On March 17, 2020, Governor Newsom issued Executive Order N-29-20 (superseding the Brown Act -related provisions of Executive Order N-25-20 issued on March 12, 2020), which allows a local legislative body to hold public meetings via teleconferencing and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body. He noted the design was a collaboration of local skaters, youth participants of the Boys and Girls Club, City staff, and a professional skate park design firm. He noted the skate park transformed an under-utilized park area into a safe, after-school haven for the City's youth. He also announced the Community Policing Team held a virtual Coffee with a Cop on April 14 to recognize National Telecommunications Week, which was available for viewing on Facebook, Instagram, and YouTube. (CDM) is the most advantageous to the City and award a Design -Build Agreement (Design -Build Agreement) to CDM, in the amount of $56,894,500, for the completion of the Project; waive any irregularities in any of the proposal documents; authorize the Director of Public Works to execute the Design - 6 April 27, 2021 Build Agreement and any related documents and to take the necessary actions to implement and administer the agreement; and authorize the Finance Director to execute the Escrow Agreement pertaining to contract retentions in accordance with Public Contract Code section 22300. Approve a Construction Management Services Agreement (Consultant Agreement) with MWH Constructors, Inc., in the amount of $9,730,800 with a 15% contingency for extra services, to provide construction management services for all phases of the Groundwater Treatment Program; and authorize the Public Utilities General Manager, or designee, to execute the Consultant Agreement and related documents and to take the necessary actions to implement and administer the agreement. Council Communications/Agenda Requests: Council Member Moreno congratulated and recognized the incredible work of the Community Services Department providing needed services to the community. He congratulated all Anaheim graduation high school seniors and wished them well with their next steps of selecting a college or university, local 9 April 27, 2021 community college, or vocational program. He highlighted that over 53% of graduating seniors are completing college preparatory requirements, an increase from about 38% six years ago. He congratulated school district staff, teachers, and parents for helping students fulfill their dreams. He shared that this year's graduating seniors are the first class eligible to receive a Seal of Excellence in civics education and participation, as signed into law in 2017. He congratulated the Anaheim Unified High School District for having 1,900 of the 3,000 statewide student recipients of the Seal. He recognized the Community Services Department for working on the Public Art Master Plan and encouraged the public to provide input via district -based meetings and through the website. Additionally, he announced the Anaheim Housing Element Update, also taking input via meetings and a website community survey. He requested an agenda item return as quickly as possible for discussion and possible action on a hazard pay ordinance for grocery, retail, and drugstore workers in the City of Anaheim ordinance, concurred by Council Members Valencia and Brandman. Council Member Diaz noted an increased homeless population in District 1 and ensured his constituents that the issues were being addressed by staff as well as the Anaheim Police Department addressing criminal activities near Beach Blvd. He encouraged all residents to continue to use resources available through the City and partners, with information available at www.anaheim.net and highlighted the Haskett Library being open and providing services, with more information at www.anaheim.net/library. Council Member Valencia shared that he has been discussing the need for an established mission, vision, and values with Mayor Sidhu, Mayor Pro Tem Faessel, and City Manager Jim Vanderpool, as a way to achieve common goals. He is planning a working group with these members to create an inclusive process of community outreach to obtain feedback and engage residents through the next round of district meetings, online surveys, social media and website postings, and stakeholder outreach to help create a foundation for many great things to come in the future. He reported his participation in the community vaccine clinic at Magnolia High School and commended the Supervisor's office, the Anaheim Union High School District, community partners, and City staff for their collaborative efforts. He encouraged everyone to wear jeans on April 28 to recognize and support survivors of sexual violence. He asked everyone to continue to wear masks, socially distance, and take appropriate precautions to keep Anaheim safe and stop the spread of COVID-19. He thanked the City Hall team for continuing to move the City forward. Mayor Pro Tem Faessel reported he was invited by Yesenia Rojas a couple of weeks ago to an appreciation dinner at Jafaria Church to recognize volunteers with food distributions and vaccinations. He reported on April 15 his aide virtually attended the Housing Element Update meeting, he attended a meeting last week with Anaheim Elementary School District Superintendent Dr. Downing about the safe reopening of the Underhill/Sunkist Bridge, and he attended a 400 -carton food distribution at Jafaria Church last week. Last Saturday, he attended Supervisor Chafee's vaccine event at Magnolia High School, with over 800 vaccines given, and he looked forward to getting more vaccines into the community. He noted his attendance at an international chaplain graduation, with 47 chaplains graduating in Orange County, and a tour of the Republic Services facility in District 5 with the City Manager. Last night, he participated in the District 5 Public Art Master Plan Workshop and he thanked Community Services staff for all their efforts, particularly with vaccine distribution. Council Member Brandman encouraged everyone to wear masks and be vaccinated. Mayor Sidhu asked all tourists, employees, staff, and front-line workers to continue to wear masks, wash hands, and keep six-foot distance. He welcomed visitors to Anaheim who are coming to enjoy the Resort. He wished Deputy City Manager David Belmer the best in his retirement and thanked him for all his efforts as part of the City's executive management team.
