Center St., Anaheim, California October 23, 2019 COMMISSIONERS PRESENT: STAFF PRESENT: Lynn Cudd, Chairman Sjany Larson-Cash, Deputy Community Services Director Nichole Rupp, Vice Chairman Pamela Galera, Parks Manager Ryan Balius JJ Jimenez, Principal Project Planner James Cook Eleanor Granflor, Senior Secretary John Elwell Craig Farrow COMMISSIONER ABSENT: Yogesh Shah A G E N D A A C T I O N T A K E N 1.CALL TO ORDER: Chairman Cudd called the meeting to order at 6:05 p.m. 2.PLEDGE OF ALLEGIANCE: Commissioner Farrow led the Pledge of Allegiance. 3.UNSCHEDULED PUBLIC COMMUNICATION: None. 4.SCHEDULED COMMUNICATION: None. 5.APPROVAL OF THE MINUTES: Chairman Cudd presented the September 25, 2019 Minutes to the Commissioners for changes or corrections. Vice Chairman Rupp made a motion to accept the minutes, seconded by Commissioner Farrow. The motion was approved with 4 ayes; Chairman Cudd accepted the minutes. 6.REPORTS a)Recreation, Human & Neighborhood Services Activity Report ā€“ August/September: Sjany Larson-Cash presented the report and highlighted the Ramp Nā€™ Roll program, the new mobile show wagon, Pearson Park Amphitheatre, Teen Centers, Neighborhood Services outreach programs, and various photos throughout the report. b)Park Ranger Report ā€“ September: Sjany Larson-Cash presented the report and highlighted the number of patrols, patrons, public contacts, curfew and alcohol related contacts made by Park Rangers. The Park Rangers completed 24-hour patrols at Oak Canyon Nature Center, Deer Canyon and Pelanconi Park during the red flag warning in Anaheim. Sjany reported an amendment to the Lyons Security Agreement will be going to the City Council for approval on October 29th to increase the value of the agreement in order to assist in staffing Park Ranger patrols. Sjany reported an incident that occurred at Walnut Grove Park where . the Park Ranger performed CPR on an unconscious patron until the Paramedics arrived and took over.. Sjany commended the Park Ranger for the action taken in the difficult situation. Questions were answered regarding the hiring process for new Park Rangers, and the relation of the CERT program to the Park Rangers. c)Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the Jacaranda Park ribbon cutting ceremony on November 7th, La Palma Park Improvements, Manzanita Skate Park, and Modjeska Park water retention system and parking lot. Questions were answered regarding Jacaranda Dog Park, the Downtown Green Space near City Hall, and the Northgate Market property. 7.INFORMATIONAL ITEMS: Commissioner Farrow and Commissioner Rupp attended the Howwwl-o-Ween event at La Palma Dog Park, and participated as judges. ITEM # 04 Parks and Recreation Commission Minutes October 23, 2019 2 Commissioner Elwell participated in the Julianna Park KaBOOM! event and reported the event was featured in the OC Register. Commissioner Balius also participated in the event. Commissioner Balius reported the Christmas tree lighting event at Twila Reid Park is scheduled for December 6th. Further information will be shared with the Commission. Chairman Cudd reported she was invited by Council Member Faessel to attend a water tour with the Metropolitan Water District in the Sacramento and San Joaquin delta area. Commissioner Cook reported his son, Mitchell Cook, has been nominated for the Hall of Fame at Canyon High School. Sjany Larson-Cash reported the Fall Festival and 95th Halloween Parade will be held on Saturday, October 26th in Downtown Anaheim, and the Day of the Dead event will be held on November 1st in the Downtown Anaheim Community Center outdoor area. 8.
