1. CALL TO ORDER: Chairman Cudd called the meeting to order at 6:05 p.m.
2. PLEDGE OF ALLEGIANCE: Vice Chairman Rupp led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chairman Cudd presented the August 28, 2019 Minutes to the Commissioners for
changes or corrections. Vice Chairman Rupp made a motion to accept the minutes, seconded by Commissioner Cook.
The motion was approved with 6 ayes; Chairman Cudd accepted the minutes.
6. REPORTS
a) Parks Activity Report – July/August: Pamela Galera presented the report and highlighted the goats working on fire
clearance in Anaheim Hills.
Commissioner Balius stated there is graffiti on the electrical box artwork located next to the Next Up Foundation
facility in downtown Anaheim. Pamela Galera stated the graffiti will be addressed and construction will begin for the
future Center Greens in the next few months.
b) Park Ranger Report – August: Sjany Larson-Cash presented the report and highlighted the number of patrols,
patrons and public contacts made by Park Rangers. Sjany also reported the recommendation to increase the hourly
pay rate for Park Rangers was approved by the City Council on September 24th and will be effective on October 4th.
Since all of the Park Ranger positions are not filled, staff will be submitting a recommendation to the City Council to
amend the agreement with Lyons Security to have them backfill some evening shifts. Questions were answered
regarding the total number of current Park Rangers and the pay rate increase.
c) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the Julianna Park
KaBOOM! Prep Day completed on September 25th and invited the Commission to Build Day on September 27th.
Questions were answered regarding Maxwell Dog Park.
d) Aquatics Report: Sjany Larson-Cash presented information on aquatics classes offered and the number of
participants per class at Pearson Park Pool and Canyon High School Pool. Questions were answered regarding the
maximum capacity and time limit for session usage of the pool during public swim, and group lessons; there are no
private lessons offered.

7. INFORMATIONAL ITEMS: Commissioner Cook invited the Commission to a volunteer event at Oak Canyon Nature
Center, hosted by Council Member O’Neil on October 5th. The event will begin at 8:30 a.m. and volunteers will be
planting native plants, improving trail areas, and painting.
Commissioner Balius questioned if any current playgrounds have shade sails and if they are considered for parks that will
have a playground replaced in the future. JJ Jimenez stated there are shade sails installed over playgrounds at Sage,
Sycamore and Ronald Reagan parks. JJ also stated the planting of shade trees is more cost effective than shade sails,
but they are considered if the park cannot accommodate the proper shade trees.
Commissioner Elwell questioned the construction status at Modjeska Park. JJ Jimenez stated an infiltration system is
being installed.
JJ Jimenez reported the “Meet on Beach” event will be held on November 17th. The City of Anaheim is partnering with
the City of Buena Park and will be closing Beach Blvd. (southbound lanes) between the West Anaheim Youth Center and
La Palma Avenue. The event flyer was provided to the Commission.
