Candidates Don R. Roth and William I. leto received the highest number of votes
cast and were elected members of the City Council of said City for the full
term of four years and that W. J. "Bill" Thom received the highest number of
votes cast for Mayor, and was elected Mayor for the full tern of two years.

OATH OF OFFICE: The Oath of Allegiance for public officers was administered by
the City Clerk Co elected Council Members Don R. RoCh and William I. Kott and
Mayor W. J. "Bill" Thom, and they were presented with Certificates of Election.
Prior to leaving the meeting, Councilman Sneegaa offered his
congratulations to ~he newly-elected Council Members and Mayor. He thanked all
those who had worked on his behalf and congratulated the other candidates for
becoming involved in their City government. He also noted his appreciation to.
the City staff and advised that it has been a pleasure and a privilege to have
served on the City Council for the past four years.
PRESENTATION - SANTA ANI. RIVER/SANTIAGO CREEK GREENBELT COMMISSION: Mayor Howard
Tipton of Villa Park, Vice Chairman of the Santa Asa River/Santiago Creek
Greenbelt Commission, presented Councilman Sneegas with a plaque acknowledging
his contribution coward the realization of the goals of the Commission tn
establishing a Greenbelt Corridor.
Prior to considering the regular business before the Council, Mayor Thom
offered ~he newly elected Council Members an oppor~uniCy to address the
audience and each introduced members of their families and thanked the people
who worked on cheer campaigns.
REORGANIZATION OF THE COUNCIL -HAYOR PRO TE~: In accordance rich Council Policy
No. Ill, this being the appropriate date and time, Councilwoman Kaywood moved
that Councilman John.Seymour be reelected Mayor Pro Tern of the City Council.
Councilman Kote seconded the motion. Councilman Seymour absent. MOTION
CARRIED.
Councilman Seymour was declared Mayor Pro Tem of the City of Anaheim.
MINUTES: Approval of the Minutes of the Anaheim City Council Regular Meeting
held March 23, 1976 was held over one week for a full Council.
WAIVER OF ~EADING - ORDINANCES AND RESOLUTIONS~ Councilwoman Kaywood moved to
waive the reading in full of all ordinances and resolutions, and that consent
to the waiver of reading is hereby given by all Council Members unless, after
reading of the title~ specific request is made by a Council Member for the
reading of such ordinance or resolution. Councilman Thom seconded the motion.

to e'~ploy Mr, Charles Sch~lte to produce nAmerican Folk Tales'' was held over to
later in the meeting, because of a question by Councilwoman Kay~ood concerning
the time period involved.
Later in the meeting, Mr. Ruth explained that the time period shown on the
contract, from April 21, to May 7, 1976, was correct and that it would involve
1~ performances at elementary schools throushout the District.
RESOLUTION: Councilwoman Kay~ood offered the resolution to employ Charles
Schulte for adoption and said resolution failed to carry by the follo~rlng vote:

STATUS REPORT - COST BENEFIT STUDY: Mr. Don HcDaniel presented a status report
on the Santa Ana Canyon/Santiago Creek Joint Environmental Cost/Benefit Study.
He advised Council that Anaheimhas been selected as one of the 20 agencies
which will be funded to continue this work in Fiscal Year 1976-77, which will
enable the program to be tested and used in the canyon area.
On motion by Councilwoman Kayvood, seconded by Council~an Thom, the status
report on the Cost/B~nefit Study vas ordered received and filed. Councilman
Seymour absent. MOTION CARRIED.

determined that application for a grading permit for a single-family home site
at 694 South Peralta Hills Drive will have no significant effect on the
environment and is, therefore, exempt from the requirement to prepare an
enwironmental impact report.
9. TENTATIVE MAP~ TRACT NO. 9268: Submitted by Texaco-Anaheim Hills, Inc.,
for a 132-1ot RS-HS-'IO,000 (SC) subdivision on the south side of Nob1 Ranch
Road, west of Royal Oak Road was continued to be considered in conjunction with
Reclassification No. 75-76-28.
10. TENTATIVE MAP~ TRACT NO. 9300: Submitted by Anaheim Union High School
District for a l16-1ot RS-5000 subdivision on the east side of Loafs Street,
south of Broadway, was continued to be considered in conjunction with

SOLICITATION PERMIT - GOOD SHEPHERD LUTHERAN HOM~: Request of L. Harold Bagby,
Administrator, Good .Shepherd Lutheran Home, for permission to solicit charity
funds through telephone solicitation of discarded items, within the City of
Anaheim for 60 days, effective immediately, was submitted and granted, on
motion by Councilman Thom, seconded by Councilman Roth. Councilman Seymour
absent. MOTION CARRIED.
APPOINTMENT - COUNTY SANITATION DI. STRICT NOS. 2 AND 3: In response to
correspondence received from J. Wayne SyiVester, secretary cf the Boards of
Directors, dated March 10, 1976, on motion by Councilman Thom, seconded by
Councilman Roth, the City Council reaffirmed their previous action designating
Councilwoman Kaywood to serve as active alternate director to the Mayor on
the Boards of Directors of County Sanitation District Nos. 2 and 3.
Councilman Seymour absent. MOTION CARRIED.
F~IAL MAP~ TRACT NO. 9133: Developer, P.C.B. Inc.; tract located on the south
side of Serrano Avenue, northeast of Nohl Ranch Road; containing a4 proposed
RS-S000 (SC) zoned lots.
The City Ensineer reported that the final map conforms substantially with
the tentative map previously approved, that tract fees have been paid and bonds
forwarded to the City Attorney for approval.
The City Engineer recommended approval subject to Condition No. 17 of said
map being revised to read as follows:
"17. That a final parcel map on subject tract shall be filed and recorded
with the Office of the County Recorder prior to the recordation of the final
tract map."
On motion by Councilman Thom, seconded by Councilman Kott, the proposed
subdivision, together with its design and improvement, was found to be con-
sistent with the City's General Plan and the City Council approved Final Map,
Tract No. 9133, subject to the recommendation submitted by the City Engineer
and shown hereinabove. Councilman Seymour absent. Councilwoman Kaywood voted

tion Commission and thereupon moved that the Anaheim delegate to the City
Selection Cossaittee, League of California Cities, be directed to vote in

ESTABLISHENT OF CHARTER REVIEW COMMITTEE: Councilman Kott outlined a number of

questions which were recurrent throughout his campaign and acknowledged the
potentiality of these leadin~ to a~endmento to the City's Charter. He stressed
that his own particular views on these issues are a matter of public record on
the Anaheim Chamber of Coana~rce questionnaire. Since these are items which are
of concern to the &lactorate, Councilman Kett proposed and thereupon moved that
the City Council establish a broad-based Charter Review Committee to review the
City Charter with particular respect to:

1. The possibility of creating Councilmanic districts.
The possibility of opening up the position of Mayor to allow any
one who wishes, to run for this position.

No. 2733 and E.I.R. No. 156 to the Council meeting of April 27, 1976, as
requested by the applicant. Councilman Seymour absent. MOTION CARRIED.
