The City Council of the City of Anaheim met in adjourned regular
session.

Councilman Seymour called the meeting to order at 2:25 P.M.,
quorum being present.
Mr. Phil Schwartze advised that this work session was requested to update the
Council on transportation issues and to receive Council's direction on these
issues which will then be utilized by the Planning staff in preparing an overall
City goals and policies statement, a transportation element to the General Plan.
He introduced Mr. Bob Hartwig, Manager of Planning at OCTD.
A 20-minute slide show containing updated information on the proposed AMTRAK
station at the Anaheim Stadium; a Multimodal transportation center in the cummer-
cial recreation area and the proposal for a people mover or monorail systemwas
presented.
Mayor Thom arrived shortly after the slide show was completed. (3:00 P,M~)
At the conclusion of the slide sh~w, general discussion of transpo~tation: alterna-
tives disclosed that Councilman Seymour felt the most important need~ in the City
was to resolve the escalating transportation problems in the c~mercimi r~crea-'
tional area inasmuch as some other cities have made aggrea~ive moves, into~ thfs~,
market and he felt that if Anaheim does not relieve traffic congestfon p~ob~ems
in that area they may lose their current position in the conventfon~market.
Councilman Seymour further suggested that whatever site may be identified as
the multimodal transportation center, that consideration be given as. to its
potential for growth. He felt that the site should be large enough to allow
some flexibility and growth of tmansportation facilities in the future. The
sites currently identified do not, in his opinion, provide for this potential.
He suggested that as one of these site alternatives, the Fujishige property
located on the east side of Harbor Boulevard be considered. Additiona~ly, he voiced
the opinion that a transportation center use of the property to-the south of the
Convention Center (Site D) would not reflect the highest and best use of that
particular land; that a hotel, motel or commercial project would be more suitable
on same. In addition, he remarked that his concern with Site D is that it would
restrict growth potential of the Convention Center.
Mr. Schwartze su~uarized activities regarding a people mover project relating
that a letter has been forwarded over the Mayor's signature to the Federal
Government questioning whether they would consider funding a people mover or
monorail type of system to link Disneyland, the Convention Center and~ Knott's
Berry Farm.

Mr. Dave Collins, a local realtor, related some of his observations to the
Council regarding such systems, noting in particular: 1) that he did not think
an expanded fixed-rail transit system, such as the Bay Area Rapid Transit (BART),
would be successful in Southern California; 2) that he believed a people mover
or other type of short distance shuttle system is necessary, not only as a
tourist-related facility, but also to provide access to local shopping areas
and the downtown area as part of the revitalization program.
At the conclusion of discussion, Mr. Schwartze reviewed the transportation issues
as set forth in the packet of materials previously distributed to the Council and
on file in the Office of the City Clerk (file reference No. 173), and the follow-
ing Council positions were determined:
Construction of a railroad station at the Anaheim Stadium to provide
AMTRAK service: Council indicated interest in pursuing develop-
ment of a train platform on the Santa Fe right-of-way utilizing
State Department of Transportation funds provided by Senate
Bill 283 grant.
Three identified sites (labeled A, B, C, D and D modified) in the
Disneyland-Convention Center area for a multimodal transportation
center: Council indicated they felt an additional site should be
pursued and considered along with those already identified, this
being the property immediately opposite the Convention Center on
the east side of Harbor Boulevard, now in agricultural preserve
(the Fujishige property) and elected not to make a final decision
at this time.
Be
People mover system - grant request to UMTA, together with City of
Buena Park for funds to construct a people mover or monorail system
between Disneyland, the Convention Center and Knott's Berry Farm:
Council indicated they felt a decision as to whether or not to pro-
ceed on this project would be dependent upon the response.received
from the Federal government to the letter recently forwarded and,
therefore, determined to wait for said response prior to any further
decision.
Councilman Seymour indicated he would also be interested in receiving
information as to a shuttle type of transportation system to serve the
Anaheim commercial-recreational area from the multimodal transportation
center, whether or not the monorail or people mover system proved to be
practical in order to provide transportation services for the conven-
tion trade.
The aviation transportation mode: Council determined to continue oppo-
sition to the development of Chino Hills as a major new airport;
the City Council determined that helistop services would be a logical
extension of the multimodal transportation center and that they would
be interested in pursuing a heltstop provided that there is no finan-
cial assistance required on the part of the City in connection with
same.

Council Members voiced concern regarding homeowner complaints to
helicopter noise, and Mr. Schwartze suggested that arrangements
be made for Council to take a demonstration ride in the newer
helicopters.
PBQ&D contract to study the Anaheim intra-city transportation system:
Council determined that they would first wish to have some input
from the Community Redevelopment Commission prior to deciding whether
or not to proceed with revision of Phase I of the PBQ&D report.
RECESS - EXECUTIVE SESSION: Councilman Seymour moved that the Council recess
to Executive Session for the purpose of interviewing candidates for Data Processing
Director. Councilwoman Kaywood seconded the motion. MOTION CARRIED. (3:35 P.M.)
AFTER RECESS: Councilman Seymour called the meeting to order, all Council Members
being present With the exception of Councilman Kott and Mayor Thom. (4:43 P.M.)
ADJOURNMENT: Councilwoman Kaywood moved to adjourn. Councilman Seymour seconded
the motion. Councilman Kott and Mayor Thom absent. PDTION CARRIED.
