1975/02/05City Hall, Anaheim~ California - COUNCIL MINUTES - February 5, 1975, 10:00 A.M. The City Council of the City of Anaheim met in adjourned regular session. PRESENT: COUNCIL MEMBERS: Kaywood (arrivedat 10:05 ~.m.), Seymour, Pebley Sneegas and Thom . ABSENT: COUNCIL MEMBERS: None PRESENT: CITY.MANAGER: Keith A. Murdoch CITY ATTORNEY: Alan R. Watts CITY CLERK: Alona M. Hougard PERSONNEL DIRECTOR: Garry O. McRae Mayor Thom called the meeting to order. ANAHEIM POLICE ASSOCIATION WAGE AGREEMENT: Personnel Director Garry McRae reported that an agreement had been reached with the Anaheim Police Association for a 3% wage increase, effective January 24, 1975, and said wage agreement was ratified by their general membership the previous evening (February 4, 1975). He advised that two resolutions, are prepared and ready for adoption which implement this wage agreement. RESOLUTION NOS. 75R-71 AND 75R-72: Councilman Pebley offered Resolution Nos. 75R-71 and 75R-72 for adoption. Refer to Resolution Book. · RESOLUTION NO. 75R-71: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ESTABLISHING RATES OF COMPENSATION FOR JOB CLASSES REPRESENTED BY THE ANAHEIM POLICE ASSOCIATION, AND SUPERSEDING RESOLUTION NO. 75R-41, AND AMENDMENTS THERETO. RESOLUTION NO. 75R-72: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING RESOLUTION NO. 74R-521 AND SUPERSEDING RESOLUTION NO. 75R-42, ESTABLISH- ING RATES OF COMPENSATION FOR THE JOB CLASS POLICE LIEUTENANT. Prior to voting on the above resolutions, Councilman Seymour remarked that he has concluded the acceptance by the Anaheim Police Association of the package as proposed demonstrates a great deal of faith and trust and he wishes to thank 75-105 City Hall~ Anaheim; California - COUNCIL MINUTES - February 4~ 1975~ 1:30 P.M. ORDINANCE NO. 3399: Councilwoman Kaywood offered Ordinance No. 3399 for first reading. AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING TITLE 18 OF THE ANAHEIM MUNICIPAL CODE RELATING TO ZONING. (72-73-51 (15) - RS-HS-22,000) ORDINANCE NO. 3400: Councilman Seymour offered Ordinance No. 3400 for first reading. AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING TITLE 6, CHAPTER 6.70, SECTION 6.70.010 PERTAINING TO SOUND PRESSURE LEVELS. (Sound created by construction or building repair of any premises within City - during hours of 7:00 a.m. to 7:00 p.m.; traffic sounds, and sound created by emergency activities and by governmental units exempted) PROVISION OF UTILITIES FOR THOSE ON FIXED AND LOWER INCOMES: Councilwoman Kaywood requested investigation and report from the Utilities Department regarding the possibilities of providing the basic minimum necessities in water and electric power to consumers (the senior citizens on fixed incomes, etc.) at a residential fixed-rate similar to the life-line servlce provided by the Telephone Company. ASSEMBLY BILLS 470 AND 471 - DESIGNATING NO SMOKING IN CERTAIN AREAS OF PUBLIC BUILDINGS: Councilwoman Kaywood inquired whether the remainder of the Council would be interested in adopting a resolution in support of Assembly Bills 470 and 471 which establish certain no smoking areas in public buildings. A majority of the Council declined support of said bills. LABOR NEGOTIATIONS SEMINARS FOR COUNCIL MEMBERS: Councilwoman Kaywood announced that two Labor Negotiations Seminars for Council Members will be conducted by t~e Intergovernmental Coordinating Council at the Santa Ana City Hall, ?ebruary 14, and 15, 1975. Mayor Thom encouraged any Council Member able to attend these to do so. ESTABLISHMENT OF AD HOC COMMITTEE TO IDENTIFY SOCIAL SERVICES NEEDS: Mayor Thom referred to the discussion earlier in the meeting regarding the agreement with the People's Center as indicative of the disorganized "shotgun" approach which the City has so far utilized in addressing the question of social services. In this connection he proposed that the Council establish an ad hoc committee which would serve until July 1, 1975. The purpose of this committee would be to make recommendations to the City Council relative to the extent to which the City should go in facilitating the delivery of available social services. He stated that he would expect the Committee to formulate these objectives for social services and deliver to the Council a statement of need, identifying those areas in which the City's attention should be focused, commensurate with its financial ability. Further, Mayor Thom suggested that this committee be comprised of nine members and receive support from City Staff, principally from Joe Garza, Community Relations Representative and William Hepburn, Manpower Coordinator, as well as be given a place to meet. He recommended that the City's present Manpower Commissioner, Gerald Vind, be appointed to chair this committee. Councilman Seymour remarked that he felt this to be an excellent idea. He suggested, however, that included in the charge to the committee be a require- ment that its recommendations to the Council have productivity standards applied which would clearly demonstrate the positive or negative results of the efforts of the programs. Councilman Seymour explained that the rationale of this request for application of productivity standards to these social services programs is that he wishes to avoid the City's becoming involved in any program if the final result is negative in terms of delivery of services to the people in Anaheim. He indicated he would be interested in facilitating the delivery of social services if they prove to deliver worthwhile results, but not if they just add another layer of bureaucracy. Mayor Thom agreed with Councilman Seymour's suggestion that productivity standards be applied to the delivery of social services in the City. He emphasized that the City of Anaheim would not be proposing to initiate or deliver any social services, but rather the purpose of this committee would be to explore the extent to which the City should facilitate the delivery of existing social services. 75-107 City Hall, Anaheim, California - COUNCIL MINUTES - February 5~ 1975~ 10:00 A.M. them for this attitude. In exchange, he was of the opinion that it is encumbent upon the City Council to go on record in support of (1) recognizing that a good bit of faith, trust and confidence has been demonstrated by the Anaheim Police Association and (2) working together with management, the Anaheim Police Associa- tion and the Chief over the next few months to establish a productivity standard for increased police service, and once having achieved this goal, or some measurable progress towards same, in October, taking a whole new look at the City's compensation program. Mayor Thom agreed wholeheartedly with Councilman Seymour and noted that the two resolutions which Council will vote on would be effective until October 16, 1975. He indicated that he would hope that prior to that time the productiv- ities, standards, and goals mentioned by Councilman seymour could be set down in a form which could be recognized and agreed upon by all parties. He remarked that once an honest effort has been made to obtain these goals, the rewards must be forthcoming by the Council in October. Mr. McRae expressed appreciation for the support the City Council has given in this matter and for the willingness on the part of the Anaheim Police Association to negotiate. He noted that the attitude and morale in the Police Department has changed dramatically. Mayor Thom stated that in the forthcoming months it will be the obligation of staff, the Anaheim Police Association, perhaps a member of the City Council and undoubtedly a member of the Arthur Young & Company to deliberate and attempt to formulate the method by which the achievements can be measured. The Mayor invited members of the Anaheim Police Association who were present to come forward should they wish to make a statement. Mr. Joe Karns, Treasurer of the Anaheim Police Association, speaking on behalf of the general membership, expressed their gratitude and satisfaction with the pay increase Just approved. He stated that it is the feeling of the Anaheim Police Association that the City Council has demonstrated their faith in the Anaheim Police Department as number one in the County. This faith, the members of the Anaheim Police Department intend to reinforce by demonstrating increased productivity and increased cost savings to the citizens of Anaheim, coupled with greater services for less dollars expended. Mr. Karns further pointed out that the recent appointment of Chief Bastrup has multiplied themorale factor "a thousand fold" and together with Chief Bastrup and Garry McRae, he was certain that a program to increase productivity could be established. In conclusion, he pledged the continued support of the Anaheim Police Association and offered their best wishes to each Council Member. ADJOURNMENT: Councilman Sneegas moved to adjourn to Monday, February 10, 1975, at 3:00 P.M. in the Main Library Multipurpose Room, for a joint meeting with the Library Board, and declared it is further the intent of the Anaheim City Council to adjourn from said meeting to 7:30 P.M., February 10, 1975 at the Cultural Arts Center, 931 North Harbor Boulevard, Anaheim, for the purpose of meeting with the Cultural Arts Commission.
