The proposed action will have no significant effect on the environment except as identified and considered in the EIR and the FSEIR. The Initial Study also identifies further mitigation measures that will be required of the person to whom the Agency will sell the structure for rehabilitation and occupancy. b. No substantial changes are proposed in the Project, or with respect to the circumstances under which the Project is to be undertaken, which will require major revisions in the EIR and/or FSEIR previously adopted for the Project due to the involvement of new environmental impacts not covered in said EIR and FSEIR. c. No subsequent environmental impact report or supplement to the EIR and/or FSEIR is necessary or required. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. Pursuant to CEQA, as a responsible agency the City Council hereby certifies that the information contained in the Initial Study, the EIR and the FSEIR has been reviewed and considered by the members of the City Council. 2.
