McRae SENIOR PERSONNEL ~L~YST: David Hill A quorum having been established, Mayor Thom called the meeting to order at 4:15 AG~',EEI. hEHTS - SALARY NEGOTIATIONS - Ai~AliEII~ POLICE A/~D FIRE ASSOCI~tTIONS: I{r. ~,icRae reported that agreements have.been reached in salary negotiations with the Anaheim Police and Anaheim Fire Associations. Ile outlined the Fire Association agreement for an increase on October 17, 1~75 of 6~% for Fire Fighter, Fire Engineer and related classes; 7½% for Captains and related classes. This agreement further provides for a 4.1% increase on April 16, 1976 for Fire Fighter, Fire Engineer affd related classes and a 7.1% increase on that date for Fire Captains and related classes. The agreement with the Anaheim Police Association provides for an increase effective October 17, 1975 of 7.~% for Patrolmen and related classes, as well as for Sergeant and related classes. Additionally, the Police Association Agreement calls for an increase on April 2, 1976 of 2.8% for Police Patrolmen, Police Officer and related classes and an increase of 5.4% for Sergeant and related classes. }~ I.IcP, ae advised that resolutions have been prepared establishing the rates effective October 17, 1975 for both Police and Fire Associations and that resolutions effecting the increases in the Spring will be prepared for Council adoption at that time. tlc pointed out that the resolution adopting the increase for the Police Association may be adopted subject to ratification by vote of the Anaheim Police Association membership. CHA~;GES IN PERSONNEL RULES NOS. 5 A/~D 15: Mr. McRae reported that the Agreements with the Anaheim Police and Fire Associations also contain a number Of changes in personnel rules. He indicated that in most cases the Personnel Department would prefer that the Council not adopt the rule changes at this time, because these are still under discussion with the other employee organizations. Holiday pay will be accumulated throughout the year, and the el~ployee may take the holiday day off at a later time. If ]~oliday time is not taken during that year, holiday pay will be paid the employee during the pay period which includes December 1 of that year. Additionally, this resolution provides that any resolution adopted during that time period would also be applicable for the unrepresented classes of employees, effective October 17, 1 7~.9 = i~yor Thom requested clarification as to what employees constitute tim unrepresented classes and ~. Watts'reported that in connection with the condemnation settlement authorized at the Council meeting of September 9, 1975, the City Attorney's Office is now in a position to recon~end acceptance of the deed.
