in this meeting telephonically.

CITY MANAGER'S UPDATE:
Upon request by City Manager Jim Vanderpool, Fire Chief Pat Russell provided an update on wildfires in
Orange County. Chief Russell explained Anaheim had up staffed on October 26 due to a Red Flag
Warning issued for high winds and low humidity and the State had approved a pre -positioned OES Type
One strike team on which Anaheim had one unit. Anaheim contributed engines and personnel to the
Silverado Fire in Irvine, a vegetation fire in Fullerton, and the Blue Ridge Fire in Yorba Linda. He reported
the emergency recall of staff resulted in more firefighters willing to come back to work than there was
equipment for them to work on and thanked Public Works for assisting with getting vehicles back into the
field quickly. He reported Anaheim still had five units on the Silverado Fire, five units on the Blue Ridge
fire, and all City fire stations were covered with Anaheim personnel on reserve apparatus. City Manager
Jim Vanderpool thanked all the fire personnel for their hard work. Mr. Vanderpool announced the Take It
Outdoors restaurant relief grant program to allocate up to $2,000 to assist with purchasing or renting
equipment to allow for outdoor dining and social distancing, was applicable to purchases retroactive to
March 16, and information was available at www.anaheim.net/coronavirus. He explained the Internet
Rebate Program has been available since October 1 to income -qualified households with 209
households provided financial assistance for high-speed internet access. He acknowledged the work of
the Community Services Department providing food to those in need in the community and highlighted a
new collaboration with Bracken's Kitchen to provide family sized meals for neediest in the community,
with approximately 175 families assisted through the Miraloma and Ponderosa Family Resources
Centers, by appointment. He thanked the Kiwanis Club for inviting him to be their guest speaker at their
breakfast Zoom meeting. In response to Council Member Moreno, Mr. Vanderpool reported the
Downtown Anaheim Association was reluctant to close Center Street Promenade, street operations in
other parts of the City made it difficult for closures, and the grant program would allow restaurants
throughout Anaheim to expand outdoor operations.

Item No. 05 Discussion. Prior to Council action, City Clerk Theresa Bass provided an
oral summary of salary and benefits, pursuant to Government Code §54953, that the
appointment of Gregory Garcia to the position of Assistant City Manager included salary
in the amount of $260,932 annually, which includes the temporary 5% reduction all
executive managers voluntarily took, severance pay consisting of three month's salary,
and a benefits package as provided to the executive classification. MOTION: LK/SF ROLL
CALL VOTE: 6-1 (AYES: Mayor Sidhu and Council Members Faessel, Barnes, Brandman,

6. Accept the bid from OneSource Distributors, in the amount of $307,820 plus applicable tax, for
the purchase of pre -wired relay racks for the Anaheim Public Utilities Department for use at the
Sharp Substation, in accordance with Bid #9461.

7. Accept the bid from ABCO Development Corp., in the amount of $208,990 plus applicable tax, for
the purchase of precast cable trench materials for the Anaheim Public Utilities Department for use
at the Sharp Substation, in accordance with Bid #9426.
8. Accept the bids from H&H Auto Parts Wholesale and Elliott Auto Supply Co., Inc., in the
combined not to exceed amount of $57,087.29 plus applicable tax and a 20% contingency, to
provide AC -Delco and Motorcraft repair parts on an as -needed basis for the Public Works Fleet
Division for a one year period with four one-year optional renewals; and authorize the Purchasing
Agent to exercise the renewal options, in accordance with Bid #9472.
9. Waive the competitive bid process of Council Policy 4.0 and authorize the purchase of one Pierce
fire engine from South Coast Fire Equipment, Inc., in the amount of $750,613.18 including sales
tax, for the Anaheim Fire & Rescue Department (purchase is being made utilizing a cooperative
purchase agreement established by the Houston -Galveston Area Council awarded to Pierce
Manufacturing; the purchase is being made through their local authorized reseller as allowed by
the terms of the agreement).
10. Approve and authorize the Chief of Police, or designee, to execute the Sub -grantee agreement
with the City of Santa Ana, in the amount of $2,450,391, for reimbursement of funds expended for
the purchase of equipment, services, and training, and other required documents authorized
under the Fiscal Year 2019 Urban Area Security Initiative Grant, and amend the Police
Department's budget for Fiscal Year 2020/21 accordingly; and approve and authorize the City
Manager to execute the Memorandum of Understanding with the City of Santa Ana for the Urban
Area Security Initiative.
11. Approve the First Amendment to the PCS Site Agreement with Sprint PCS Assets, L.L.C.,
formerly known as Cox PCS Assets, L.L.C., to change the notices section of the agreement from
Sprint to T -Mobile USA, Inc. who acquired Sprint under their corporate umbrella in April 2020,
add a fourth renewal period which will extend the term of the agreement through December 31,
2022, with the ability to terminate the agreement for default or upon a 30 day written notice to City
by Sprint; and authorize the Executive Director of the Convention, Sports & Entertainment
Department to execute any other related documents, and take necessary actions to implement
and administer the agreement.
12. Approve the First Amendment to Agreement with Schmidt Design Group, Inc., increasing the
contract amount by $78,596 for a total contract amount of $281,412, for additional design and
civil/structural engineering work required for additional scope to include a loop trail, shaded
space, and additional landscaping for the Center Greens project located at 311 East Broadway;
and authorize the Director of Community Services, or designee, to execute the amendment and
related documents and take the necessary actions to implement and administer the amendment.
13. Approve the Joint Participation Agreement with the City of Buena Park approving the City of
Anaheim's pro rata cost share, in an amount not to exceed $40,000, and outlining the respective
roles and responsibilities for the design, construction, and administration of the Crescent Avenue
Rehabilitation from Western Avenue to Dale Avenue.

14. RESOLUTION NO. 2020-126 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM authorizing the Public Works Director or his designee to submit a grant application
on behalf of the City of Anaheim to the Orange County Transportation Authority for funding under
the M2 Regional Traffic Signal Synchronization Program for Yorba Linda Boulevard/Weir Canyon
Road Corridor Regional Traffic Signal Synchronization Program (RTSSP) Project, and if awarded,
authorizing the acceptance of such grant funds on behalf of the City and amending the budget
accordingly, and determine the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Regulation No. 15301(b) Class 1 (grant funds in the amount of $539,648).

RESOLUTION NO. 2020-127 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM establishing an application fee for Operator's Permits and Operator's Registration
for unlicensed community care facilities and sober living homes [resolution includes determination
of exemption from the California Environmental Quality Act pursuant to Section 21080(b)(8) of the
California Public Resources Code in that said fee is established to meet operating expenses,
including employee wage rates and fringe benefits and purchasing or leasing of supplies,
equipment, materials, and service (application fee of $323)].

Council Communications/Agenda Requests:
Council Member Barnes requested an update on 39 Commons by the City Manager. She thanked City
staff for helping ensure there was plenty of food for distribution, especially on the west side, including the
team working events at the Brookhurst Community Center. She promised the public she would continue
to work on ensuring a food source was available. She acknowledged the Boys and Girls Club of Greater
Anaheim and Cypress for their contributions and assistance to young people. She thanked the
firefighters for their work in terrible conditions and prayed that those harmed would return home soon.
Continuing in the election cycle, she encouraged residents to carefully look at the qualifications and
commitments of candidates. She appreciated all the support during this time, and encouraged residents
to call City Hall if they need food.
Council Member Brandman referred Council Member Barnes to the September 29, 2020 Council
meeting video regarding 39 Commons. He offered thoughts and prayers for first responders, especially
Anaheim firefighters, helping the community and wished safety for all residents. He reminded the public
that Election Day was a week away, encouraged all to cast their ballots, and to visit www.ocvote.com if
they need more information. He requested a staff presentation, review, and discussion of the City's IT
management contract at a future meeting (confirmed under Mayor Sidhu's agenda -setting authority). He
wished everyone a Happy Halloween and encouraged all to stay safe, wear a jacket in colder weather,
and wear a mask.
Council Member Moreno congratulated Dodgers fans on their World Series win. He thanked the
Halloween Parade and Fall Festival committee and all involved for putting together a wonderful
community event and continuing the tradition in a different fashion during the pandemic. He requested a
workshop to review and discuss COVID-19 in the context of Anaheim, the pandemic, schools, the local
economy, and public health, including inviting the County if they were interested, concurred by Council
Member Barnes (request failed for lack of second concurrence). Council Member Moreno requested a
discussion of the funding not yet spent by Visit Anaheim to possibly return those funds to the City to
assist with current struggles in the community, concurred by Council Member Barnes (request failed for
lack of second concurrence). He requested a memo on how many other Orange County cities/bodies
are using Zoom or video conferencing technologies to hold meetings, how many have live public
comment via video, and how many are meeting in person in their chamber and allowing live public
comment. He encouraged residents to vote by November 3, to pay attention to local elections, to review

mailers and campaign spending, and to pay attention to Council decisions. He requested a meeting with

Orange County Catholic Diocese Director of Peace and Justice, who was diagnosed with cancer and
undergoing treatment.
Council Member Kring congratulated the volunteers for a wonderful virtual Halloween Parade. She
encouraged all to get a free flu shot to protect themselves and their families. She offered prayers and
thoughts for a speedy recover from cancer for Boys and Girls Club Executive Director John Machiverna.
She showed photos and shared information about Downtown Disney's health and safety measures for
their guests and cast members and thanked the Disney leadership for the tour and their leadership in
addressing the challenges of COVID-19. She shared that she had received over 120 emails from
residents and business leaders citing concerns with the loss of jobs, tax revenue, and hope. As the
representative for District 4, she expressed pride that the Resort businesses were ready to re -open
safely. She offered thoughts and prayers to all impacted by the fires and to the firefighters, first
responders, and police working to keep everyone safe, particularly those injured. She wished everyone
a Happy Halloween.
Council Member O'Neil extended his gratitude and thanks to firefighters, police, and first responders
working to keep communities safe and was thankful that Anaheim was not currently threatened. He
reminded residents to familiarize themselves with evacuations route by visiting
www.anaheim.net/knowyourway.
Mayor Pro Tem Faessel commended private security officer Ray Roman for addressing a threat of a
knife -wielding may at the Farmers Market on October 15, thanking him for his bravery and service to the
community. He announced the annual Veterans Day ceremony would be held virtually and veterans are
asked to submit their photos by 10/30 at www.anaheim.net/veteranphotos. He thanked Public Utilities for
installing new LED street lights in an alley adjacent to Jafaria Church on La Palma, announced Anaheim
Fire & Rescue was recruiting firefighters through 11/3, thanked Police, Public Works, and Code
Enforcement for their quick action closing an illegal marijuana dispensary on State College, stated
residents need assistance with their public utilities can call 714-765-3300 for information on deferred
payment programs, and commended the Anaheim Public Library for their continued operations via virtual
programs and curbside deliver. He thanked the Library, Altrusa, and Anaheim Elementary School
District for getting children involved in the Creative Writing Project and congratulated the winners. He
reported his participation in a food distribution on October 10 at Sycamore & Sabina, Indigenous Peoples
Day with Council Member Barnes, an Olmstead Way virtual community meeting to address sober living
homes, the ground -breaking for the Anaheim Transportation Network's new solar bus charging system
which will be the largest facility of its kind in the country, a flashlight walk in the Benfield Canmore
neighborhood with neighbors, Police, Public Works, Code Enforcement, Community Services, and
Utilities, and the YMCA food booth at the Fall Festival. He announced an upcoming food drive on 10/31
at 12: 00 P.M. at 631 S. Brookhurst St.
Mayor Sidhu thanked first responders, firefighters, and police for keeping everyone safe during the fires
and wished the surrounding cities well. He thanked staff for their on-going work throughout the
pandemic. He encouraged all to continue taking precautions such as wearing masks, maintaining social
distance, washing hands, and avoiding large gatherings. He acknowledged the stress this has imposed
on families, schools, and children and addressed the financial impacts to local businesses and the local
economy, and stated everyone was together in this situation.
