A RESOLUTION Of ThE CITY COUNCIL OF THE CITY
OF ANAHEIM (A) CERTIFYING ENVIRONMENTAL
IMPACT REPORT NO. 284 RELATING TO THE
PROPOSED ANAHEIM CONVENTION CENTER
EXPANSION, (B) MAKING CERTAIN FINDINGS IN
CONJUNCTION THEREWITH, AND (C) APPROVING THE
PROJECT FOR ANAHEIM CONVENTION CENTER
EXPANSION, BETTERMENT III.
WHEREAS, The Community Center Authority, a Joint Powers
Agency authorizing and existing pursuant to a Joint Exercise of
Powers Agreement by and between the City of Anaheim and the
Anaheim Union High School District, has heretofore undertaken
studies in certain preliminary activities relating to a proposed
addition to the Anaheim Convention Center commonly referred to as
!\naheim Convention Center, Betterment III (hereinafter "Project");
and
WHEREAS, the Community Center Authority is lead agency
for preparation and consideration of environmental documents for
said Project as defined in the California Environmental Quality
Act of 1970, (hereinafter "CEQA") and in the State of California
Guidelines For CEQA Implementation (hereinafter "State
Guidelines"); and
WHEREAS, the Community Center Authority has prepared a
draft Environmental Impact Report (hereinafter "EIR") and has
consulted with other public agencies, including the City of
Anaheim, and the general public and given them an opportunity to
comment on said draft ErR as required by CEQA and the State
Guidelines; and
WHEREAS, comments and recommendations received from other
public agencies and the general public on the draft EIR, either
verbatum or in summary, a list of persons, organizations, and
public agencies commenting on the draft EIR and the responses of
the Community Center Authority to significant environmental points
raised in the review and consultation process have been attached
to made a part of said draft EIR to form the final EIR for said
project as required by Section 15132 of the State Guidelines; and
WHEREAS, on October 29, 1987, at a duly notice public
meeting, the Community Center Authority adopted a Resolution
certifying EIR No. 284 as required by CEQA and approving the
following described Project for the expansion of the Anaheim
Convention Center, Betterment III:
Construction of a two (2) level structure totalling
Three Hundred Fifty-One Thousand Eight Hundred and
Forty (351,840) square feet. The upper level will

contain one hundred forty five thousand (145,000)
square feet of exhibit hall space, eleven thousand
four hundred (11,400) square feet of concessions
and restrooms, two thousand two hundred forty
(2,240) square feet of mezzanine, twelve thousand
(12,000) square feet of mechanical equipment room
in the lobby of twenty-five thousand (25,000)
square feet.
The lower level will be subterranean, comprised of
one hundred fifty-five thousand four hundred
(155,400) square feet and be used as parking for
five hundred thirty (530) cars. In addition to the
five hundred thirty (530) parking below the exhibit
hall, a new five (5) level parking structure
composed of one (I) level below grade and four (4)
levels above grade will be constructed at the
southwest corner of the Convention Center property
adjacent to the new exhibit hall and will
accommodate approximately one thousand two hundred
ten (1,210) cars. Additionally, a satellite
parking system at Anaheim Stadium will be
established for approximately one thousand (1000)
cars on an interim basis until the existing parking
structure adjacent to Katella Avenue can be
expanded or reconstructed to accommodate an
addition one thousand (1000) cars.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim as follows:
1. That the City Council does hereby certify that the City
Council has reviewed and considered the information contained in
~IR No. 284 prior to approving the proposed Project for the
expansion of the Anaheim Convention Center, Betterment III.
2. The City Council does hereby find that Section 1.0 of EIR
No. 284 identifies and summarizes certain significant adverse
environmental impacts of the proposed Project and further finds
that mitigation measures recommended in the EIR NO. 284 and
summarized in Section 1.0 thereof shall be incorporated into the
Project which will avoid or substantially lessen said effects to a
level of less than significant.
3. That the City Council does further find that all of the
mitigation measures identified in EIR No. 284 other than the
traffic mitigation measures shall be the responsibility of the
1ead agency, the Community Center Authority. Implementation of
traffic mitigation measures are the responsibility of and shall be
implemented by the City of Anaheim.

4.. That the City Council further finds that while EIR
NO. 284 identifies in Section 1.0 thereof certain adverse impacts
which are deemed to be unavoidable, EIR No. 284 further determines
and finds that all said unavoidable adverse impacts are mitigated
to a level of less than significant.
5. That the City Council hereby approves the Project for the
expansion for the Anaheim Convention Center, Betterment III.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 29 th day of October, 1987.
