AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING
TITLE 10, CHAPTER 10.12, SECTION 10.12.030 OF
THE ANAHEIM MUNICIPAL CODE RELATING TO SANITA-
TION AND SEWERAGE SYSTEM --INDUSTRIAL WASTE
CHARGES.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN
AS FOLLOWS:
SECTION 1•
That Title 10, Chapter 10.12, Section 10.12.030
of the Anaheim Municipal Code be, and the same is hereby
amended to read as follows:
"SECTION 10.12.030 CHARGES HEREIN ESTABLISHED AS
RELATED TO INDUSTRIAL WASTE.
"The charges fixed by this chapter shall cover all
services and facilities of said City in connection with sani-
tation and the sewerage system of said City, except the use
of said services, facilities and sewerage system for the
carrying and disposal of industrial wastes.
'Where an industrial waste permit has been issued
in accordance with Section 10.08.040 of this Code, and where
the same water source is utilized for both domestic and
industrial purposes, then, in such event, one charge shall be
made for domestic and industrial waste for such installation
served by a single water meter. Such charge for domestic
and industrial waste shall be the amount applicable for the
installation under this Chapter for domestic waste or the
amount chargeable for industrial waste as established by
resolution of the City Council under Section 10.08.190,
whichever amount shall be the greater amount for any billing
period. Where an industrial waste permit has been issued
in accordance with Section 10.08.040 of this Code,.and where
separate sources of water are used for domestic purposes and
for industrial waste purposes, then the charges established
for industrial waste by Council resolution under Section
10.08.190 shall be in addition to the charges established
by this Chapter for domestic waste and sanitation services."
SECTION 2:
This ordinance is hereby declared to be an urgency
measure and shall be in full force and effect immediately
upon its adoption. The facts constituting such urgency are
as follows:
In connection with the collection of industrial
waste, the only source of metering for industrial waste is
through a water meter measuring the amount of water used in
connection with an establishmeti . No method has been devised
or utilized wherein industrial waste can be metered separately.
In order to establish a proper and equitable method of charging
those industries where industrial waste permits have been is-
sued, it is essential that an amendment of Section 10.12.030
be adopted, as above provided, and that such revised method
of billing be established immediately.

The adoption of this ordinance as an urgency measure
is necessary for the immediate preservation of the public
peace, health, safety and public welfare.
SECTION 3:
The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be published once within
fifteen (15) days after its adoption in the Anaheim Bulletin,
a newspaper of general circulation, printed, published and
circulated in said City, and immediately upon and after its
passage it shall take effect and be in full force.
THE FOREGOING ORDINANCE is approved and signed by
me this 9th day of February, 1965.
