PLAII;ING CObR{ISSION ITEI~[S: Items from the City Planning Cormmission meeting of September 29, 1975, which were reviewed by the City Council at their meeting of October 14, 1975, and the recommendations of the City Planning Commission sustained, were again submitted to the City Council pending any action prior to the expiration of the 22-day appeal period. (See Council Minutes of October 14, 1975, Page Nos. 75-932 through 75-934, Planning Conm~ission Item l;os. 1 through 13.) No further action was taken by the City Council relative to the Planning Commission items submitted from the meeting of September 29, 1975. RECEIPT OF IIEVISED ~OOD HAZARD AREA ~iAI'S: (National Flood Insurance Protection Act) l[r. Don l~cDaniel reported that the Revised Flood Hazard Area ~.~ps ~ich had been requested by the City of Anaheim, were presented by Michael Baker, Jr., Inc. at a field ]]earing in the County held last week. The hazard area shown on these revised maps is considerably reduced from that which was originally indicated. ]{e advised that if these revised maps are not appealed · within 14 weeks from notification by the City of acceptance, .they will become official. i'~. Bill Cunningham advised that it is staff's recommendation that the ~ps not be appealed since they do adequately define the flood area. Council..nan Seymour further inquired ~.~het~.~er tl~e City's ~aps ~oul,~! become official through an administrative act, and specifically, ~.~hether there is any ot!~er commission or comr~ittee of any ~3overnmental agency which has to approve these. ?~r. Cunningham replied that it is his understanding that once the City accepts the maps, notifies F.I.A. and Michael Baker, Jr., Inc., and assuming no appeal, the maps would become official in approximately 1~, weeks. This ~zould be a process handled by staff, the City of Anaheim being the only agency which could appeal at this point. Councilman Seymour stated that he was certainly glad to see this situation resolved. The unfortunate part is that the original mistake on the ~aps has caused citizens of Anaheim to pay approximately one-quarter million dollars in flood insurance pre~'~iums for residential properties, exclusive of what industrial and/or co~ercial property o~.rners l~ave paid. i~'[r. Dave J. Davis, 4084 Franklin Avenue, San Diego, California, repre- senting PRIDE, advised that his organization now has in the area a club and counselor for children living in Anaheim. tie indicated that tttey do not wish to sell candy door-to-door, but in shopping centers, banl:s, etc., with the per- mission of the business itself. Council ~fembers indicated they would be amenable to approving the permit with the stipulation that there be no door-to-door sales. ~'~r. Lowry pointed out that the applicant requests a solicitation period of one year, whereas the Anaheim ~[unicipal Code, Section 7.32.040, specifies that such permit shall not be valid for a period of more than 60 days fro:a date of issuance. On motion by Councilman Thom, seconded by Councilman Pebley, the City Council approved solicitation permit for Pride Equals Equality and Respectability, Inc., to solicit in the City of Anaheim for a period of 60 days with the provision that there be no door-to-door solicitation.
