RES-2021-014 RESOLUTION NO. 2021- 014 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM IN SUPPORT OF STATE LEGISLATION THAT PROVIDES LOCAL CREDIT TOWARD THE REGIONAL HOUSING NEEDS ASSESSMENT (RHNA) FOR HOUSING UNITS CREATED THROUGH THE MODERATE INCOME HOUSING PROGRAM WHEREAS,there is demonstrated need for more middle-income/workforce housing throughout the region and in the City of Anaheim; and WHEREAS, most Federal and State grants and funding sources are aimed at serving households whose income are at or below 60% of the Area Median Income (AMI) adjusted for family size; and WHEREAS, there are limited funding sources specifically to assist "middle" or moderate income households which are defined as households earning between 80% and 120% of AMI; and WHEREAS, "middle" or moderate income housing is an important component of a city's housing inventory and often provides affordable housing for first responders, health care professionals, teachers, and other professions that support the local economy; and WHEREAS, in its current Housing Element cycle, the City's Regional Housing Needs Assessment(RHNA) in the moderate income category is 1,038 and the obligation increases to 2,940 for the upcoming cycle; and WHEREAS, despite its proactive and housing-friendly land use policies, the City has an unmet need in the moderate income category; and WHEREAS, given the demand for and importance of moderate income housing, all options should be considered for facilitating the development and/or establishment of such • housing, especially options that do not impose additional burdens or cost on housing development and/or otherwise impede the creation of such housing through other creative means; and WHEREAS, the Middle Income/Workforce Housing Program (Moderate Income Housing Program) currently being implemented in Anaheim and other cities throughout the State in partnership with such Joint Powers Authorities as the CSCDA and CMFA and others, are an effective, cost-effective, and creative approach for creating much needed moderateincome housing; and WHEREAS, currently, State housing law does not enable cities to receive RI-NA credit for units created via the Moderate Income Housing Program; and WHEREAS, legislation is being contemplated to amend State housing law to enable cities to receive all or partial RHNA credit in the moderate income category for units created through the Moderate Income Housing Program; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Anaheim supports efforts to provide local jurisdictions with RHNA credit for moderate income housing units established as part of the Moderate Income Housing Program.
