PUBLIC COMMENTS: City Clerk Theresa Bass reviewed the public comment procedure and advised members of the public can submit comments electronically for City Council consideration by sending them to publiccomment(W,anaheim.net. She encouraged the public to submit their comments two hours prior to the start time of the meeting to ensure distribution and consideration prior to the meeting. She advised all public comments, including those any of those comments that may have been submitted after 1:00 PM will be distributed to City Council and made part of the official record and made publicly available on the City Council agenda webpage with personal information, such as email address, phone numbers, and home address redacted for privacy. Lastly, she advised the public can call the City Clerk's Office at (714) 765-5166 to provide public comments telephonically which will then be submitted electronically to the City Council. RESOLUTION NO. 2020-037 A RESOLUTION OF THE CITY COUNCIL OF THE CITY P124 OF ANAHEIM accepting certain deeds conveying to the City of Anaheim certain real properties or interests therein (City Deed No. 12372; in conjunction with the Orangewood Avenue Widening Project from State College Boulevard to the Santa Ana River Project and for future City rights-of-way). END OF CONSENT CALENDAR: D159 3. 2019 Annual Housing Element Progress Report (Informational Item). Planning and Building Director Ted White reported the item is the Annual Housing Element Progress report which identifies Anaheim's Regional Housing Needs Assessment (RHNA) allocation which are the City's self-stated housing production goals, referred to as the Quantified Objectives, as well as the City's progress made towards meeting these goals. He explained the report also describes the status of other action items outlined in the Housing Element's Implementation Program. He advised, per State law, the annual report is due to the California Department of Housing and Community Development (HCD) and the Governor's Office of Planning and Research (OPR) on April 1 of each year. He explained City Council's review of the Annual Report was postponed due to the COVID-19 emergency and HCD recommended the City submit the annual report by the April 1 deadline and follow up with the Council report to be received tonight. Mr. White explained the Housing Element is one of seven state-mandated elements of the General Plan. He further explained the current cycle covers the years 2014 through 2021 and identifies the housing needs and policies required to meet the City's housing goals and is the only element that requires State certification. Lastly, he reported this is the sixth reporting year of the 2014 through 2021 Housing Element. Mr. White advised the Southern California Association of Governments (SCAG) establishes RHNA allocations during each housing element cycle. He reported the City's RHNA allocation represents the number of housing units SCAG estimates to be necessary to accommodate the City's projected population growth for the current planning period. He advised SCAG has allocated the development of 5,702 residential units to Anaheim which is broken down by income categories of very low-income, low-income, moderate-income, and above-moderate income, with 3,200 of the total units allocated targeted for families meeting the definition of very-low, low, and moderate-income. City Council Minutes of April 21, 2020 Page 6 of 17 Mr. White reported, as of December 2019, the City issued permits to construct 7,477 residential units which is 1,775 units more than the City's total RHNA allocation. He reported 7,182 units qualify as above-moderate income housing and the City can count no more than 2,501 units towards the RHNA allocation for above-moderate income, leaving the City's remaining RHNA allocation at 2,906 units. Mr. White explained the City's Quantified Objective represents what the City has determined to be a reasonable number of housing units anticipated to be developed during the planning period when taking into consideration factors such as available funding, infrastructure, and current market conditions. He advised the HCD reviews the City's Quantified Objective as part of its Housing Element certification process and noted the City has exceeded its Quantified Objectives although it has not met the goal in the low-income category. Mr. White reported the Housing Element includes a Housing Policy Program that identifies a variety of policy actions necessary to ensure the City meets its present and future housing needs and its emphasis is on actions relating to housing policies that affect the City's ability to produce housing. He provided a brief overview of key housing accomplishments in 2019 along with efforts currently underway that the City could complete shortly, including the issuance of bonds, the Sandman Motel with 54 senior units, site acquisition efforts for Avon Dakota Phase III, 202 units at Manchester/Orangewood, 70 units at EconoLodge Motel Conversion, preliminary funding award for The Salvation Army Center of Hope, and various site acquisitions. Mr. White explained the HCD also requires jurisdictions to provide information on sites the City has identified or rezoned to accommodate any shortfalls from the projected unit yields of the current Housing Element cycle as required under the"No Net Loss"State law as well as report on development bonuses granted for commercial development in exchange for providing housing. He further explained the HCD has revised the reporting forms to comply with Assembly Bill 1486 which requires the City to report any sales, leasing, or disposition of sites owned by the City that were included in the Housing Element site inventory. Lastly, he advised the City had nothing to report concerning these three requirements in the Annual Report. Mr. White reported the State Legislature has adopted several housing bills which became effective January 1, 2020, and consist of provisions impacting the development process in many ways from streamlining local permitting procedures for eligible projects to tenant protections and new incentives for financing affordable housing. He reported Senate Bill 330 places controls on local jurisdictions' ability to restrict housing developments and require jurisdictions to approve housing developments that comply with current Zoning Codes and General Plans. He reported Assembly Bill 101 tightens the rules of Housing Element compliance for jurisdictions and provides $250,000,000 in grant funding for planning activities to accelerate housing production. Mr. White reported the State Legislature also adopted several new bills related to Accessory Dwelling Unit(ADU) regulations and the City is currently in the process of amending the existing ADU ordinance to comply with the newly-amended State Law, and projecting to bring forward for City Council review on May 12. He reported the State continues to place increased pressure on local governments to facilitate the development of housing. Lastly, he recommended the City Council receive and file the 2019 Annual Housing Element Progress Report. DISCUSSION: Council Member Moreno advised he received a letter from the Kennedy Commission that notes the City has built 10% of what it needs at the very-low-income level, 13% of what is needed at the low-income level, but 285% above of what is needed for the above-moderate income level. City Council Minutes of April 21, 2020 Page 7 of 17 In response to Council Member Moreno's inquiry, Mr.White provided a brief overview of the Residential Opportunity Overlay Zone and explained it was a tool that goes on top of whatever the existing zoning is on a property identified in the General Plan and makes it easier for residential development to occur on that site. Council Member Moreno stated the Kennedy Commission identified the Santa Ana Street site just east of Colony Park and noted there were no affordable housing units on the site. Mr. White clarified the Overlay Zone is intended to reduce the amount of regulatory or entitlement processes required to facilitate new development, affordable or otherwise. Council Member Moreno stated the Kennedy Commission encouraged the City to develop a mixed- income housing ordinance. Mr. White speculated a mixed-income housing ordinance would be one that looks for development to include a blend of market rate as well as various levels of affordability. In response to Council Member Moreno's inquiry, Mr. White advised there are no new policies or programs that are different than what the City has been doing for the past six years. He explained there is a list of various strategies that are identified in the City's Housing Element, as part of the General Plan, which shows the policy direction that was provided and adopted as part of the Housing Element in 2014 and the implementation or status of the efforts that have been done in regards to each of those developments in regards to those policies. In response to Council Member Moreno's inquiry, Mr. White responded it was fair to say the City has met the three goals in the Quantified Objective solely based on policies or resources the City has utilized. In response to Council Member Moreno's inquiry, Director of Community and Economic Development John Woodhead responded the private sector acting alone has taken advantage of the state and local density bonus laws and has chosen to restrict some of their units to moderate-income households. He further explained that any affordable housing that has been developed at levels below moderate has been in conjunction with an Anaheim Housing Authority partnership. Council Member Moreno encouraged City Council to begin examining policies to accelerate housing development at the low-income to very-low-income level. In response to Council Member Moreno's inquiry, Mr.Woodhead acknowledged the extraordinary work his staff has done to leverage funds to develop lower-income level units. Council Member Moreno reported the data suggests that if the City does not begin to require affordable housing developments it will not meet the needs of Anaheim low-income residents. In response to Council Member Moreno's inquiry, Council Member O'Neil reported the Housing Ad Hoc Subcommittee would bring recommendations back to the City Council in spring, but due to the COVID- 19 crisis, it had been placed on hold. Council Member Moreno encouraged the Housing Ad Hoc Subcommittee to complete its work and thanked staff for their work. Informational item; no action taken. City Council Minutes of April 21, 2020 Page 8 of 17 D116 22. Update on the City's response to COVID-19 Mayor Sidhu introduced the item and reported the City continues its efforts to protect public health, deliver City services, and plan for recovery. Mayor Sidhu reported Orange County and Anaheim were not seeing the number of deaths forecasted early in the crisis which is due in part to the "Stay at Home" order and social distancing. He thanked residents and businesses for the sacrifices they have made. He reported the City will now start to emerge and plan for recovery. He explained both President Trump and Governor Newsom have released guidelines and Anaheim's re-opening will likely be in a phased approach in coordination with the State and the Orange County Health Care Agency. Mayor Sidhu reported the Anaheim Community and Economic Recovery Plan was adopted on March 26 to provide $8,000,000 in funding to Anaheim's neediest residents impacted by COVID-19, including a $2,000,000 grant to the Anaheim Community Foundation (ACF) for direct assistance to nonprofits serving seniors, children, and families, of which ACF has distributed $1,100,000 in direct assistance to date. He provided a brief highlight of those served including Anaheim Family YMCA, Meals on Wheels, Anaheim Boys and Girls Club, Second Harvest Food Bank, Salvation Army, and the Orange County Conservation Corps. Mayor Sidhu reported $6,000,000 was provided to expand programs for housing assistance, helping get vulnerable homeless individuals off the street and helping keep the city workforce working and providing services during the crisis. He advised the City received a substantial grant from the State to provide housing for the homeless population. He encouraged staff to be diligent on the issue as he has heard reports of homeless encampments popping up in the area. He reported the City adopted an Emergency Ordinance to protect residents who were impacted by the crisis from being evicted. He reported the Federal Government provided the City with additional Community Development Block Grant (CDBG)funding to expand housing assistance programs. Mayor Sidhu reported the Senior Welfare Check Program has been a success and he believed the program could expand. He encouraged staff and residents to share the program with those who may need the service. Mayor Sidhu highlighted efforts in other areas such as the City of San Antonio using City buses to serve as mobile Wi-Fi hot spots in underprivileged neighborhoods for students who are trying to keep their schooling up and learn from home. He requested the Anaheim Transportation Network (ATN) work with staff and the school districts to investigate deploying such a service on their 18 busses and Free Rides around the Neighborhood (FRAN) shuttles. He reported the City of Los Angeles has partnered with community organizations to provide free daycare to essential workers and requested staff to explore the viability of such a program in Anaheim. Mayor Sidhu highlighted economic recovery efforts and noted the Anaheim Resort is the single largest employer in Southern California and a bedrock for a tourist-driven economy. He advised it provided funding for 50% of City jobs and 50%of the City's General Fund revenue and noted the Anaheim Resort wants to open when appropriate with guidance from State government and the Orange County Health Care Agency. He was pleased to see Disney Executive Chairman Bob Iger had been appointed to the Governor's Task Force for reopening California in addition to guiding the Orange County Task Force. He acknowledged Mr. Iger will be meeting with Governor Newsom and hoped to provide a report soon. Mayor Sidhu reported Visit Anaheim was provided with $6,500,000 in funding from the Anaheim Convention Center Reserve Funds to help book corporate meetings and conventions at the Anaheim City Council Minutes of April 21, 2020 Page 9 of 17 Convention Center. He reported the City is seeing early returns on this investment, even though Visit Anaheim's staff has been cut by almost 60% and the remaining staff has taken a 25-50% pay reduction. He reported Visit Anaheim has re-booked two major conventions that were previously canceled due to the COVID-19 crisis. Additionally, he reported Visit Anaheim has also attracted eight new meetings and conventions to the Anaheim Convention Center between 2020 and 2021. Lastly, he reported the bookings will bring in over 200,000 guests to Anaheim with an expected economic impact of almost $500,000,000, driving $9,200,000 in hotel taxes to the City. Mayor Sidhu reported Visit Anaheim is in the process of saving four significant meetings which were in jeopardy of canceling, which helps Anaheim keep $4,700,000 in Transient Occupancy Tax(TOT). He reported, by working with Visit Anaheim, they have doubled the initial investment in less than a one month and has helped Anaheim to be ready for recovery when appropriate. Mayor Sidhu reported the City is working in partnership with the Anaheim Chamber of Commerce and other local businesses to promote buying and hiring locally. He reported the Small Business Administration (SBA) will be providing programs to help small businesses. He requested staff explore best practices from other cities that have used CDBG funds to partner with local community banks to expand loans for struggling businesses. Mayor Sidhu acknowledged lean times were ahead for the City until recovery was fully underway and the City will need to tighten its belt for the next couple of years. He looked forward to working with staff to assist with the City's short-term financial health and working with partners to ensure the City was providing residents and businesses with quality municipal services. He thanked residents for helping flatten the curve. Deputy City Manager Greg Garcia provided a brief update of the City's efforts regarding the COVID-19 pandemic and response. He reminded the public real-time information is available at https://www.anaheim.net/5454/Tracking-Coronavirus-Anaheim-Ready. He thanked City staff,front-line employees, and first responders for their hard work. Fire Chief Pat Russell provided a brief overview of operations that the Emergency Operations Center (EOC) is activated and operating Monday through Friday, 8:00 A.M. to 5:00 P.M., with Duty Officer based coverage monitoring emails and phone calls on the weekends and after hours. He reported 30 staff members were assigned to the EOC, with 15 of those working remotely. He thanked staff for working tirelessly for five weeks to support the citizens of Anaheim. Chief Russell reported the EOC's objectives remain unchanged, with priorities being the safety of Anaheim's citizens and employees, assisting each department in collaboration with resources and supplies, and assisting in the recovery phase of the incident. He reported they continue to work with the homeless population and City Net to provide safety networks for housing in the event some of those deemed high risk become infected. He advised the staff is assisting with the numerous food donations in the area through resources and City staff assistance. He also reported the EOC is providing logistical support for the City by ordering supplies and providing manpower to different events or departments that need assistance. He also reported a liaison is in constant contact with all of Anaheim's skilled nursing facilities, hospitals, and homeless shelters to assist them and help identify any needs they may have. Chief Russell explained the EOC is looking to downsize now that the curve is flattening and priorities are shifting towards reopening and recovery. Lastly, he reported the EOC is gathering all the documentation for reimbursement that will be submitted when appropriate. City Council Minutes of April 21, 2020 Page 10 of 17 Chief Communications Officer Michael Lyster provided an update from the Orange County Board of Supervisors meeting and reported, as of April 24, all essential employees of businesses serving the public will be required to wear face coverings including grocery stores, drugstores, restaurants, and food preparation. He reported the County announced a network of additional testing sites that has the potential to complete an extra 600 tests per day. He noted one of the testing sites would be at AltaMed in Anaheim, the sites and would be operated with consultation and screening for testing, and would utilize the "swab test" which confirms an infection and is separate from the antibody test which measures past exposure. Mr. Lyster reported 215 COVID-19 cases in Anaheim and there was continued growth in daily cases. He reported three Anaheim deaths and offered condolences to the families. He advised reopening Anaheim will be partially based on slower growth of new cases each week. He explained there was three weeks' worth of data, with the first week spanning late March through early April, which saw 36 new cases in Anaheim. The second week, through April 12, saw cases nearly double. He reported Anaheim believes it is in the peak period and recently saw a small decline in cases. Lastly, he reported Anaheim, along with the State of California, Orange County, and others, was watching new weekly cases to help inform decisions about Anaheim's path forward. Mr. Lyster addressed Skilled Nursing Homes and reported the State of California began to release case information at Skilled Nursing Homes and Assisted Living Facilities, of which Anaheim has six. He reported the Anaheim Health Care Center on Beach Boulevard lists 15 patient cases, West Anaheim Extended Care lists less than 11 patient cases, although the exact number was unknown, and the remaining four facilities list cases at less than 11. He noted Anaheim is closely tracking these facilities with Anaheim Health Care Center and are assisting the Orange County Health Care Agency and the facility operator to ensure the situation is being addressed. Lastly, he reported Anaheim's emergency medical personnel are in regular contact with more than 30 Skilled Nursing Homes in Anaheim to ensure they have supplies and staffing. Mr. Lyster reported there was no date to share for reopening but the City was working with the State of California and the County for guidance. He did explain recovery would most likely be in a phased approach and will not return to pre-COVID-19 operations. He acknowledged the City is closely watching Disney's gradual reopening of some operations at Shanghai Disney and will continue to monitor how to safely and smartly think about what recovery looks like for Anaheim's theme parks. Mr. Lyster reported planning for the eventual reopening of City Hall has begun and a working group has been convened to think about reopening plans. He anticipates phasing in of additional services on top of the essential services currently being provided. He did report any reopening would limit the number of people in City Hall and ensure proper health and safety measures were in place. Mr. Lyster reported Anaheim is closely watching Ventura County as it gradually reopens its recreational and community services and the Orange County Board of Supervisors on its golf course openings. He encouraged people to enjoy the parks for walks and fresh air but to continue social distancing and utilize the added safety measures such as soap dispensers in the park bathrooms. Lastly, he noted many more delivery drivers were using Anaheim park restrooms as there are fewer options available to them as more businesses might be limited or closed. Mr. Lyster reported Anaheim Public Utilities continues to assist customers struggling with COVID-19 related issues. He reported 2,300 bills have been deferred and Anaheim Public Utilities continues to offer income-qualified discounts and medical allowances for those with home medical equipment. He City Council Minutes of April 21, 2020 Page 11 of 17 reiterated there were no COVID-19 concerns with Anaheim water and staff has reported that in multiple languages on the City's primary website. Mr. Lyster reported Anaheim communicates continuously with the community and has reached more than 3,000,000 people with social media posts, video updates, and information at http://www.anaheim.net/5454/Trackinq-Coronavirus-Anaheim-Ready. He explained Anaheim continues to provide daily case updates, critical incident developments, and inspirational posts. He reported, on April 24, Anaheim shared a quarantine concert with Anaheim's own Sean Oliu and his band, The Coastline Cowboys, which was well received. Mr. Lyster reported Anaheim will start a weekly email update with critical COVID-19 news from Andy Anaheim as many senior residents do use email but may not be as comfortable with social media or going to the website. He noted road signs are in place reminding people to stay home and to wear face coverings while out at an essential job or an essential outing. Lastly, he reported Anaheim is working with schools to share updates on their virtual learning efforts, as well as positive videos featuring students and the food programs. Community Services Director Larry Pasco provided a brief update of the work that has been done by the Anaheim Community Foundation (ACF) for the Anaheim Economic Recovery Plan. He reported City Council allocated $2,000,000 in grant funding to the ACF to assist nonprofit agencies in assisting Anaheim residents in dealing with the economic effects of COVID-19 crisis. He reported of the $2,000,000, the ACF funding plan has allocated $1,400,000 to a Rapid Response Program to quickly get funding to residents. He reported, since April 3, the ACF has received a total of 50 grant applications and has distributed funds to 18 nonprofit agencies for a total of about $1,100,000 to help with immediate need relief. Mr. Pasco explained the ACFs goal is to award funds for a broad spectrum of services so the Anaheim community can benefit in many diverse ways. He reported funding is going to the most vulnerable residents in all age brackets, ranging from children, families, Anaheim's senior population, and those living in hotels. Additionally, he reported types of services include expanded meal programs, more locations where food is available, more needed household supplies, prepackaged food, hygiene kits, pantry items, grocery and gas cards, and bus passes for travel to and from work. He advised funds will also be used by nonprofits to continue to provide needed support for services for at-risk youth, families, and vulnerable individuals who depend on such assistance. He encouraged the public to visit http://www.anaheimcf.orq/rapid-response-grant-awards/ to review the grant criteria and summary of funding awards to date. Lastly, he reported the organizations that received funding will work with City staff and the EOC to ensure the services provided will be well-coordinated, to deliver where the needs exist, and to ensure that gaps in existing services will be filled. Mr. Pasco advised staff will also work with the nonprofits to assemble statistics and monthly reports to monitor the progress of the individual assistance programs. He also reported an interactive map found on the City's website currently directs residents to the various food programs throughout the City which will be regularly updated as additional food programs offered through the Rapid Response Program come online. He believed the ACF was finalizing the second release of funds to applicants which will be announced within the next few days and will total approximately$300,000. He advised the ACF will continue to coordinate with the Community Services Department and the EOC to identify residents' needs in this crisis. He advised approximately$600,000 has been identified to be used in coordination with the EOC, as needed, and for the recovery portion of the spending plan. Lastly, he ensured both the ACF and staff will remain flexible with the remaining funding to ensure that the needs of residents are met in the coming months. City Council Minutes of April 21, 2020 Page 12 of 17 Mr. Garcia thanked the ACF Board for stepping up and working with the nonprofit community very quickly to get these funds on the ground. He expressed encouragement for great results in moving forward. Mr. Garcia reported the City has received State funding to assist with the homeless population but advised the City will be utilizing funding from the Recovery Plan in order to make sure Anaheim is taking care of its homeless population during the COVID-19 crisis. He reported Anaheim shelters are following the Center for Disease Control (CDC) guidelines related to COVID-19. He added both shelters will be using isolation and quarantine trailers from the State to help with immediate on-site isolation for those who may be at risk. Additionally, he reported the City has been working to make local hotel rooms available and continues to seek agreements for those as needed. Mr. Garcia reported Anaheim was also working in partnership with The Salvation Army to add 101 shelter beds to its current shelter site which are anticipated to be ready by June 1. He also reported efforts were ongoing to open a low-barrier shelter at The Salvation Army Thrift Store which could potentially temporarily house and isolate an additional 49 women. He thanked City staff for their ability to develop these plans with limited time and resources. Community and Economic Development Deputy Director Grace Stepter reported the Community Development Department was in the process of implementing and putting the systems together to provide two programs that will provide relief and were desperately needed for Anaheim residents and businesses. She reported the first is a Microbusiness Loan Program which will assist businesses with one to five employees and tend to be the small "mom and pop" businesses within Anaheim. She acknowledged there have been significant federal dollars put in place for the Payroll Protection Program, but the Small Business Administration (SBA) advised these "mom and pop" businesses tend to struggle the most and accessing capital from the larger programs and banking institutions can be a bit intimidating. She advised Economic Development Manager Jessica Gonzales receives direct feedback from these businesses on a weekly basis through a weekly newsletter that covers all the federal and state resources available but hears that small businesses need support. Ms. Stepter explained the City will be offering up to $10,000 per business under the program with ability potentially for a forgiveness component to the loan if the business is able to create an Anaheim job within five years, which is the term of the loan. She hoped to launch the program within the next two weeks. Ms. Stepter reported the second program is an Emergency Rental Assistance Program for workers impacted by the COVID-19 crisis. She explained the Community Development Department houses the Workforce Development Department and receives notifications of recipients who are being furloughed, laid-off, or are permanently losing their jobs. She reported approximately 95,000 Anaheim residents have applied for unemployment benefits and explained it will take time for people to have access to funds due to the unprecedented demand for the Employment Development Department (EDD). She clarified the program will allow up to three months of rental assistance to cover about 50% of the difference between what the family brings into the household and their rent and will vary by household. Ms. Stepter reported this was not a traditional offering of Emergency Rental Assistance so the City was building software so residents could apply online. Additionally, she advised they were working with the Accounting Department to prepare for the influx of checks that will be requested on behalf of this program and getting staffing up to speed as the program will attract many applicants. Lastly, she advised they hope to have the program ready to launch on May 1. She also reminded residents the eviction moratorium was not a rental forgiveness program. City Council Minutes of April 21, 2020 Page 13 of 17 Mr. Garcia thanked staff for working through the logistics, staffing, and intake needs which would be required by the program and noted he anticipates an incredible response for the program. Mr. Garcia reported staff has been in continual contact with Visit Anaheim, are in receipt of their plan, and are getting regular updates from them on their work to make sure they bring business back to the Anaheim Resort as soon as possible. He noted Mayor Sidhu mentioned earlier that Visit Anaheim was able to reschedule some events, were going after future bookings, and hoped to see a successful partnership with them in the future on that effort. Mr. Garcia provided a brief overview of the Coronavirus Aid, Relief, and Economic Security (CARES) Act and noted it includes $2 trillion in COVID-19 relief, $150 billion to state and local governments, $367 billion in loan and grant programs for small businesses, an increase in unemployment benefits, and also some direct payments to families. He reported to Anaheim was not included in this plan since its population is less than 500,000 and staff is working to determine if the County or the State will be sharing some of their funds with smaller cities. Mr. Garcia reported Anaheim did receive some direct allocation from the CARES Act via the CDBG program formula, the Emergency Solutions Grant (ESG) grant, and Housing Opportunities for Person with AIDS (HOPWA) in the amount of$4,200,000. He reported Congress agreed on a fourth stimulus package which provides $321 billion to replenish the Paycheck Protection Program. However, he reported there were no funds included in this package for local governments. He advised Anaheim was not alone in advocating for these funds and are in unity with all of its associations and fellow cities in pushing for federal funding, noting the President has indicated he was willing to begin negotiations to provide fiscal relief to state and local governments as part of COVID-19 relief and revenue losses. DISCUSSION: Mayor Pro Tern Faessel thanked City staff for their hard work. Council Member O'Neil thanked City staff for their hard work and was encouraged to see a plan for recovery and reopening. He expressed his excitement to learn more about the Microbusiness Assistance Program. Council Member Kring expressed her gratitude that only 40 have died in Orange County, but also expressed her concern that 40 was too many. She expressed her support for reopening Anaheim sooner as she has seen many businesses enforcing social distancing and store entry limitations. She noted most cashiers have a sneeze guard in front of them and many service stores such as nail salons have required the use of masks for years. She encouraged limiting time in skateboard parks to 30 minutes so kids can get out and opening restaurants as long as they follow social distancing. She reiterated that people need to get out of their homes. Council Member Kring would like to see Anaheim lead the way for reopening and, if a spike occurs, businesses can be shut down. She expressed concern that non-COVID-19 hospitals were requiring their staff to be furloughed due to lack of work and was causing more social and mental harm. She encouraged Anaheim to start getting businesses of all sizes up and running. Council Member Moreno expressed his opposition to reopen Anaheim at this time. He recapped the City Council meeting on March 16, when it met in an Emergency Session, where it gave 100% confidence in Anaheim's City Manager Chris Zapata by empowering him to do what was appropriate to protect Anaheim, including implementing the EOC, affording him more budgetary power, and the authority to wave unnecessary policies to protect Anaheim staff and residents. He commended Mr. Zapata and the entire City Manager's Office for the incredible work they completed under his direction. City Council Minutes of April 21, 2020 Page 14 of 17 In response to Council Member Moreno's inquiry, Ms. Stepter reported the City's initial commitment to the Microbusiness Loan Program was $1,300,000, believed it may be able to help up to 100 businesses, and was being developed with CDBG funds. In response to Council Member Moreno's inquiry, Director of Community and Economic Development John Woodhead advised the City has anecdotal evidence that businesses of that size typically have enough cash on hand to survive one week, so he was confident there was a huge need. He also expressed concern the City does not have enough resources to meet all of the demand. Ms. Stepter reported the Economic Development Director has a list of 15,000 businesses, but they would not all qualify, and staff was providing information to those businesses about the available SBA loans. She clarified the program was intended to address those businesses that fall through the cracks. She further clarified the program will partner with the Small Business Development Center, who has access to state and federal funding, so the program is meant to be a gateway into larger funding resources. In response to Council Member Moreno's inquiry, Ms. Stepter explained the Emergency Rental Assistance Program is a combination of federal funds and money that was allocated by the City Council through the Economic Recovery Plan funds. She also explained the City has access to the CARES Act funds that provide Emergency Shelter Grant funds, $2,000,000 through the CDBG funds, and allotted through the Anaheim Economic Recovery Plan is potentially another$2-3 million but it depends on the demand for the program. In response to Council Member Moreno's inquiry, Ms. Stepter advised the primary intent of the program is to try to alleviate large numbers of people who find themselves having availed themselves of the deferral and then not being able to pay what they deferred. She encouraged residents to pay as much rent as they possibly can. In response to Council Member Moreno's inquiry, Mr. Garcia clarified Mayor Sidhu's statement was that because of the assistance from the City, Visit Anaheim was able to keep their doors open and keep working and, as a result of the work, they have been able to reschedule shows and also start looking at future bookings as per their press release today. Council Member Moreno requested the City Manager's Office share with the City Council the data and the timeline of those contacts made. Council Member Moreno shared he was able to obtain a copy of Visit Anaheim's Worker Adjustment and Retraining Notification (WARN) notice in which it indicates they were laying off staff effective April 13, seven days after they were allocated the $6,500,000. He expressed concern that City Council was told when deciding on the Economic Recovery Plan that Visit Anaheim had already laid-off staff so there is some discrepancy with the report. He noted it was hard to understand how Anaheim's money influenced their ability to get those conventions restored. He thanked City staff for working so hard to maximize resources. Council Member Moreno thanked staff for all their work and expressed his support for Governor Newsom's six points to reopening California which will be data-driven along with input from public health officials and not politically driven. In response to Council Member Moreno's inquiry regarding current staff efforts and actions regarding COVID-19, Mayor Sidhu would not comment on why he agendized the removal of City Manager Chris Zapata noting it is on the Closed Session Agenda. Council Member Moreno encouraged City Council to question the Mayor's decision and clarified for the public the Closed Session item was the reason Deputy City Manager Greg Garcia was facilitating the meeting. Council Member Moreno reported Mr. Zapata sent an email wherein he offered to reduce his own salary by 10% and proposed working with the Anaheim Chamber of Commerce to restructure the contract to City Council Minutes of April 21, 2020 Page 15 of 17 manage large events which would not take place due to COVID-19. Mayor Sidhu interjected that Council Member Moreno's comments were not related to the COVID-19 crisis agenda item, to which Council Member Moreno disagreed as the email specifically addressed the COVID-19 crisis. Council Member Moreno noted Mr. Zapata was also looking to restructure the Muzeo agreement with the City that provides $250,000 per year but, since they are closed, he was looking to pay the amount on the back-end and save the General Fund $250,000. Lastly, he noted Mr. Zapata was going to recommend to the Visit Anaheim Board of Directors a reduction in the compensation of the CEO and Senior Vice-President of Visit Anaheim, who make $400,000 and $310,000 per year respectively. In response to Council Member Moreno's inquiry, Mayor Sidhu interjected and noted the memo was from the City Manager as a budget item and that Mr. Garcia cannot answer at this time, as it was not his memo. Mayor Sidhu asked the City Attorney for an interpretation; Council Member Moreno withdrew his question. Senior Assistant City Attorney Kristin Pelletier opined that everything tied to COVID-19, including economic discussions, would fit within the update but once the discussion ventures away from COVID-19 it would be beyond the scope of what has been agendized. Council Member Moreno argued the memo states "staff has been reviewing economic information that models various scenarios, revenue, and expense projections along with public interest policy direction results in a budget that in normal times would continue to provide robust public services for residents, businesses, and visitors. As these are not normal times and our budget and budget calendar have been impacted by COVID-19, I provide this information will bring forth as recommendations for discussion" and COVID-19 is the topic for discussion. He recapped the points in the memo relating to the Anaheim Chamber of Commerce contract, the Muzeo agreement, and the Visit Anaheim grant. In response to Council Member Moreno's inquiry, Mr. Garcia advised he was not consulted as part of the memo from Mr. Zapata but believed it was a list of ideas he had proposed to the policy body to potentially consider moving forward. He advised it was up to the City Council to consider those proposed changes and staff was not currently acting on any of those items. He noted that staff has been informed that Visit Anaheim salary reductions have been implemented. Council Member Moreno expressed his concern that Mr. Zapata disagreed on part of the Recovery Plan, which is part the response to COVID-19, and now he was being potentially removed. He advised City staff he would like to hear all of their ideas and professional opinions and hoped the action proposed by the Mayor does not cause a chilling effect amongst the staff. Council Member Moreno encouraged City Council to clarify if the item was agendized to remove Mr. Zapata simply because he did not agree 100% with an aspect of the plan. Council Member Barnes thanked former City Manager Chris Zapata for his work and read the names of those who submitted public comment emails in support of him. She expressed appreciation for Mr. Zapata's work in District 1 and stated the work would be completed. She stated her commitment to mobile home parks across the City and referenced a letter of thanks from real estate developer John DeFalco, for food drops at Anaheim Royale and Willowick, and noting $500 donations to the California Association of Food Banks and the People's Homeless Task Force of Orange County. She encouraged everyone to continue to give and help seniors and the needy. Council Member Kring announced a food distribution event on April 22 by Access Cal Services at 631 S. Brookhurst Street. She reported her participation on April 11 at the Second Harvest Food Bank distribution event at the Honda Center and encouraged residents to assist on Mondays at Renewable Farms at Vermont Avenue and State College Blvd. She asked to adjourn the meeting in memory of retired Anaheim Police Department Captain Ben Hittesdorf. She reminded residents that with warmer weather comes mosquito season and encouraged all to "tip and toss" standing water and to call the Mosquito and Vector Control Board for assistance if needed. She clarified her earlier comments were not to suggest opening additional services quickly, but in a prompt, phased approach. For Council City Council Minutes of April 21, 2020 Page 17 of 17 consideration, she requested an ordinance legalizing cannabis businesses in Anaheim consistent with State law, a resolution to place the topic before the voters in November, and a cannabis tax measure for the May 5 and May 12 agendas, and requested the Public Information Office proactively seek public input (concurred by Mayor Sidhu and Council Member Brandman). Council Member O'Neil thanked Chris Zapata for his service and looked forward to moving the City in a new direction. Mayor Pro Tern Faessel requested the meeting adjourn in memory of Anaheim High School Hall of Fame member Don Liebhart. He thanked the Honda Center for allowing the use of their property by the Orange County Clerk-Recorder to perform marriage ceremonies, in addition to the Second Harvest Food Bank. He acknowledged the Anaheim Community Foundation for granting money to 18 non- profits as part of the economic recovery plan. He reported his participation on April 11 for the 125th anniversary of Anaheim Public Utilities, on April 16 for a retirement parade for 35-year Community Services employee Margaret Hunter, on April 18 for Lineman Appreciation Day, on April 19 for the celebration of Elmer Thill's 106th birthday, and on April 20 for a food distribution event with Congressman Lou Correa in the Benfield Canmore neighborhood. He further noted, that along with colleagues from Fullerton and Santa Ana on the Metropolitan Water District board, they brought a rate structure modification to cut the proposed two-year rate hike approximately in half, adopted by about two-thirds of the directors. They will continue to review expense items and will revisit rates and the budget no later than the end of August. Council Member Brandman encouraged all residents to stay in touch and receive updates from the City's website to learn about assistance during the state of emergency. He recommended the use of Anaheim Anytime and 3-1-1, and for true emergencies to call 911. Mayor Sidhu thanked all residents for their engagement and his colleagues and staff for their leadership and service. He noted a majority of the Council expressed a desire to move in a different direction with the City Manager, thanked Chris Zapata for his service, and looked forward to working with Interim City Manager Greg Garcia. He advised residents, that even with a change, the city was in great hands with all the employees continuing to provide services daily and he looked forward to working with everyone to make Anaheim stronger than ever. Four of the current councilmembers were on the council at the time they selected Chris Zapata. He has been in this position less than two years. This is not the time to replace a City Manager. The city spent several years with temporary City Managers and city staff morale was impacted. Not only will the tax payers have to buy out the remaining contact but will need to hire a "temporary manager" and pay that person. The current contract runs through August 5, 2023 at $299,000 per year. The city will see a major shortfall in revenues in 2020, having an impact on city services including the Fire and police Departments. The city needs to look at where it can cut expenses and all non-essential programs need to be placed on a freeze until we get through the next 12 to 18 months. I understand the City Manager propose a salary reduction of 10% until August of 2021. I was not impressed to see our resources (APD) being wasted on a video when they should be getting these transients into shelter instead. But the Mayor is more concerned with advertising a city which is quiet, and will be for some time. Chris Zapata is CORRECT in his assessment of the needs of our city. Greg Garcia is a proven Disneyland supporter and neglects the residents of Anaheim that are nearly all Latino. Greg Garcia proved his loyalty to Disneyland by his vigorous opposition to District Elections for Anaheim. He was at the time in charged of the district election informational meetings where he consistently ran the meetings in a bias manner, and falsified the meetings' minutes. Follow Up Flag: Follow up Flag Status: Flagged Good afternoon, I do not usually comment on opinionated issues, however, the issue at hand concerns not only myself, but many others in the community have come to me as well. 5o I have been asked to express our thoughts about the supposed upcoming firing of City Manager Chris Zapata, I am not alone in my absolute shock in hearing about this. With all due respect, it appears to be in direct retaliation to his minor difference in -opinion in the allocation of monies spent in the Economic Recovery Plan. As you know, € submitted a letter of support, although if I knew it would cause someone to lose their job for simply voicing a difference in opinion I would have never supported it. Mr. Zapata is well respected not only by myself, but by many in the community. He has done a phenomenal job with the mess he walked into when he took the position. He has literally walked the neighborhoods himself to get to know them. He has gracefully taken on the difficult task of addressing homelessness. He appears to be fair and just. I am so taken aback by this decision. The City, along with the rest of the world is in the midst of a Pandemic, a public health emergency, and to take this action right now would be a mistake. I believe it would show weakness, not strength, in the City of Anaheim. I ask that you put your personal opinions aside for now. Rarely, if ever have I heard of a City Manager recommending a cut in pay for himself and budget considerations that take into effect a fiscal crisis; I don't even see that from our current congressional leadership. The most successful cities I've been a part of had this type of leadership in place. I am not sure I agree with the Anaheim Stadium deal, and feel much more needs to be done in Anaheim regarding the average citizen, but I'm not sure now is the time for a city manager change. If the reason for this change is a public disagreement, then this action is not appropriate. Public disagreement is a part of a healthy political system, and in the cultural perspective I work from it is simply part of the larger conversation. A good decision making process includes disagreements, because it Includes every voice. I advocate for systems that allow for discussion and not a win - lose, or win at all costs approach. These systems rarely if ever serve the common or public good. These systems are power systems that always create a loser in the process. But I'm a bit perplexed by all of this. First, in an April 2nd memo by Jay Burress, President and CEO of that non-profit, he states that after layoffs, all remaining staff "took a 20% salary cut." Second, in an email I received the same day from Mike Lyster, he reiterated what Burress wrote in his memo. However, in an article just posted yesterday on the Anaheim Blog by Matthew Cunningham, a political consultant whose wife happens to be Senior Vice -President of the Anaheim Chamber of Commerce, he claims that Visit Anaheim's "senior leadership has reduced their own pay by 50%." So what is it? A 2051c cut? 50%? Personally, I think compensation for Visit Anaheim's top execs should be cut by more than 50%. The leaders of many businesses, including executives with the Walt Disney Company, have slashed their salaries to the bone. Burress should step up to the plate and do the same. If Zapata is being fired because he wanted to reduce executive compensation, I think that's a petty and vindictive thing to do. I find it immoral Sidhu's top priority on IVarch 26th was not to spend money to fight the spread of the deadly COVID-19 virus, but to give $6.5 million in public funds to his rich friends. The mayor doesn't seem to understand our city's economic recovery is wholly dependent on stopping this virus, not just making up a marketing plan. I would sure hope that Chris is not being removed from his position due to some disagreement over this money, which will be dispersed to Visit Anaheim, over time. We do have a lot of unresolved issues in our city and this is a lot of money to be concerned with. I would like to say that Chris appears to me to be a genuine and sincere person in how he conducts himself in his official business. I think this would be a bad time to release Chris from his position, given this current state and climate created due to COVID-19, and this could very well look like an opportunity seized, due to this current climate. Two weeks ago when you needed this 15 million taken from reserves. You and the council majority backed up the plan by boasting your confidence in this competent staff. Instead the Mayor and his majority gave them nearly a half million dollars of tax payers money. Next it was Disney/Wincom properties the Mayor gave them 300 million in government subsidy to build a 4-star resort. This is after Disney paid in 2017 a landmark deal paid 52.4 BILLIONS for the FOX network. That money could have paid for housing for the Seniors, Veterans, Affordable, low income, and homeless HOUSING. Now in the middle of a pandemic gave Visit Anaheim an organization that visible and vocally against measure "L" the living wage 6 and half million dollars without even checking to see if they had reserves themselves. The part that bother me the most is that the top 2 officers in this organization make nearly $800,000,00 annually. Why are we giving $6.5 million dollars to an organization that cannot even operate because of the pandemic and same residents struggle to put food on the table and pay their rent. The city manager seeing this knows that if this pandemic lasts for a substantial amount of time, knows that the city of Anaheim may be going bankrupt. So when asked by city councilman Moreno the city manager gave his honest opinion. This opinion conflicted with the mayor wants and his need to justify giving Visit Anaheim this $6.5 million dollars. Now the mayor wants to fire the city manager just like Trump wants to fire everyone at the White House who spoke up. This action that the Mayor and his Republican majority city council is threatening our democracy and our stability as a city. Which way are you going to vote this time Mr. Faessel when Mr. Zepeda was backing you up in your neighborhood townhouse meetings, can yc•u honestly look him in the face when you give your vote or will you cave again to the money power structure turning your back on the residents of Anaheim. Mayor Harry Sidhu, The Kennedy Commission (the Commission) is a broad coalition of residents and community organizations that advocates for the production of homes affordable for families earning less than $20,000 annually in Orange County. Formed in 2001, the Commission has been successful in partnering and working with jurisdictions in Orange County to create effective policies that have led to the production of new homes affordable to low income working families. We are writing in regards to the proposed Exclusive Negotiation Agreement (ENA), with Greenlaw Development, LLC for a future development of approximately 7.3 acres at the southeast corner of Beach Boulevard and Lincoln Avenue (land owned by the Anaheim Housing Authority) and the Option Agreement and Escrow Instructions, in substantial form, in the acquisition amount of $4,750,000, for the purchase of an approximately 1.73 acre property located at 2952 and 2950 W. Lincoln Avenue. As the Council reviews the proposal the Commission urges the City and the Housing Authority to prioritize the creation of exclusively new affordable Dousing for Extremely Low, Very Lore and Low Income families on theses Housing Authority sites. These sites have been acquired by the ANHEIM HOUSING AUTHORITY with housing funds to facilitate the production of housing for lower income working families. The lower income housing needs are not being addressed by the market rate developments being incentivized in the housing market in Anaheim. Affordable housing development on these sites is critical since current policies and programs have not facilitated the development of homes affordable to lower income households in the traditional development in the City. Mayor Sidhu and City Council Members April 21, 2020 Page 2 of The City of Anaheim 2019 Annual Housing Element Progress Report (Item #3 on tonight's agenda) outlines the huge housing imbalance and deficit in meeting the City's housing needs for lower income families. As highlighted in the City of Anaheim's Housing Element Progress Report, the City has a deficit of affordable housing. The City has permitted over 7,477 housing units during the current Housing Element period and only 245 have been in the affordability level of low and very low. The vast majority of the housing units, 7,232 have been approve at moderate and above moderate income levels. With only a year left in the planning period and with the City lacking site capacity for its remaining affordable housing needs, it is imperative that the City of Anaheim prioritize affordable housing on the few City owned opportunity sites and in new sites being rezoned and being incentivized for housing development. With a remaining RHNA need of 1,918 lower income homes, it is important the City prioritize the development of new affordable homes for lower income families in the City. The CA Surplus Land Act Requires that Surplus Land Be Offered for Affordable Housing or Open Space The 7.3 acres at the southeast corner of Beach Boulevard and Lincoln Avenue (land owned by the Anaheim Housing Authority) needs to be developed for affordable housing. In the event that these properties are no longer needed, they can't simply be offered for market rate development. The CA Surplus Land Act, Cal. Gov. Code, § 54220, et seq., requires that when a local agency wishes to dispose of land it no longer requires, the agency must send a written offer to sell or lease the property to certain entities for affordable housing or park purposes. In adopting the Act, the California Legislature declared, "housing is of vital statewide importance to the health, safety, and welfare of the residents of this state and ... provision of a decent home and a suitable living environment for every Californian is a priority of the highest order," and thus "surplus government land, prior to disposition, should be made available for that purpose." Cal. Gov. Code, § 54220(a). Specifically, the Act requires that a local agency disposing of surplus land must send a "written offer to sell or lease for the purpose of developing low and moderate -income housing" to local public agencies and, upon request, to individuals or organizations certified by the state to "own, construct, acquire, or rehabilitate a housing development" F Mayor Sidhu and City Council Members April 21, 2020 Page 3 of Conclusion We ask that the City of Anaheim Council and Housing Authority use the Housing Authority sites exclusively new affordable housing. for Extremely Low, Very Low and Low Income families to address affordable housing needs for low, very low and extremely low families in Anaheim. We also request for a formal disposition of the agency owned land in a manner that complies with the Surplus Land Act if by, at a minimum, offering a priority to sell, lease or use the land for affordable housing. The City needs to prioritize its City owned land to create much needed affordable housing. Lower-income families in Anaheim are likely to bear the brunt of the economic impacts of the present and expanding health crisis—with significant numbers of workers expected to lose their jobs and find themselves unable to pay for high rent, health care, and other necessities. This is a crucial time to continue plan and investment in affordable housing development. We urge you to approve new housing developments in a way that will help the City of Anaheim meet housing needs and Housing Element goals in and equitable manner. With growing concerns about housing and economic insecurity— we believe that the City can prioritize the development of affordable homes that residents desperately will need, during and after this crisis. We are doing our part to help our families. I have some items of concern as you consider matters before you today. My hope is that you revisit your thoughts on the rent moratorium in Anaheim. Many residents are very concerned about their housing situations and are fearful that in just one month they will be evicted from their homes if the council doesn't step in to help.. We all know this is of no fault of their own. This stay order has all of us home bound. Please reconsider adding more time for our citizens who are lining up at food banks to feed their families. Please give them some more time to recover and give them the gift of hope. Another item of concern is the limited amount of low income housing in Anaheim. It is not enough. As you approve the development of more and more housing projects the ratio of low income projects do not match the great need. We all know that there will be economic hardship as fallout from the Covid-19 virus. We need to address this need head on that will come from this economic hardship. (There is a great need as of now.) I believe we do not have a policy in place that gives developers directives to build a certain amount of low income housing. Completed in 2915, Rockwood Apartments is comprised of 70 units of which there are 48 project based vouchers that are set-aside for homeless families and 15 units are set aside for MRSA households. Additionally, the Orangewood/ Manchester development of 104 affordable units, of which 20 units will be set aside for permanent supportive housing, and the El Verano Senior Apartments which will provide 54 homes for lower income seniors have now completed the entitlement process. While these developments will provide much needed housing for the City's lower income households, these developments are only meeting a small percentage of the City's lower income housing needs. As the Council reviews the City's 2019 Annual Housing Element Progress Report for the 2014-2021 planning period, the Commission urges the City to evaluate its current policies and programs that have not facilitated the development of homes affordable to lower income households in the City. For the 2014-2021 Housing Element planning period, the City has a Regional Housing Needs Assessment (RHNA) of 1,256 very low - and 907 low-income households. To -date, the City has built 124 or 10% of the 1,256 very low- income units and 121 or 13% of the 907 low-income units.' However, for the above moderate - income units, the City outperformed and exceeded the RHNA by constructing 7,182 or 287% of the 2,501 above moderate -income RHNA.2 While 948 above moderate units were added in 2019, only 53 units total were added at the very low and low income levels. With a remaining RHNA need of 1,918 lower income homes, it is important the City prioritize the development of new affordable homes and adopt a mixed -income housing ordinance to encourage the development of affordable homes for lower income households in the City. The City should also evaluate and review proposed/completed residential developments that have occurred in the Residential Opportunity Overlay Zone. Has it been successful in facilitating the development of affordable homes for lower income families? If not, the City should take the steps to strengthen the effectiveness of the overlay to ensure its success to facilitate by -right residential affordable housing developments. In light of the City's approval of a 20 -acre market -rate residential development in the Residential Opportunity Overlay Zone, the City needs to identify additional capacity to meet its remaining housing needs for lower income households. The extreme disparity of housing production in the City highlights the dire need for the City to focus and prioritize the development of quality affordable rental homes to lower income households. This is especially true given that Orange County is an extremely expensive county to live in for many residents. Ranked among the top ten least affordable metropolitan areas in the country', Orange County is suffering from an affordable housing crisis. A resident must earn at least '$39.17 per hour to afford a two-bedroom apartment at a fair market rent of $1,876 a month.' Change County renters paid an average of $355 more a month in the seven years prior to 2018 and rents are projected to continually rise.' During 2000 to 2015, Orange County's inflation-adjusted median rent increased by 28 percent while the median renter income decreased by 9 percent.' In Anaheim, the majority of the residential building permits issued since 2014 have been at the Above Moderate income level (7,182 permits) and much less at the low (121 permits) and very low (124 permits).' These numbers do not reflect the needs of lower income households. The impact of this crisis is dire. Many Orange County renters are rent burdened where they spend more than 30% of their income towards housing costs. Struggling to make ends meet, many households take on more jobs or live in overcrowded substandard households. With high rents, low vacancy rates and an increasing number of residents needing affordable homes, the supply of affordable homes being built for lower income households has also not kept up with the demand. An additional 111,996 affordable rental homes are needed to address Orange County's housing needs for lower income renters.8 Our homelessness crisis is only worsening. According to the 2019 Orange County Point in Time count, 6,850 people experienced homelessness in Orange County on a single night in January 2019, which is a drastic increase from the 2017 (range County Point in Time count which documented 4,792 homeless people.' I am very pleased that Mayor Sidhu is doing what he can for the homeless and those that rent/ own permanent residences by urging them to stay at home as Anaheim is presently a hot spot. However, many of us are displaced during the pandemic due to the high cost of rentals in the city that require the first and last month's rent upfront, great credit and income of 3 times the monthly rent. While trying to sort out our credit, get our income up and so forth we stay in motels. Realtors and Property managers have also stopped showing rental units during the crisis. Many of us work on essential infrastructure construction projects. Then the pandemic hit us very hard. Most motels in California implemented 28 day stay maximums (Mote16, Good Nite Inn, Best Western, Choice Brands etc.) some years ago to keep us from becoming de facto residents after 30 days (subject to California eviction protections). Anaheim in particular also has an old ordinance requiring motel guests to check out before 30 days. Buena Park, in contrast, has shown compassion during this health crisis and already implemented a stay/moratorium on their similar ordinance for 60 days. What that means to us in practical terms is that during the pandemic (even if we don't feel well, are sick or coughing, or in a high risk group) and we know we should stay isolated from others in our Anaheim rooms. If 28 days rolls around we have to move. So, we gather everything, use small common elevators and luggage carts, have exchanges with two sets of leaving and arriving motel staffs, other unmasked guests, disinfect everything in both rooms and so forth. This is an unnecessary health risk for everyone involved during this crisis. Access to disinfecting supplies is near impossible. In my case, as a construction inspector in my late 60's with both underlying health issues and a daughter with an immune system disorder, this is a really big deal, moving all our belongings for both personal and work between motel locations. This is not about money or the inability to pay for our rooms, because I am working. This is just about getting needlessly evicted from our clean safe space every four weeks because of insensitive corporate motel policies and old city ordinances. Local motel managers say there is nothing they can do, their hands are tied by both their corporate leaders and city leaders, like Anaheim. I would hope that the mayor and city public health officials would agree that public health is more important right now. Please help outlaw this ongoing danger to our health in Anaheim and stop the 28 -day motel evictions for 60 days. I am also hoping that the corporate hotel brands will show a small measure of compassion and will act similarly for all Southern Californians. Anaheim is experiencing a delayed reaction spike which can be further slowed if we we can stay away from others indoors for a few more weeks. Second: There are temporary eviction protections in-place for renters and homeowners during the pandemic and efforts are being made for housing the homeless, which is a daunting task. Thank you for all those that need these special protections. Third: There is "NO PROTECTION" for the Anaheim, O.C. or California working poor families (like us) during COVID-19 that are trying to make ends meet by living in motels. We currently find ourselves evicted every 28 days, not because we aren't paying the tab but because motel corporations are more concerned with guests becoming residents and acquiring protections than a public health emergency. We were evicted from an Anaheim Motel chain two weeks ago because of their corporate 28 day stay policy. We have tried our best to only shop every two weeks, keep away from others and so forth but the moves every four weeks make this impossible using common facilities. Looking for a permanent place is further hampered as realtors and property managers aren't showing units, and want residency history references, with high deposits. Could you Mayor Sidhu and the City Council find it in your hearts to be compassionate and stay/ stop the motel 28 day evictions (except for non-payment)? Foundation. We educate and empower residents of Anaheim through community health education. Anaheim has the highest number of tobacco retailers, more than any other city in ©range County. Many of these retailers and shops are located near elementary, middle, and high schools. In just one year from 2018- 2019, the percentage of high school students vaping has jumped from 12% to 21 %. The tobacco industry is targeting kids with over 15,500 flavors, advertising (Influencers on social media: YouTube & Instagram), and discounts/price promotions. The TCA has collected over $700 million since that time, and one would like to believe that the money was all spent on constructing toll roads. But the fact is that there has been no toll road construction for about 20 years, so a significant amount of the development fees go towards lining the pockets of TCA management, who collect annual benefits of up to $400 thousand a year. And what has been achieved in the past 20 years? A lot of planning for projects that they have now decided to abandon, and abandon for good cause. The only thing that the TCA actually does is to collect toll fees from automated toll collection systems. Toll road bonds should have been paid off by now, but the pay down has been stymied by the incompetence of the TCA in both planning and execution of this effort. An example of successful toll road bond pay off is Georgia State Route 400, a toll road north of Atlanta that started collecting tolls in 1993, and ended toll collection in 2013, having paid off the construction bonds. How are people supposed to pay rent back? The letter taken directly from the Apartment Association of Orange County asks for a tenant to commit to a required payment plan, that states upon any missed payment the remaining amount owed is immediately due in full, when nobody knows when this will be over What is being done to protect the many many renters? Small business owners? Independent contractors? Gig workers? Those who's unemployment barely covers rent let alone other bills?
